Preservation of Localism, Program Diversity, and Competition in Television Broadcast Service Act of 2003 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission from permitting any license for a commercial television broadcast station to be granted, transferred, or assigned to any party if such action would result in that party owning, operating, controlling, or having a cognizable interest in stations which have an aggregate national audience reach exceeding 35 percent. Requires any party currently having licenses in excess of such limit to divest as necessary to comply with such limit within one year.

Assault Weapons Ban and Law Enforcement Protection Act of 2003 - Amends Federal firearms provisions to revise the definition of "semiautomatic assault weapon" (SAW) to include conversion kits (for converting a firearm to a SAW) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has any one of the following characteristics, respectively: (1) a folding or telescoping stock, a threaded barrel, a pistol grip, a forward grip, or a barrel shroud; or (2) a second pistol grip, a threaded barrel, a barrel shroud, or the capacity to accept a detachable magazine at a location outside of the pistol grip. Amends: (1) the Brady Handgun Violence Prevention Act to reauthorize the assault weapons ban and add new restrictions; and (2) the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset provision regarding restrictions on large capacity ammunition feeding devices (LCAFDs) and on specified SAWs. Modifies the exemptions from the Brady Act's prohibition against manufacturing, transferring, or possessing a semiautomatic assault weapon to exclude: (1) specified firearms, or replicas or duplicates, as manufactured on October 1, 1993; (2) any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds; and (3) any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine. Prohibits the transfer of a SAW except through a licensed dealer or a State or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any SAW which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make the record available to the public. Prohibits: (1) the transfer of any assault weapon with an LCAFD; and (2) a licensed manufacturer, importer, or dealer who transfers an LCAFD that was manufactured on or before September 13, 1994, from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets penalties for violations. Prohibits: (1) the transfer of a SAW or an LCAFD to a juvenile; and (2) the importation of an LCAFD.

Amends the Fair Credit Reporting Act to prescribe duties imposed upon a consumer reporting agency with respect to notice of potential fraud. Exempts from such requirements: (1) certain consumer reporting agencies acting as resellers of information; (2) certain check services companies; and (3) certain demand deposit account information service companies. Mandates truncation of credit card and debit card account numbers. Requires a consumer reporting agency to furnish, upon consumer request, a free annual disclosure of the information in the consumer's file.

Asthma Act - Authorizes appropriations to the National Heart, Lung, and Blood Institute to expand the National Asthma Education and Prevention Program. Directs the Program coordinating committee to report concerning the scope of, and Federal programs concerned with, asthma problems in the United States. Directs the Secretary of Health and Human Services to collaborate with the States to expand specified asthma-related activities. Authorizes the Secretary to make grants to nonprofit private entities to carry out related outreach activities. Gives grant priorities to communities disproportionately affected by asthma or underserved by health programs and in which a significant number of low-income individuals reside. Authorizes the Secretary to make matching grants to States to carry out activities to assist children with respect to asthma. Authorizes the Secretary of Education to make grants to local educational agencies in communities with significant numbers of low-income or underserved individuals for elementary and secondary school asthma-related activities. Expresses the sense of Congress that: (1) hospitals and managed care plans should undertake certain efforts to increase asthma-related education and training; and (2) Federal, State, and local activities should promote Public Health Service asthma diagnosis and management guidelines.

Strengthening Our States Act of 2003, or the SOS Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to: (1) provide for full Medicaid coverage of all premium and other cost-sharing expenses incurred with respect to qualified Medicare beneficiaries under the Medicaid program (Medicare cost-sharing); (2) increase the scope of Medicare cost-sharing assistance and the number of low-income Medicare beneficiaries eligible for Medicare cost- sharing assistance for individuals who would be qualified Medicare beneficiaries but for the fact that their income exceeds applicable levels; and (3) provide for a temporary increase in the Medicaid Federal medical assistance percentage (FMAP). Amends SSA title XX (Block Grants to States for Social Services) (SSBG) to make appropriations for additional temporary grants for fiscal relief allotments to States. Amends: (1) SSA title XIX to continue Medicaid disproportionate share hospital (DSH) allotment adjustments under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000 and increase the floor for treatment as an extremely low DSH State; and (2) SSA title XXI (State Children's Health Insurance Program) (SCHIP) to increase State access to unspent SCHIP funds. Amends SSA title XIX to: (1) make the Federal government fully responsible for the sums expended for emergency care and services furnished to illegal aliens; (2) increase Federal responsibility for translation services for Medicaid and SCHIP applicants and recipients; (3) increase Federal matching rates for certain services; (4) extend Medicaid coverage under the Ticket to Work and Self-Sufficiency Program to spouses of participating disabled beneficiaries; and (5) provide for optional coverage of community-based attendant services and supports. Family Opportunity Act of 2003, or the Dylan Lee James Act - Amends SSA title XIX to give States the option of: (1) allowing families of disabled children to purchase Medicaid coverage for such children; and (2) imposing income-related premiums. Authorizes the Secretary of Health and Human Services to allow a State plan to pay for the cost of home or community-based services equivalent to inpatient psychiatric hospital services for individuals under age 21. Amends: (1) SSA title V (Maternal and Child Health Services) to provide for the development and support of family-to-family health information centers; and (2) SSA title XIX to provide for the restoration of Medicaid eligibility for certain SSI beneficiaries under SSA title XVI (Supplemental Security Income). Revises requirements to allow uniform coverage of all low-income Americans, facilitate coverage of legal immigrants, and permit specified flexibility in eligibility determinations.

