Ensuring Pay for Our Military Act of 2011 - Requires the Secretary of the Treasury, during a federal funding gap impacting the Armed Forces, to transfer to the Secretary of Defense (DOD), and the Secretary of Homeland Security (DHS) in the case of the Coast Guard, amounts necessary to continue to provide pay and allowances to members of the Armed Forces, including the reserves, who perform active service during the funding gap. Prohibits any such transfer after December 31, 2011.

Healthcare Fiscal Accountability Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to convert specified funding under such Act from a direct appropriation to an authorization of appropriations or from a transfer to an authorization of such transfer, including funding for: (1) the establishment of a temporary high-risk pool for uninsured individuals with preexisting conditions, (2) the establishment of a temporary reinsurance program for early retirees, (3) health insurance exchanges, and (4) the Prevention and Public Health Fund. Rescinds or restores the unobligated balances of funds available pursuant to such direct appropriations or transfers, respectively. Repeals provisions of PPACA, as if such provisions had not been enacted, that appropriate funds to the Children's Health Insurance Program (CHIP, formerly known as SCHIP) for allotments to states, the Child Enrollment Contingency Fund, and outreach and enrollment grants. Repeals provisions of PPACA appropriating funds, except with respect to FY2010 or FY2011, for: (1) allotments to states for abstinence education, (2) special projects of regional and national significance for the development and support of family-to-family health information centers for families of children with disabilities or special health care needs, and (3) the National Clearinghouse for Long-Term Care Information. Rescinds the unobligated portion of funds available pursuant to such provisions for FY2010-FY2011.

Southern Borderlands Public Safety Communications Act - Authorizes the Secretary of Homeland Security (DHS) to make competitive grants for public-private partnerships that finance equipment and infrastructure to improve the public safety of persons who are residents of rural areas of the United States near the border with Mexico by enhancing their access to reliable mobile communications. Directs the Secretary to focus on projects in areas impacted by the illegal smuggling and trafficking of people and drugs. Declares that persons eligible for grants include states, counties, municipalities, organizations representing agricultural producers and other rural Americans, and telecommunications providers. Repeals the International Forestry Cooperation Act of 1990 to offset sums appropriated under this Act.

Synthetic Drug Control Act of 2011 - Amends the Controlled Substances Act to add as schedule I controlled substances: (1) any material, compound, mixture, or preparation which contains specified cannabimimetic agents (or the salts, isomers, or salts of isomers thereof); and (2) specified additional hallucinogenic substances (or the salts, isomers, or salts of isomers thereof). Extends the period for which the Attorney General may temporarily schedule a substance in schedule I to avoid an imminent hazard to public safety to two years with a one-year extension (currently, one year with a six-month extension).

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Promotion and Expansion of Private Employee Ownership Act of 2011 - Amends the Internal Revenue Code to: (1) extend to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an S corporation-sponsored employer stock ownership plan (ESOP); and (2) allow a tax deduction for 50% of the interest incurred on loans to S corporation-sponsored ESOPs for the purchase of employer securities. Directs the Secretary of the Treasury to establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. Amends the Small Business Act to define "ESOP business concern" and allow such a concern to continue to qualify for loans, preferences, and other programs under such Act.

Strengthening Employment Clusters to Organize Regional Success Act of 2011 or SECTORS Act of 2011 - Amends the Workforce Investment Act of 1998 to require the Secretary of Labor to award renewable three-year competitive industry or sector partnership grants to eligible entities to develop strategies that: (1) encourage growth and competitiveness through work with employers within a targeted industry cluster; (2) help workers move toward economic self-sufficiency and ensure that they have access to supportive services; (3) address the needs of firms with limited human resources or in-house training capacity, including small- and medium-sized firms; and (4) coordinate with entities that carry out state and local workforce investment, economic development, and education activities.

Access to Professional Health Insurance Advisors Act of 2011 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance. Requires the Secretary of Health and Human Services (HHS), when a state requests an adjustment of a medical-loss ratio, to defer to the state's findings and determinations as to whether enforcing the required medical-loss ratio may destabilize the individual or small group markets for health insurance.

