Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee. (Under current law, all miscellaneous itemized deductions are suspended through 2025.)

Biodiesel Tax Credit Extension Act of 2019 This bill extends the following tax provisions through 2019: the income tax credit for biodiesel and renewable diesel used as fuel, the excise tax credit for biodiesel mixtures, and the payments that are equivalent to the excise tax credit for biodiesel mixtures.

This resolution acknowledges over 85 years of effective state-based alcohol regulation since the passage of the Twenty-first Amendment to the Constitution (repealing Prohibition) and reaffirms the continued support of Congress for policies that allow states to effectively regulate alcohol.

This bill recognizes service in the U.S. Cadet Nurse Corps during World War II as active military service. Individuals who served in the corps are eligible for specified honors and burial benefits but shall not be entitled by reason of such service to veterans' benefits generally.

Telephone Robocall Abuse Criminal Enforcement and Deterrence Act or the TRACED Act This bill implements a forfeiture penalty for violations (with or without intent) of the prohibition on certain robocalls. The bill also removes an annual reporting requirement for enforcement relating to unsolicited facsimile advertisements. The bill requires voice service providers to develop call authentication technologies. The Federal Communications Commission (FCC) shall promulgate rules establishing when a provider may block a voice call based on information provided by the call authentication framework, but also must establish a process to permit a calling party adversely affected by the framework to verify the authenticity of their calls. The FCC shall also initiate a rulemaking to help protect a subscriber from receiving unwanted calls or texts from a caller using an unauthenticated number. This bill requires the Department of Justice and the FCC to assemble an interagency working group to study and report to Congress on the enforcement of the prohibition of certain robocalls. Specifically, the working group will look into how to better enforce against robocalls by examining issues like the types of laws, policies, or constraints that could be inhibiting enforcement. The bill requires the FCC to initiate a proceeding to determine whether its policies regarding access to number resources could be modified to help reduce access to numbers by potential robocall violators.

Setting Every Community Up for Retirement Enhancement Act of 2019 This bill modifies the requirements for employer-provided retirement plans, individual retirement accounts (IRAs), and other tax-favored savings accounts. With respect to employer-provided retirement plans, the bill modifies requirements regarding automatic enrollment and nonelective contributions; tax credits for small employers that establish certain plans; loans; lifetime income options; the treatment of custodial accounts upon termination of section 403(b) plans; retirement income accounts for church-controlled organizations; the eligibility rules for certain long-term, part-time employees; required minimum distributions; nondiscrimination rules; and minimum funding standards for community newspaper plans. The bill also includes provisions that treat taxable non-tuition fellowship and stipend payments as compensation for the purpose of an IRA, repeal the maximum age for traditional IRA contributions, treat difficulty of care payments as compensation for determining contribution limits for retirement accounts, allow penalty-free withdrawals from retirement plans if a child is born or adopted, expand the purposes for which qualified tuition programs (commonly known as 529 plans) may be used, reinstate and increase the tax exclusion for certain benefits provided to volunteer firefighters and emergency medical responders, increase penalties for failing to file tax returns, and require the Internal Revenue Service to share tax information with U.S. Customs Border Protection to administer the heavy vehicle use tax.

Henrietta Lacks Enhancing Cancer Research Act of 2019 This bill requires the Government Accountability Office to complete a study reviewing how federal agencies address barriers to participation in federally-funded cancer clinical trials by individuals from underrepresented populations and provide recommendations for addressing such barriers.

Smithsonian Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council, that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

Cybersecurity Advisory Committee Authorization Act of 2019 This bill requires the Department of Homeland Security to establish a cybersecurity advisory committee within the Cybersecurity and Infrastructure Security Agency (CISA) to consult on the development, refinement, and implementation of policies, programs, and security directives pertinent to the mission of CISA.

Lymphedema Treatment Act of 2019 This bill includes certain lymphedema compression treatment items as covered durable medical equipment under Medicare. (Lymphedema is a condition of localized fluid retention and tissue swelling that is caused when the lymphatic system is damaged or blocked.)

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, election as the first African American woman in Congress, and campaign to be the first African American to gain the nomination of a major political party for President of the United States. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be available for display and research.

Women's History and Nineteenth Amendment Centennial Quarter Dollar Coin Program Act This bill requires the Department of the Treasury to mint and issue quarter-dollar coins in commemoration of the ratification of the Nineteenth Amendment granting women the right to vote. The design on the reverse of each coin shall be emblematic of the accomplishments and contributions of a prominent woman who was a resident of a state, the District of Columbia, or a U.S. territory. Such coins shall be issued in alphabetical order of the area represented, starting with the state of Alabama. Treasury shall initiate a program to promote collection of the coins and recognition of their subjects, and strike and make available for sale silver bullion coins that are the exact duplicates of the coins.

