No Health Care Subsidies for Illegal Aliens Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to revise the procedures for determining eligibility for participation in a state health care insurance exchange (Exchange), with respect to citizenship or immigration status, to: (1) require an applicant for enrollment in a qualified health plan (enrollee) to appear in person at an Exchange and submit a sworn statement, under penalty of perjury, that the enrollee is a citizen or national of the United States or an eligible alien; (2) expand the documentary evidence that enrollees must submit for purposes of verifying eligibility; (3) require Exchanges (currently, the Secretary of Health and Human Services [HHS]) to verify citizenship or immigration status of enrollees based on satisfactory documentary evidence;  (4) eliminate the authority of the Secretary to modify the methods used to verify enrollee eligibility; and (5) eliminate provisions authorizing the Secretary to verify the accuracy of submitted information. Applies this Act as if included in the enactment of PPACA.

Stolen Valor Act of 2011 - Amends the federal criminal code to subject an individual who, with intent to obtain anything of value, knowingly makes a misrepresentiation regarding his or her military service to: (1) a fine, one year's imprisonment, or both if the misrepresentation is that such individual served in a combat zone or in a special operations force or was awarded the Congressional Medal of Honor; and (2) a fine, six months' imprisonment, or both, in any other case. Provides that: (1) this Act shall not apply to a misrepresentation that an individual did not serve in the Armed Forces, and (2) it is a defense to prosecution that the thing of value is de minimis.

Requires such rulemaking to provide for: (1) elimination of the 100% of bank capital measurement, (2) realistic market-based appraisals, and (3) a prohibition against compelling lenders to call or curtail loans in good standing. Prohibits a federal banking agency also from preventing a qualified financial institution from making a real estate loan to a home builder that has a viable project.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2011 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires: (1) each state or local law enforcement agency to adopt and comply with a written complaint procedure that meets specified requirements, (2) an investigation based on a complaint from outside the agency about a law enforcement officer to commence not later than 15 days after receipt of the complaint by such agency or by any other agency charged with investigating such complaint, and (3) any officer who is the subject of an investigation to be notified of the investigation 24 hours before the commencement of questioning. Grants procedural protections to officers subjected to questioning incidental to an investigation that may result in disciplinary action, including: (1) the right to effective counsel, (2) the right to be questioned at a reasonable hour, (3) written notice of investigative findings and disciplinary recommendations and the right to submit a written response, and (4) access to the complete file of the investigation and the right to examine physical evidence. Prohibits an officer from being compelled to submit to the use of a lie detector. Sets forth requirements and procedures for conducting disciplinary proceedings and for protecting the officer's personnel records.

Reciprocal Market Access Act of 2011

Reciprocal Market Access Act of 2011 - Prohibits the President from agreeing to the reduction or elimination of the existing rate of duty on any product in order to carry out a trade agreement entered into between the United States and a foreign country until the President certifies to Congress that: (1) the United States has obtained the reduction or elimination of tariff and nontariff barriers and policies and practices of such foreign country with respect to U.S. exports of any product that has the same physical characteristics and uses as the product for which the President seeks to modify its rate of duty; and (2) any violation of the trade agreement is immediately enforceable by withdrawal of the modification of the existing duty on such foreign product until the United States Trade Representative (USTR) certifies to Congress that the United States has obtained the reduction or elimination of the tariff or nontariff barrier or policy or practice of such foreign government. Requires the withdrawal of such a modification in specified circumstances until the USTR makes such a certification to Congress. Directs the U.S. International Trade Commission (USITC) to assess and identify the tariff and nontariff barriers and policies and practices for such products that exist in the foreign country as well as expected opportunities for U.S. exports to such country if such barriers and policies and practices are eliminated.