Stop Trading on Congressional Knowledge Act - Amends the Securities Exchange Act of 1934 and the Commodity Exchange Act to direct both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to prohibit purchase or sale of either securities, security-based swaps, or commodities for future delivery or swap by a person in possession of material nonpublic information regarding pending or prospective legislative action if the information was obtained: (1) knowingly from a Member or employee of Congress, (2) by reason of being a Member or employee of Congress, or (3) from other federal employees and derived from their federal employment. Amends the Code of Official Conduct of the Rules of the House of Representatives to prohibit any Member, officer, or employee of the House from disclosing material nonpublic information relating to any pending or prospective legislative action relating to any publicly-traded company or to any commodity if such person has reason to believe that the information will be used to buy or sell the securities of that publicly traded company or that commodity for future delivery based on such information. Directs both the Committee on Agriculture and the Committee on Financial Services of the House of Representatives to hold hearings on the implementation by the CFTC and the SEC of such financial transaction prohibitions. Amends the Ethics in Government Act of 1978 to require formal disclosure of certain securities and commodities futures transactions to either the Clerk of the House of Representatives or the Secretary of the Senate. Amends the Lobbying Disclosure Act of 1995 to subject to its registration, reporting, and disclosure requirements, as well as requirements for identification of clients and covered legislative and executive officials, all political intelligence activities, contacts, firms, and consultants. Requires the Comptroller General to include political intelligence activities, contacts, firms, and consultants in its annual compliance audits and reports.

Community Alcohol Regulatory Effectiveness Act of 2011 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress to recognize and reaffirm that alcohol is different from other consumer products and that it should continue to be regulated by the states, and (2) prohibit states or territories from discriminating against out-of-state producers of alcoholic beverages in favor of in-state or in-territory producers unless such states or territories can demonstrate that that such discrimination advances a legitimate local purpose that cannot be adequately served by reasonable nondiscriminatory alternatives. Amends the Wilson Act to eliminate the requirement that a state or territory regulate all fermented, distilled, or other intoxicating liquors or liquids transported into such jurisdiction to the same extent and in the same manner as such liquors or liquids produced in such jurisdiction.

National Health Service Corps Improvement Act of 2011 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas, (2) the National Health Service Corps Scholarship Program, and (3) the National Health Service Corps Loan Repayment Program.

Amends the Patient Protection and Affordable Care Act (PPACA) to repeal the prohibition against Medicare participation by physician-owned hospitals that do not have a provider agreement by August 1, 2010, which nonetheless allows their Medicare participation under a rural provider and hospital exception to a specified ownership or investment prohibition if they meet certain requirements. Amends the Health Care and Education Reconciliation Act of 2010 to repeal provisions: (1) postponing from August 1, 2010, to December 31, 2010, the date by which physician-owned hospitals must have a provider agreement in order to participate in Medicare under a rural provider and hospital exception to the physician-ownership or -investment prohibition if they also meet certain requirements addressing conflicts of interest, bona fide investments, patient safety issues, and expansion limitations; and (2) modifying the expansion limitation imposed on such a rural hospital Restores related previous law amended or repealed by PPACA as if PPACA had not been enacted.

Health Care Waiver Transparency Act - Requires the Secretary of Health and Human Services (HHS) to publish detailed criteria used by the Secretary to approve a waiver, adjustment, or other compliance relief provided for under the Patient Protection and Affordable Care Act or the health care provisions of the Health Care and Education Reconciliation Act of 2010, including how significant of a decrease in benefits or increase in premiums would need to occur in order to be approved for a waiver. Directs the Secretary to publish each application for a waiver and the approval or rejection of the waiver while ensuring the confidentiality of proprietary information of each applicant. Prohibits any preferential treatment to be given to an applicant based on political contributions or association with a labor union, a health plan provided for under a collective bargaining agreement, or another organized labor group.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Amends the Patient Protection and Affordable Care Act (PPACA) to repeal: (1) the prohibition against Medicare participation by physician-owned hospitals that do not have a provider agreement by August 1, 2010, which nonetheless allows their Medicare participation under a rural provider and hospital exception to a specified ownership or investment prohibition if they meet certain requirements; and (2) the requirement that drug, device, biological and medical supply manufacturers report to the Secretary of Health and Human Services (HHS) any transfers of value made to a physician, physician medical practice, a physician group practice, and/or teaching hospital, as well as information on any physician ownership or investment interest in the manufacturer. Restores or revives related previous law amended or repealed by PPACA as if PPACA had not been enacted.