Net Price Calculator Improvement Act This bill establishes requirements concerning the information that must be provided to prospective students about the cost of an institution of higher education (IHE). Specifically, the bill establishes the minimum requirements for the net price calculator that an IHE must include on its website. An IHE's net price is the average yearly price actually charged to first-time, full-time undergraduate students receiving student aid at the school after deducting such aid. It authorizes the Department of Education to develop a universal net price calculator that enables users to answer one set of questions and receive net prices for several IHEs and compare those prices.

Younger Onset Alzheimer's Act This bill makes individuals with younger-onset Alzheimer's disease (i.e., individuals who experienced onset of the disease before age 60) eligible for certain federal grants and programs that support older adults. Under current law, these grants and programs serve only individuals 60 and older.

Climate Action Now Act This bill requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. Specifically, the plan must describe steps to (1) cut greenhouse gas emissions by 26%-28% below 2005 levels by 2025, and (2) confirm that other parties to the agreement with major economies are fulfilling their announced contributions. In addition, the bill prohibits federal funds from being used to withdraw from the agreement.

National Senior Investor Initiative Act of 2019 or the Senior Security Act of 2019 This bill establishes the Senior Investor Taskforce within the Securities and Exchange Commission. The taskforce must report on topics relating to investors over the age of 65, including industry trends and serious issues impacting such investors, and make recommendations for legislative or regulatory actions to address problems encountered by senior investors. The Government Accountability Office must report on the financial exploitation of senior citizens.

Protecting Pre-Existing Conditions and Making Health Care More Affordable Act of 2019 This bill revises various requirements for private health insurance plans and associated plan-holder cost sharing. Specifically, the bill increases premium assistance for low-income households and specifies that the coverage affordability requirements for employer-sponsored plans extend to family members of employees based on the employee's required contribution as a percentage of the employee's income. Further, the bill prohibits specified agency actions that would weaken the requirements of the Patient Protection and Affordable Care Act (PPACA) with respect to (1) association health plans; (2) short-term, limited-duration health insurance plans; and (3) state applications to waive certain PPACA provisions. The bill also increases the minimum coverage requirements for private health insurance plans and requires the Department of Health and Human Services (HHS) to promote the availability of such plans. The health coverage navigator program also is revised to prioritize community and consumer-focused nonprofits and facilitate enrollment in federally supported insurance programs such as Medicaid. The bill establishes a fund for the Centers for Medicare & Medicaid Services to provide cost assistance to individuals who are enrolled in qualified health plans. Additionally, the bill provides new and additional grant funding for states to (1) plan and establish health insurance exchanges, (2) provide consumer assistance about available health insurance plans and coverage, and (3) increase health insurance plan enrollment. HHS also must report on the annual expenditure of user fees collected through federally facilitated exchanges.

Improving HOPE for Alzheimer's This bill requires the Centers for Medicare & Medicaid Services (CMS) to conduct outreach to health care practitioners regarding comprehensive care planning services that are available under Medicare for individuals with Alzheimer's disease and related dementias. The CMS must report on its outreach efforts, as well as on the number of beneficiaries receiving such services and any barriers to access.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

National Law Enforcement Museum Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins that are emblematic of the National Law Enforcement Museum in the District of Columbia and the service and sacrifice of law enforcement officers throughout the history of the United States. All sales of such coins shall include specified surcharges, which shall be distributed to the National Law Enforcement Officers Memorial Fund, Inc., for educational and outreach programs and exhibits.

International Human Rights Defense Act of 2019 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

United States-Israel Cooperation Enhancement and Regional Security Act This bill authorizes various joint research and cooperation programs between the United States and Israel, reauthorizes security assistance to Israel, and establishes reporting requirements regarding various related issues. The bill authorizes the Department of State to work with Israel on research and development to establish directed energy capabilities. It authorizes through FY2024 cooperative projects involving the United States, Israel, and developing countries to identify and address sustainability challenges related to water resources, agriculture, and energy storage. The bill authorizes through FY2022 (1) activities of the U.S.-Israel Energy Center; (2) cooperation with and assistance to Israel related to security, explosives detection, and cybersecurity; (3) activities related to the U.S.-Israel Binational Agricultural Research and Development Fund; and (4) activities to establish a cooperative program with Israel to develop health technologies. The State Department shall establish a grant program to support cybersecurity research and development and commercialization of cybersecurity technology open to joint ventures involving U.S. and Israeli entities. The President shall establish contingency plans to provide Israel with necessary defense articles and services and assess plans to assist and supply Israel with munitions in the event of a sustained armed confrontation with Hezbollah. The bill authorizes the President to (1) waive export control requirements and immediately transfer defense articles to Israel in response to an existing or imminent military threat, and (2) transfer precision guided munitions to Israel as necessary for legitimate self-defense. The bill extends through FY2024 security assistance and loan guarantees for Israel.