National Oilheat Research Alliance Reauthorization Act of 2011 - Amends the National Oilheat Research Alliance Act of 2000 to adjust its focus upon oilheat to a focus upon oilheat fuel, a distillate liquid or a biobased liquid used as a fuel for nonindustrial commercial or residential space or hot water heating. Revises the membership of the National Oilheat Research Alliance. Expands the functions of the Alliance to include: (1) providing the cost of installing appliances in low-income households; and (2) prioritizing research, development, and demonstration projects that enhance efficiency through the use of biobased liquids and advanced biofuels. Requires the Alliance to: (1) contract with a qualified accounting firm to develop procedures to ensure statutory compliance; and (2) include in its annual report a detailed account of the amounts spent by each qualified state association that received funds on training, research, development, and demonstration, safety, and consumer education. Revises assessment requirements. States that the assessment rate for calendar years 2012 and 2013 shall be equal to two-tenths of 1% per gallon of oilheat fuel (currently, No. 1 distillate and No. 2 dyed distillate). Requires the annual assessment rate, beginning with calendar year 2014, to be sufficient to cover the costs of the plans and programs developed by the Alliance. Sets forth: (1) a maximum assessment rate; and (2) limitations on any assessment increase. Prohibits any increase in the assessment rate unless the Alliance has, by a specified deadline, notified certain congressional committees. Prohibits: (1) the Alliance from providing funds in response to a request from state, local, or regional programs unless it determines that the funds will be used to benefit consumers of oilheat fuel (instead of the oilheat industry); (2) certain lobbying activities; and (3) any consumer education activity from including a direct reference to a competing product if it is funded from Alliance assessments. Requires Alliance research activities to: (1) include development of renewable fuels, and (2) examine the compatibility of different renewable fuels with oilheat fuel utilization equipment, giving priority to advanced biofuels research. Requires the Alliance to: (1) report to state leaders, the Administrator of the Environmental Protection Agency (EPA) and to Congress on the use of biofuels in oilheat fuel utilization equipment; and (2) develop consumer education materials describing the benefits of using biofuels as, or in, oilheat fuel.

Requires such reports to include the estimated savings, immediately and over 5-, 10-, and 20-year periods, if U.S. military and security operations in Afghanistan were concluded and U.S. Armed Forces were redeployed from Afghanistan within 180 days after the date of each report.

Common Sense Economic Recovery Act of 2011 - Cites circumstances under which, for purposes of determining capital requirements or measuring an insured depository institution's capital, such an institution may treat a non-accrual loan as an accrual loan. (Non-accrual [also known as non-performing or doubtful] loans are those on which interest is overdue and full collection of principal is uncertain, and so interest, if it has not been paid in over 90 days, cannot be credited to the bank's revenue account until it has actually been received.) Conditions treatment as an accrual loan on a non-accrual loan's being current, not more than 30 days delinquent on a monthly payment, and an amortizing loan whose payments are not being funded through an interest reserve account. Applies accrual loan treatment, to the same extent as non-modified mortgage loans, to modified mortgage loans meeting the criteria of this Act, including those that also meet the criteria for troubled debt restructuring. Prohibits the appropriate federal banking agency from imposing any additional accounting requirements upon an insured depository institution with respect to a loan treated as an accrual loan under this Act if the result of the additional requirement would adversely impact measurement of the institution's capital. Directs the Financial Stability Oversight Council to study how best to prevent the issuance of contradictory guidance to such institutions by federal banking agencies with respect to loan classifications and capital requirements.

Interstate Horseracing Improvement Act of 2011 - Amends the Interstate Horseracing Act of 1978 to prohibit: (1) entering a horse in a race that is subject to an interstate off-track wager if the person knows the horse is under the influence of a performance-enhancing drug; or (2) knowingly providing a horse with such a drug if the horse, while under the influence of such drug, will participate in a race that is subject to an interstate off-track wager. Prohibits a host racing association from conducting a race that is the subject of an interstate off-track wager unless it has in place a policy that: (1) bans providing a performance-enhancing drug to a horse that will participate in such race while under the influence of the drug, (2) bans the racing of a horse that is under the influence, and (3) requires that an accredited third party conformity assessment body test the first-place horse and one additional randomly selected horse for any such drug and report any test results demonstrating that a horse may have participated while under the influence to the Federal Trade Commission (FTC) and any host racing commission that entered into an agreement to enforce this Act's provisions. Sets forth penalties for violations, including: (1) civil penalties and suspension of a person providing a horse with such drug, and (2) suspension of a horse that is provided with such a drug or that is raced in violation of this Act. Provides for enforcement of this Act through private civil actions and by the FTC, including through an agreement with a host state's racing commission.