Artist-Museum Partnership Act of 2011 - Amends the Internal Revenue Code to allow taxpayers who create literary, musical, artistic, or scholarly compositions or similar property a fair market value (determined at the time of contribution) tax deduction for contributions of such properties, the copyrights thereon, or both, to certain tax-exempt organizations, if such properties are properly appraised and are donated no sooner than 18 months after their creation. Limits the amount of such deduction based upon the donor's artistic adjusted gross income, as defined by this Act.

National Association of Registered Agents and Brokers Reform Act of 2011 - Amends the Gramm-Leach-Bliley Act to repeal the contingent conditions under which the National Association of Registered Agents and Brokers (NARAB) shall not be established. Reestablishes the NARAB without contingent conditions as a nonprofit corporation to prescribe, on a multi-state basis, licensing and insurance producer qualification requirements and conditions. Retains states' regulatory authority over: (1) licensing, supervision, disciplining, and setting of licensing fees for insurance producers; and (2) insurance-related consumer protection and unfair trade practices. Prohibits NARAB from establishing criteria that unfairly limit the ability of a small insurance producer to become a member of NARAB. Authorizes NARAB to: (1) establish membership criteria, including a mandatory criminal background check for state-licensed insurance producers, and (2) deny membership to a state-licensed insurance producer on the basis of the criminal history information obtained. Authorizes the NARAB to deny membership to any state-licensed insurance producer for failure to meet membership criteria. States that NARAB membership authorizes an insurance producer to engage in the business of insurance in any state for any lines of insurance specified in the producer's home state license, including claims adjustments and settlement, risk management, and specified insurance-related consulting activities. Retains state regulatory jurisdiction regarding consumer protection and market conduct. Requires NARAB to: (1) receive and investigate consumer complaints, maintaining a toll-free telephone number; and (2) refer any such complaint to the state insurance regulator. Authorizes the NARAB to coordinate with state insurance regulators to establish: (1) a central clearinghouse, and (2) a national database for the collection of regulatory information concerning the activities of insurance producers.

Education Assistance to Realign New Eligibilities for Dependents (EARNED) Act of 2011 - Allows any former member of the Armed Forces who has 20 years of active-duty service as of any date between September 11, 2001, and ending September 30, 2011, including at least 90 days of such service after September 10, 2001, to transfer to their dependents any remaining entitlement to educational assistance under the post-9/11 veterans' educational assistance program. Allows such a transfer, during the period beginning on the date of enactment of this Act and ending on December 31, 2012, in the case of an individual entitled to post-9/11 veterans' educational assistance who completed at least 20 years of active-duty service and was discharged or released under honorable conditions before September 30, 2011.