This resolution opposes the Global Boycott, Divestment, and Sanctions Movement (BDS) and other efforts targeting Israel, and states that BDS undermines the possibility for a negotiated solution to the Israeli-Palestinian conflict. The resolution urges both sides to return to direct negotiations and expresses support for a solution resulting in the state of Israel existing alongside a democratic Palestinian state.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2021. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Hall of Honor facilities.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which must make the medal available for display at other locations associated with Rosie the Riveter.

Horseracing Integrity Act of 2019 This bill establishes the Horseracing Anti-Doping and Medication Control Authority as an independent, private non-profit corporation with responsibility for developing and administering an anti-doping and medication control program for (1) Thoroughbred, Quarter, and Standardbred horses that participate in horse races; and (2) the personnel engaged in the care, training, or racing of such horses. The Federal Trade Commission shall have oversight over the authority. An interstate compact may be established after five years to take over the authority's duties.

Excellence in Mental Health and Addiction Treatment Expansion Act This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also extends the two-year term for existing state demonstration programs by two years.

Defending Against Imitations and Replacements of Yogurt, Milk, and Cheese To Promote Regular Intake of Dairy Everyday Act or the DAIRY PRIDE Act This bill prohibits the sale of any food that uses the market name of a dairy product (such as milk , yogurt , or cream cheese ) unless the food (1) is the milk of a hooved animal, (2) is derived from such milk, or (3) contains such milk as a primary ingredient.

Resident Physician Shortage Reduction Act of 2019 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, with an aggregate increase of 3,000 positions per fiscal year for five years. Of these positions, at least one-third must be for hospitals that are already operating above applicable resident limits, subject to specified distribution rules.

Healthy Families Act This bill provides for paid and unpaid sick leave for employees to meet their own medical needs and those of their families. It requires employers with 15 or more employees to provide their employees with at least one hour of earned paid sick leave for every 30 hours worked, up to a maximum of 56 hours of paid sick leave in a year. An employer with fewer than 15 employees may also provide the same amount of paid sick leave, but may opt out of such requirement, in which case such employer must provide its employees at least 56 hours of unpaid leave in a year. An employee may use sick leave for absences (1) resulting from a physical or mental illness, injury or medical condition; (2) resulting from obtaining professional medical diagnosis or care, or preventive medical care; (3) to care for a child, parent, spouse, a domestic partner, or other blood or close relative; and (4) resulting from domestic violence, sexual assault, or stalking. The bill makes it unlawful for any employer to interfere with, restrain, or deny the exercise of an employee's right to accrue sick leave as provided by this bill. An employee may take legal action to enforce the right to sick leave granted by this bill and the Department of Labor must investigate complaints of violations of the requirements of this bill. Labor is authorized to conduct a public awareness campaign to educate and inform the public of the requirements for paid sick leave provided by this bill.

Student Agriculture Protection Act of 2019 This bill modifies the requirements for calculating taxable income to exclude from the gross income of a student agriculturist up to $5,000 of the gain from the sale or exchange of personal property (including livestock, crops, and agricultural mechanics or shop products) produced or raised by the student agriculturist. A "student agriculturist" is an individual who is under 22 years of age and is enrolled in (1) an FFA (Future Farmers of America) chapter or a program established by the National FFA Organization; (2) a 4H Club or other program established by 4H; or (3) a student agriculture program that is under the direction or guidance of an agricultural educator, advisor, or club leader.

College Transparency Act This bill requires the National Center for Education Statistics to establish a secure and privacy-protected data system that contains information about postsecondary students. Specifically, the data system must evaluate student enrollment patterns, progression, completion, and postcollegiate outcomes, and higher education costs and financial aid; provide complete and customizable information for students and families making decisions about postsecondary education; reduce the requirements for reporting by institutions of higher education; and periodically match with other federal systems of data. The bill also establishes a postsecondary student data system advisory committee.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. The bill prohibits specified federal employees and contractors of an agency that funds, conducts, or oversees scientific research from engaging in scientific or research misconduct or manipulating communication of scientific or technical findings. A covered individual may disseminate scientific or technical findings by (1) participating in scientific conferences; and (2) seeking publication through peer-reviewed, professional, or scholarly journals. The bill specifies the kinds of scientific community activities covered individuals may participate and engage in, including the reviewing of public statements and responding to media interview requests. Each covered agency must develop, adopt, and enforce a scientific integrity policy and also must submit it to the Office of Science and Technology Policy (OSTP) and Congress; appoint a Scientific Integrity Officer; and adopt and implement an administrative process and administrative appeal for dispute resolution and a training program that, among other things, provides regular scientific integrity and ethics training to employees and contractors. OSTP must collate, organize, and publicly share all information it receives under each scientific integrity policy on its website.