Community Banks Serving Their Communities First Act or Communities First Act - Revises regulatory requirements for community banks, including through amendments to: (1) the Federal Deposit Insurance Act to permit certain insured depository institutions to submit a short form report of condition, and (2) the Sarbanes-Oxley Act of 2002 to exempt certain small-sized depository institutions from the annual management assessment of internal controls requirements. Directs the Board of Governors of the Federal Reserve System (Federal Reserve Board) to publish in the Federal Register certain proposed revisions to the Small Bank Holding Company Policy Statement on Assessment of Financial and Managerial Factors relating to: (1) certain bank holding companies with pro forma consolidated assets of less than $1 billion, and (2) an increased debt-to-equity ratio allowable for a small bank holding company. Amends the Securities Exchange Act of 1934 to direct the Securities and Exchange Commission (SEC) to: (1) ensure that information, documents, and reports accurately and appropriately reflect the business model of a registered security issuer; (2) approve any new or amended generally accepted accounting principle only if it would have no negative economic impact on certain small-sized insured depository institutions; (3) increase the shareholder registration threshold for certain banks and bank holding companies; and (4) terminate the registration of any class of security, in the case of a bank or bank holding company, whose holders of record are reduced to less than 1700 persons. Amends the Consumer Financial Protection Act of 2010 to: (1) authorize the Financial Stability Oversight Council to set aside a final regulation prescribed by the Consumer Financial Protection Bureau (CFPB) if the Council decides that it would be inconsistent with the safe and sound operation of U.S. financial institutions, or could adversely impact disproportionately a subset of the banking industry; and (2) repeal the authority of the Federal Reserve Board to delegate to the CFPB its authority to examine persons for compliance with federal consumer financial laws. Amends the Truth in Lending Act (TILA) to instruct the Federal Reserve Board to exempt from escrow or impound account requirements any loan secured by a first lien on a consumer's principal dwelling, if the loan is held by a creditor with assets of $10 billion or less. Amends the Gramm-Leach-Bliley Act to exempt certain financial institutions from furnishing a mandatory annual privacy notice. Amends the Consolidated Farm and Rural Development Act to authorize the Secretary of Agriculture to: (1) assess, for certain guaranteed business and industry loans for rural communities under $5 million, a one-time fee of 1% or less of the loan's guaranteed principal; and (2) establish a preferred certified lender's program for specified lenders. Amends the Right to Financial Privacy Act of 1978 to require a government authority to reimburse fees incurred by certain small-sized financial institutions with assets of $10 billion or less for all records required to be furnished for federal law enforcement or investigative purposes. Authorizes specified institutions to amortize losses or write-downs on a quarterly straight-line basis over a 10-year period for purposes of capital calculation under the Financial Institutions Examination Council's Consolidated Reports of Condition. Authorizes an insured depository institution, for purposes of determining statutory capital requirements or measuring capital, to average, over a five-year period, the appraised value of any real estate securing a loan held by the institution. Amends the Dodd-Frank Wall Street Reform and Consumer Protection Act regarding review of reliance on credit ratings to direct federal regulatory agencies to require, in specified circumstances, that ratings-based determinations be confirmed by an analysis of the probability of a loss from holding an asset. Amends the Equal Credit Opportunity Act with respect to requirements with which a financial institution must comply in collecting data for evaluation of a credit application by a women-owned, minority-owned, or small business. Applies such requirements only to financial institutions having over $1 billion in assets (thus exempting smaller financial institutions). Amends the Internal Revenue Code to: (1) defer income recognition on long-term certificates of deposit held by cash basis individuals, (2) exclude from gross income any interest on loans secured by agricultural real property, (3) increase the cap on qualified small issue bonds, (4) allow certain FDIC-insured financial institutions with $10 billion or less in gross assets to elect partnership (limited liability company) tax treatment, and (5) set forth special rules for Roth IRAs for individuals under age 26 (young savers' accounts). Reduces by 20% (up to $250,000) the aggregate tax for a community bank, and by 50% (up to $500,000) for community banks operating in specified distressed areas. Allows similar aggregate tax reductions for small-sized community banks that are subchapter S corporations. Subjects to certain IRS principles a qualifying investment in specified small bank issuers in the same manner as if such investment had been made by the Department of the Treasury. Prescribes requirements for a five-year net operating loss carryback for 2010 and 2011 for certain community banks. Increases to 200 the shareholder limit for small business subchapter S corporations. Permits the issuance of preferred stock for subchapter S corporations.

Keep American Jobs from Going Down the Drain Act - Amends the Safe Drinking Water Act and the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to prohibit the use of funds made available from a state loan fund or a state water pollution control revolving fund, respectively, from being used for a project for the construction, alteration, maintenance, or repair of a public water system unless the steel, iron, and manufactured goods used in such project are produced in the United States. Waives such requirement when the Administrator of the Environmental Protection Agency (EPA), in consultation with the relevant governor, finds that: (1) applying such requirement would be inconsistent with the public interest; (2) such goods are not produced in the United States in sufficient and reasonably available quantities and of a satisfactory quality; or (3) inclusion of such goods will increase the cost of the overall project by more than 25%. Requires the Administrator to: (1) provide public notice and the opportunity to comment on the Administrator's intent to issue a waiver no less than 15 days prior to waiving such requirements; and (2) publish a justification of any waiver issued.