Children's Sports Athletic Equipment Safety Act - Directs the Consumer Product Safety Commission (CPSC) to determine with respect to standards submitted by a voluntary standards-setting organization regarding youth football helmets, reconditioned helmets. and new helmet concussion resistance: (1) whether it is likely that there will be substantial compliance with the standards, (2) whether compliance with such standards is likely to result in the elimination or adequate reduction of the risk of injury, and (3) whether the standards are maintained by a standards-setting organization that meets American National Standards Institute requirements. Directs the CPSC: (1) unless such determinations are affirmative, to initiate a rulemaking proceeding for a consumer product safety rule regarding standards for youth football helmets, reconditioned football helmets, new football helmet concussion resistance, football helmet warning labels, and date of manufacture or reconditioning labels for new or reconditioned football helmets; (2) to assess the effectiveness of any voluntary consumer product safety standards for such helmets and concussion resistance proposed by a voluntary standards-setting organization; (3) to promulgate standards that are substantially the same as such voluntary standards or standards that are more stringent if the more stringent standards would further reduce the risk of injury; and (4) to periodically review and revise the standards set forth in the rule to ensure that they provide the highest feasible level of safety. Applies third-party testing and certification requirements of the Consumer Product Safety Act to any youth football helmet to which any rule prescribed under this Act applies as if the helmet were subject to a children's product safety rule, without regard to the age of the individual for whom it is primarily designed or intended. Provides that for the exclusive purpose of applying the definition of the term "children's product" under such requirements the term shall mean a consumer product designed or intended primarily for children 18 years of age or younger. Prohibits the sale in interstate commerce, or the importation into the United States for the purpose of selling, of any item of equipment intended for use by an individual engaged in any athletic sporting activity for which the seller or importer makes any false or misleading claim regarding the safety benefits of such item. Provides for enforcement of such prohibition by the Federal Trade Commission and by state attorneys general.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2011, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on October 1, 2011, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve and Retired Reserve.

Dorothy I. Height and Whitney M. Young, Jr. Social Work Reinvestment Act - Directs the Secretary of Health and Human Services (HHS) to establish the Social Work Reinvestment Commission to provide independent counsel to Congress on policy issues associated with the recruitment for, and retention, research, and reinvestment in, the profession of social work. Directs the Commission to study and report to Congress on issues facing the social work profession, including: (1) fair market compensation, high social work educational debt, social work workforce trends, translating social work research to practice, and social work safety; and (2) state-level social work licensure policies and reciprocity agreements for providing services across state lines. Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Federal Firefighters Fairness Act of 2011- Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus, and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment if the employee is diagnosed with the disease within 10 years of the last active date of employment in fire protection activities; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health in the Centers for Disease Control and Prevention (CDC) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Fairness in Medicare Bidding Act or FIMBA - Amends part B (Supplementary Medical Insurance Benefits for Aged and Disabled) of title XVIII (Medicare) of the Social Security Act to repeal the Medicare competitive acquisition program for durable medical equipment and prosthetics, orthotics, and supplies (DMEPOS). Rescinds specified unobligated balances of all discretionary appropriations, except those for the Department of Defense (DOD) or the Department of Veterans Affairs (VA). Directs the Office of Management and Budget (OMB) to determine and identify each account, program, project, and activity to which this rescission and its amount shall apply.

Stillbirth Awareness and Research Act of 2011 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to establish and maintain a scientific registry of stillbirths in the United States, which shall include for each stillbirth information on the stillborn fetus and the mother's health and pregnancy as collected and submitted by states on the U.S. Standard Report of Fetal Death. Requires the Secretary to: (1) provide for the development of a standard definition of stillbirth and a standard protocol for stillbirth data collection and surveillance, and (2) carry out a national campaign to increase public and state awareness of such definition and protocol and public awareness and knowledge of stillbirths. Expresses the sense of Congress that the Director of the National Institutes of Health (NIH) should increase the allocation of funds and other resources for stillbirth research.

English Language Unity Act of 2011- Makes English the official language of the United States. Requires, subject to exceptions and rules of construction, that: (1) official functions of the United States be conducted in English; and (2) all naturalization ceremonies be conducted in English. Establishes a uniform English language rule for naturalization. Makes English language requirements and workplace policies, whether in the public or private sector, presumptively consistent with the laws of the United States. Directs the Secretary of Homeland Security to issue for public notice and comment a proposed rule for uniform testing of English language ability of candidates for naturalization based upon the principles that: (1) all citizens should be able to read and understand generally the English language text of the Declaration of Independence, the Constitution, and the laws of the United States; and (2) any exceptions to this standard should be limited to extraordinary circumstances, such as asylum.

Wireless Tax Fairness Act of 2011- Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act.