Safe Freight Act of 2019 This bill prohibits the operation of a freight train or light locomotive engine used in the movement of freight unless it has a crew of at least two individuals, one of whom is certified by the Federal Railroad Administration as a locomotive operator and the other as a train conductor.

No Tax Breaks for Outsourcing Act This bill modifies the tax treatment of the foreign source income of domestic corporations. The bill includes provisions that eliminate an exemption for certain returns from tangible investments made overseas, eliminate deductions for a domestic corporation's foreign-derived intangible income and global intangible low-taxed income, repeal a provision that excludes foreign oil and gas extraction income from the tested income of a controlled foreign corporation, limit the tax deduction for the interest expenses of a U.S. corporation that is a member of a financial reporting group (i.e., a group that prepares consolidated financial statements according to generally accepted accounting principles or international financial reporting standards), modify the rules for the taxation of inverted corporations (U.S. corporations that acquire foreign companies to reincorporate in a foreign jurisdiction with income tax rates lower than the United States), and treat certain foreign corporations managed and controlled primarily in the United States as domestic corporations for tax purposes.

Bank on Students Emergency Loan Refinancing Act This bill revises requirements concerning student loan debt. Specifically, the bill establishes a program that allows eligible individuals with federal or private student loans to refinance them down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill requires an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (commonly known as the tentative fair share tax).

Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.

Community Services Block Grant Reauthorization Act of 2019 This bill reauthorizes the Community Services Block Grant program through FY2028 and makes other changes to the program, including with respect to administration and leadership; performance measurement; and minimum and maximum allotments to states and territories.

American Dream and Promise Act of 2019 This bill cancels and prohibits removal proceedings against certain aliens and provides such aliens with a path toward permanent resident status. The Department of Homeland Security (DHS) or the Department of Justice (DOJ) shall cancel removal proceedings against certain aliens who entered the United States as minors and grant such aliens conditional permanent residence status for 10 years. The bill imposes various qualification requirements, such as the alien being continuously physically present in the United States and being enrolled in or having completed certain educational programs. Aliens who were eligible for Deferred Action for Childhood Arrivals (DACA) status and not disqualified for renewal also qualify. DHS shall remove the conditional permanent resident status granted to such aliens, if the alien applies and meets certain requirements, such as completing certain programs at an educational institution or serving at least two years in the Uniformed Services and being discharged honorably. This bill also repeals a restriction that bars states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens. DHS or DOJ shall cancel removal proceedings against certain aliens who qualified for temporary protected status or Deferred Enforced Departure status on certain past dates (both statuses temporarily protect covered aliens from removal). For such aliens who apply, DHS shall grant permanent residence status. When DHS eliminates temporary protected status for nationals of a foreign country, it shall report to Congress its reasons for doing so.

Helping Emergency Responders Overcome Act of 2019 or the HERO Act of 2019 This bill establishes a series of programs relating to the behavioral health of public-safety officers (e.g., law-enforcement officers, firefighters, ambulance crew members, and 9-1-1 operators). For example, the bill establishes (1) a public-safety officer suicide-reporting system at the Centers for Disease Control and Prevention, and (2) a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies.

Let Everyone Get Involved in Opportunities for National Service Act This bill authorizes The American Legion to expand membership eligibility to include veterans and service members who served during times that were not designated periods of war. Currently, only veterans and service members who served during periods of time specified by Congress are eligible to join The American Legion.

Youth Corps Act of 2019 This bill authorizes the Department of Labor to make grants to public or private nonprofit agencies or organizations to carry out Youth Corps programs that utilize the Youth Corps model to provide low-income youth (age 16 and not more than age 24) with education and work readiness training. The term "Youth Corps model" means a youth education and training program for which an eligible entity provides eligible youth with, among other things, stipended or paid work experience and basic and technical skills training leading to (1) enrollment in postsecondary education or training, (2) attainment of an industry-recognized certification or credential, (3) meaningful employment in the economy of the 21st century, or (4) military service.

Secure and Fair Enforcement Banking Act of 2019 or the SAFE Banking Act of 2019 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate marijuana-related business. Specifically, the bill prohibits a federal banking regulator from (1) terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate marijuana-related business; (2) prohibiting or otherwise discouraging a depository institution from offering financial services to such a business; (3) recommending, incentivizing, or encouraging a depository institution not to offer financial services to an account holder solely because the account holder is affiliated with such a business; (4) taking any adverse or corrective supervisory action on a loan made to a person solely because the person either owns such a business or owns real estate or equipment leased or sold to such a business; or (5) penalizing a depository institution for processing or collecting payments for such a business. As specified by the bill, a depository institution shall not, under federal law, be liable or subject to forfeiture for providing a loan or other financial services to a legitimate marijuana-related business.