American Angler Preservation Act

American Angler Preservation Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to require each scientific and statistical committee of the eight Regional Fishery Management Councils to provide its respective Council with ongoing risk neutral scientific advice (current law does not specify that such advice be risk neutral) for fishery management decisions. Prohibits such a committee from recommending to increase or decrease an annual catch limit by 20% or greater unless the recommendation has been approved in a peer review process conducted exclusively by nongovernmental entities. Requires fishery management plans, amendments, or regulations for overfished fisheries to specify a time period for ending overfishing and rebuilding the fishery that is as short as practicable (under current law, as short as possible). Modifies the exceptions to the requirement that such period not exceed ten years. Requires consideration, in evaluating progress to end overfishing and rebuild overfished stocks, of factors other than commercial and recreational fishing. Requires, when the Secretary of Commerce extends the rebuilding period under specified provisions, that the maximum rebuilding time not exceed the sum of the initial ten-year period, the expected time to rebuild the stock absent any fishing mortality and under prevailing environmental conditions, and the mean generation time of the stock. Directs the Secretary, within 60 days after receiving a request from the governor of an affected state or a fishing community, to determine whether there is a commercial fishery failure due to a fishery resource disaster resulting from certain causes. Sets forth procedures for certification of a fishery management plan (or amendment) requested by a percentage of eligible fisherman to establish a limited access privilege program to harvest in fisheries under the authority of the New England, Mid-Atlantic, South Atlantic, or Gulf of Mexico Fishery Management Council. Prohibits the Secretary, acting through the National Oceanic and Atmospheric Administration (NOAA), from closing a fishery that would have an affect of at least $50,000 on each of more than 25 small businesses related to the recreational, charter, or commercial fishing industries involved in the fishery being closed, unless the Secretary certifies that specified conditions have been met.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Defines "nuisance dust" as particulate matter: (1) generated from natural sources, unpaved roads, agricultural activities, earth moving, or other activities typically conducted in rural areas; or (2) consisting primarily of soil, other natural or biological materials, windblown dust, or some combination thereof.

Defense Sexual Trauma Response Oversight and Good Governance Act (Defense STRONG Act) - Amends the Ike Skelton National Defense Authorization Act for Fiscal Year 2011 to require the Director of the Sexual Assault Prevention and Response Office to be appointed from general or flag officers or Department of Defense (DOD) employees in a comparable Senior Executive Service position. Requires the assignment within each military brigade or equivalent unit level of at least one full-time Sexual Assault Response Coordinator and one full-time Sexual Assault Victim Advocate, allowing the Secretary of the military department concerned to assign additional coordinators and/or advocates based on the demographics or needs of the unit. Allows only members of the Armed Forces (members) or DOD civilian personnel to be assigned as coordinators or advocates as of October 1, 2013. Directs the Secretary of Defense to establish a professional training and certification program for such coordinators and advocates. Entitles any member, or dependent of a member, who is the victim of a sexual assault to legal assistance provided by a military legal assistance counsel and coordinator and advocate services, regardless of whether the member elects unrestricted or restricted (confidential) reporting of the assault. Makes privileged any communications between a member or dependent and a coordinator, advocate, legal counsel, or person staffing a helpline. Directs the Secretary to establish a system for tracking and maintaining for at least 100 years any medical, investigative, and other records prepared or obtained by DOD in connection with a sexual assault involving a member or dependent. Requires permanent access to such records by the victim. Requires the transfer from the Secretary to the Secretary of Veterans Affairs (VA) of certain medical records in anticipation of a member's discharge, release, retirement, or medical treatment. Provides for the expedited consideration of, and priority for, an application by victims of sexual assault for a permanent change of station or unit transfer based on humanitarian conditions. Requires each military department Secretary to develop a curriculum to provide sexual assault prevention and response training and education for members and civilian employees of that department. Directs the Secretary to: (1) provide for the inclusion of a sexual assault prevention and response training module at each level of professional military education, and (2) require managers of specialty skills associated with first responders to integrate sexual assault response training in initial and recurring first responder training courses.

Defines "great ape" as any chimpanzee, bonobo, gorilla, orangutan, or gibbon. Defines "invasive research" as research that may cause death, injury, pain, distress, fear, or trauma to great apes, including drug testing or exposure to a substance or isolation, social deprivation, or other experimental manipulations that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) to effectuate the permanent retirement of all great apes that are owned by the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act. Establishes in the Treasury the Great Ape Sanctuary System Fund to be administered by the Secretary for construction, renovation, and operation of  the sanctuary system for surplus chimpanzees.