Student Non-Discrimination Act of 2011 - Prohibits public school students from being excluded from participating in, or subject to discrimination under, any federally-assisted educational program on the basis of their actual or perceived sexual orientation or gender identity or that of their associates. Considers harassment to be a form of discrimination. Prohibits retaliation against anyone for opposing conduct they reasonably believe to be unlawful under this Act. Authorizes federal departments and agencies to enforce these prohibitions by cutting off the educational assistance of recipients found to be violating them. Allows an aggrieved individual to assert a violation of this Act in a judicial proceeding and recover reasonable attorney's fees should they prevail. Deems a state's receipt of federal educational assistance for a program to constitute a waiver of sovereign immunity for conduct prohibited under this Act regarding such program.

Notch Fairness Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to revise the formula for the computation of minimum Old Age Insurance benefits for individuals who reached age 65 in or after 1979, and to whom applies the 15-year transition period for the changes in benefit computation rules enacted in the Social Security Amendments of 1977. Sets forth a schedule of additional benefit increases for such beneficiaries (and related beneficiaries), with percentages declining from 55% to 5% and keyed to the year an individual became eligible for such benefits between 1979 and 1988. Allows such beneficiaries, in the alternative, to receive lump sum payments over four years totaling $5,000.

Requires disregard of any hours worked by a firefighter under a qualified trade-of-time arrangement for purposes of any determination relating to federal eligibility for or the amount of any overtime pay.

Detainee Security Act of 2011 - Requires any administrative board or panel conducting reviews to determine the eligibility for the continued detention of a non-U.S. citizen detained on or after March 7, 2011, at the U.S. Naval Station, Guantanamo Bay, Cuba (Guantanamo) to be subject to specified restrictions, including that: (1) the detainee being reviewed shall not be represented by legal counsel, but may be assisted by a military personal representative; (2) such review may not take place until 21 days after the beginning of such detention; (3) review recommendations shall be made by a panel of military experts in operations, intelligence, and counterterrorism matters; and (4) the government's information concerning the threat posed by the individual and any mitigating information be presented to the representative. Outlines further required board or panel considerations in making recommendations. Requires an individual determined eligible for detention pursuant to the Authorization for Use of Military Force (Authorization) to be held in military custody pending a disposition decision by the President. Allows such disposition to include: (1) long-term detention without trial until the end of hostilities against the nations, organizations, and persons subject to the Authorization; and (2) military trial under the Uniform Code of Military Justice. Authorizes the Secretary of Defense (DOD) to waive the custody requirement after certifying to the congressional defense and intelligence committees that such waiver is in the U.S. national security interests. Prohibits any detainee from being transferred or released to or within the United States, its territories, or possessions. Prohibits the Secretary from transferring such an individual to their country of origin or any other foreign country or entity until 30 days after a certification to Congress relating to the anti-terrorism and other aspects of the transfer country. Prohibits transfer to a country or entity if there is a confirmed case of an individual being transferred there who subsequently engaged in terrorist activity (with an authorized waiver by the Secretary). Prohibits implementation of the Executive Order concerning the periodic review of individuals detained at Guantanamo until the Secretary submits a national security protocol applicable to each detainee. Affirms U.S. engagement in an armed conflict with al Qaeda, the Taliban, and associated forces. Directs the Secretary to prohibit any family member from visiting a detainee at Guantanamo. Prohibits DOD funds from being used to construct or modify any U.S. facility to house such individuals for purposes of detention or imprisonment.

Safe Haven for Heros Act of 2011 - Amends the federal criminal code to prohibit for 5 hours (currently, 60 minutes) before and after a funeral of a member of the Armed Forces that is not located at a cemetery under the control of the National Cemetery Administration or part of Arlington National Cemetery: (1) activity that disturbs the peace or good order of that funeral, and (2) activity within 2500 (currently, 300) feet of the boundary of the location of such funeral that impedes access to or egress from such location.