Flight Attendant Certification Act - Amends Federal taransportation law to require the Administrator of the Federal Aviation Administration to prescribe standards for cabin crew training and certification for individuals working in an aircraft cabin on board a transport category aircraft with twenty or more seats. Requires all new and existing cabin crew members to be certified by the Administrator after successful completion of an air carrier's training program consisting of: (1) initial, indoctrination, and emergency training; (2) air carrier specific training related to aircraft types and operator's certificate; and (3) submission by the air carrier to the Administrator confirming such completion. Declares that the Administrator shall be prohibited from granting an air carrier a waiver of cabin crew training requirements or an exemption from any part of such requirements. Requires a cabin crew member, to qualify for a cabin crew certificate, to successfully: (1) complete the training requirements established by the Administrator, including all initial, indoctrination, emergency, transition, differences, recurrent, and requalification training; (2) complete the cabin security and self-defense training requirements established by the Transportation Security Administrator; and (3) perform the assigned duties of a cabin crew member and complete the approved proficiency check, under the supervision of a certified instructor or supervisor, for not less than five hours of initial operating experience. Requires air carrier training programs to receive the Administrator's approval.

States that an application for status adjustment by the alien wife, child, or parent of an alien member of the armed forces who was granted service-related posthumous citizenship may be adjudicated as if the death had not occurred. (Requires application filing prior to such death.) Treats the spouse, child, or parent of a lawful permanent resident who was granted service-related posthumous citizenship as a valid petitioner for immediate family status. (Requires parent filing within two years of such death.) Permits such aliens to apply for permanent resident status adjustment. Waives specified grounds of inadmissibility.

Limits to 36 months the period for such enhanced assistance. Requires the payment of educational expenses under such program. Provides a monthly stipend for approved programs of education. Increases the rates of basic educational assistance. Repeals, with respect to such assistance: (1) a required monthly reduction in pay for individuals who do not elect to participate in such assistance program; (2) a provision authorizing individuals to elect not to receive such assistance; and (3) the requirement that participants complete the requirements of a high school diploma or equivalency certificate prior to the end of their initial obligated period of service in order to be eligible to receive such assistance. Excludes educational assistance payments from income for purposes of eligibility for Federal educational loans.

Klamath River Basin Restoration and Emergency Assistance Act of 2003 - Directs the Secretary of the Interior to establish the Klamath River Basin Conservation Area Restoration Program. Requires such program to provide loans, grants, and technical assistance for short- and long-term water conservation projects in the Klamath Basin. Covers projects which: (1) provide incentives for growing crops requiring less water; (2) acquire property interests; (3) restore habitat; and (4) feature tail-water recovery programs, lining of earthen irrigation channels and groundwater recharge and management systems. Prohibits the use of funds to bring newly irrigated lands into agricultural production. Limits the Federal share to 75 percent of costs, permitting in-kind contributions for the non-Federal share. Requires the Secretary to provide emergency financial assistance to persons in northern California and Oregon coastal communities adversely affected by the Klamath Basin salmon kill disaster of 2002. Directs the Secretary to modify the operation of the Klamath Project so that Klamath River flows meet a specified standard. Establishes the Klamath Basin Restoration Task Force. Requires the Secretary to implement the low release requirements for the Trinity River, permitting modifications as specified. Directs the Secretary to study the water supply needs of the wetland habitats within the Klamath Basin National Wildlife Refuges to meet fish and wildlife conservation purposes. Permits the Secretary to store water on the Lower Klamath and Tule Lake National Wildlife Refuges if their habitats are not compromised. Maintains existing tribal fishery, water, and other rights.

Allows a finder of fact to find a defendant guilty of a lesser offense if the defendant's marijuana-related activity was found to be primarily, but not exclusively, for medical purposes. Provides for the return of any property with respect to which an individual successfully makes a defense under this Act. Amends provisions concerning the seizure and custody of marijuana to limit seizure authority of marijuana authorized for medical use and provide for the retention of seized plants pending resolution of a case involving an affirmative defense for the medical use of marijuana.

Ocean Habitat Protection Act - Amends the Magnuson-Stevens Fishery Conservation and Management Act to prohibit the use of bottom trawls with rollers, bobbins, tires, rockhoppers, or any other device affixed to the footrope and in excess of eight inches in diameter, for fishing that is subject to the jurisdiction of the United States, including fishing by a U.S. vessel beyond the equivalent of the exclusive economic zone of all countries. Permits the Secretary of Commerce or his designee to exempt from this prohibition fishing in the exclusive economic zone if the Council having jurisdiction over the area submits to the Secretary: (1) substantial evidence that the area is composed predominately of sand and mud bottom and that the prohibited devices are necessary to prevent a significant increase from rates of bycatch of non-target managed species, or to provide other significant benefits; (2) the geographic boundaries of the area; and (3) a credible and effective vessel monitoring plan of bottom trawl fishing in the area that is adopted by the Secretary. Authorizes the Secretary to provide to the owner of a qualified fishing vessel: (1) the depreciated cost of prohibited fishing devices that are part of the fishing gear of a vessel on the date of the enactment of this Act, and are disposed of in an approved manner; (2) the cost of converting trawl nets to compliance; and (3) payment for cessation of trawling. Requires the Secretary to provide economic assistance to the owners and crew members of any qualified fishing vessel that ceases fishing in bottom trawl fisheries and does not continue fishing in other fisheries. Requires the Secretary to undertake a program to collect, and make available to Regional Fishery Management Councils, information and maps on diverse bottom habitats of the exclusive U.S. economic zone.