Prohibits officers, directors and employees of securities firms from simultaneous service on the boards of depository institutions, except in specified circumstances. Requires any such individual serving as an officer, director, employee, or other institution-affiliated party of any insured depository institution to terminate such service as soon as practicable after enactment of this Act. Requires an insured depository institution to wind-down in an orderly manner and terminate any affiliation prohibited by this Act. Amends the Banking Act of 1933 (Glass-Steagall Act) to expand its prohibition against the transaction of banking activities by securities firms. Declares that Congress ratifies the interpretation by the Supreme Court of specified statutory language in the case of Investment Company Institute v. Camp ( ICI vs. Camp ) regarding permissible activities of banks and securities firms. Declares that the reasoning of the Court in that case shall continue to apply to the limitations placed upon security affiliations under the FDIA as enacted by this Act. Prohibits a federal banking agency or federal court from issuing an interpretation regarding such security affiliations that is narrower than that of Court in ICI vs. Camp . Makes technical and conforming changes to the Gramm-Leach-Bliley Act, the Revised Statutes of the United States, and specified federal law. Requires the Board of Governors of the Federal Reserve System, the Comptroller of the Currency, or another appropriate federal banking agency to report to Congress a detailed description of the basis for its decision each time it makes a determination or grants an extension concerning an affiliation between insured depository institutions and investment banks or securities firms.

Defines "small-duct, high-velocity systems" to mean a heating and cooling product that contains a blower and indoor coil combination that: (1) is designed for, and produces, at least 1.2 inches of external static pressure when operated at the certified air volume rate of 220-350 cubic feet per minute per rated ton of cooling; and (2) when applied in the field, uses high velocity room outlets generally greater than 1,000 feet per minute that have less than 6.0 square inches of free area. Authorizes the Secretary of Energy (DOE) to amend by rule the standards established for such systems. Prohibits amended standards from taking effect less than five years after the final rule making the amendment is published. Requires the Secretary to determine whether standards for such systems should be amended no later than June 30, 2012.

Sets the statute of limitations at seven years. Requires the Attorney General (DOJ) to bring an action to enforce this Act in certain circumstances, but prohibits an action brought later than seven years following the conclusion of any condemnation proceedings. Requires the Attorney General to disseminate information on: (1) the rights of property owners and tenants under this Act, and (2) the federal laws under which federal economic development funds are distributed. Prohibits a state or political subdivision from exercising its power of eminent domain over property of a religious or other nonprofit organization because of the organization's nonprofit or tax-exempt status or any related quality if that state or political subdivision receives federal economic development funds during any fiscal year. Prohibits an insured credit union that has made such a member business loan but that is not well capitalized from making any new member business loans until it becomes well capitalized and obtains Board approval. Directs the Board to develop a tiered approval process, including lending standards, under which an insured credit union gradually increases the amount of member business lending in a manner that is consistent with safe and sound operations. Directs the Comptroller General to study the status of member business lending by insured credit unions.

Requires the Administrator, after providing notice and an opportunity for comment, to remove a fuel from the list of approved fuels under all state implementation plans (SIPs) if the Administrator determines that the fuel has ceased to be included in any SIP or is identical to a federal fuel formulation implemented by the Administrator. Directs the Administrator, on removing a fuel from the list, to publish a revised list that reflects such removal. Repeals the limitation on the Administrator's authority to approve a control or prohibition respecting any new fuel in a SIP plan if such new fuel increases the total number of fuels on such list. Provides that nothing in such Act limits the authority of the Administrator to approve a control or prohibition relating to any new fuel in a SIP if: (1) the new fuel completely replaces a fuel on the list published; and (2) the Administrator publishes in the Federal Register, after providing notice and an opportunity for public comment, a determination that the control or prohibition will not cause any fuel supply or distribution interruption or have any significant adverse impact on fuel producibility in the affected area or any contiguous area.

Prohibits the prescriber of an animal drug from setting conditions on providing a copy of the prescription or verifying such prescription by: (1) requiring the purchase of the drug from the prescriber or from another person; (2) requiring payment in addition to, or as part of, the fee for an examination and evaluation; or (3) requiring the pet owner to sign a waiver or disclaim liability of the prescriber for the accuracy of the veterinary prescription, or delivering to the pet owner a notice waiving or disclaiming such liability.   Permits the prescriber to require payment of fees for an examination and evaluation before providing a veterinary prescription, but only if the prescriber requires immediate payment in the case of an examination that reveals no requirement for an animal drug.