Medication Therapy Management Benefits Act of 2011 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act (SSA) to require that the annual comprehensive medication review include creation of a personal medication record and a recommended medication action plan in consultation with the individual and the prescriber. Requires medication therapy management (MTM) services to include targeted medication reviews furnished person-to-person by a licensed pharmacist offered at least once every quarter to: (1) assess medication use since the last annual comprehensive medication review, (2) monitor unresolved issues, or (3) identify problems with new drug therapies or if the individual has experienced a transition in care. Increases the number of diseases and conditions for which beneficiaries may be targeted for medication therapy management (MTM) services. Requires a prescription drug plan (PDP) sponsor to identify a process, subject to approval by the Secretary of Health and Human Services (HHS), that allows licensed pharmacists or other qualified providers to identify potential enrollees for MTM interventions where such individuals are not targeted beneficiaries or are not otherwise offered MTM services. Requires any MTM program to offer both comprehensive and targeted medication reviews to individuals dually eligible for both Medicare and Medicaid (under SSA title XIX), regardless of whether they are MTM-targeted beneficiaries. Requires a PDP sponsor to offer any willing pharmacy in its network the ability to provide MTM services. Requires the PDP sponsor to reimburse pharmacists and other entities furnishing MTM services based on the resources used and the time required to provide such services. Directs the Secretary to: (1) establish measures and standards for data collection by PDP sponsors to evaluate performance of pharmacies and other entities in furnishing MTM services; and (2) support the continued development and refinement of performance measures. Provides pharmacies and other entities that furnish MTM services with additional incentive payments based on their performance in meeting quality measures established under this Act.

Teaching Geography is Fundamental Act - Amends the Higher Education Act of 1965 to establish a geography education grant program under title II (Teacher Quality Enhancement). Authorizes the Secretary of Education to award a grant to a national nonprofit educational organization or consortium, with 75% to be used for matching subgrants to institutions of higher education associated with state geographic alliances, nonprofit educational organizations, or state or local educational agencies. Requires program participants to use their grants and subgrants to enhance the geographic literacy of students in kindergarten through grade 12 by supporting specified activities, including: (1) educational research; (2) teacher training; (3) the development of effective teaching tools and learning materials; (4) the application of rigorous academic standards and assessment techniques; (5) comparative studies of world cultures, economies, and environments; and (6) the exchange of information regarding the state of geographic literacy and strategies for its improvement.

Kelsey Smith Act - Amends the Communications Act of 1934 to require telecommunication carriers to provide, at the request of a law enforcement agency, call location information of users of a commercial mobile service or an IP-enabled voice service (e.g., cell phones) to such agencies and other public safety agencies to respond to emergency situations. Directs the Attorney General (DOJ), under the Byrne Law Enforcement Grant Program, to: (1) provide education and training to state and local law enforcement agencies and officials to collect and use call location information in emergency situations, and (2) develop and disseminate procedures to ensure that such agencies and officials have the necessary contact information to request and obtain call location information.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

Amends title XVIII (Medicare) of the Social Security Act to treat as a physician, for Medicare purposes, a clinical psychologist acting within the scope of a psychologist's license (or other state law authorization), but only with respect to the furnishing of clinical psychologists services which the psychologist is legally authorized to perform by the state.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Government Shutdown Fairness Act - Prohibits Members of Congress and the President from receiving basic pay for any period in which: (1) there is more than a 24-hour lapse in appropriations for any federal agency or department as a result of a failure to enact a regular appropriations bill or continuing resolution, or (2) the federal government is unable to make payments or meet obligations because the public debt limit has been reached.

National Right-to-Carry Reciprocity Act of 2011 - Amends the federal criminal code to authorize a person who is carrying a government-issued photographic identification document and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to carry a concealed handgun (other than a machinegun or destructive device) in another state in accordance with the restrictions of that state.

Prescribe A Book Act - Creates a Pediatric Early Literacy program under which the Secretary of Education awards matching grants to nonprofit organizations for the implementation of three-part models through which: (1) health care providers encourage parents to read aloud to their children and offer them recommendations and strategies for doing so; (2) health care providers give each visiting child between the ages of six months and five-years a new, developmentally appropriate children's book to take home and keep; and (3) volunteers reading to children in health care facility waiting areas show parents the techniques and pleasures of reading aloud to children. Requires that the books provided to children under the program be obtained at a discount.
