Amends the Public Health Service Act to permit a petition for vaccine injury compensation to be submitted within 48 (currently, 36) months of the first symptom or manifestation of onset, or of the significant aggravation, of injury if the vaccine was administered after a specified date.

Social Security Earnings Limitation Repeal Act of 1997 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which a beneficiary may earn (earnings test) without incurring a reduction in benefits.

Amends specified Federal law, as amended by the Omnibus Consolidated Rescissions and Appropriations Act of 1996, to exempt Old-Age, Survivors and Disability Insurance (OASDI) benefits under title II of the Social Security Act from mandatory payment of Federal benefits in the form of electronic fund transfers, as required by the Debt Collection Improvement Act of 1996.

Chinese Slave Labor Act - Prohibits the importation of Chinese products unless: (1) the Secretary of the Treasury determines that they are not grown or manufactured with the use of forced labor; and (2) such determination is based on consultations with certain international organizations conducting inspections and an importer's certification to the Secretary that a product was not grown or manufactured with the use of forced labor. Requires the United States to use all diplomatic efforts to persuade China to permit representatives of such international organizations to inspect all facilities holding detainees to assure that products for export are not being produced with the use of forced labor. Sets forth civil penalties for violations of such prohibition and the making of a false certification.

Tuition Tax Credit Act of 1997 - Amends the Internal Revenue Code to allow a nonrefundable individual income tax credit for the educational expenses (tuition and supplies) of the taxpayer, spouse, or dependents at an eligible private elementary or secondary school, institution of higher education, or vocational school. Limits the credit to $1,000 per student per year.

First-Time Homebuyer Tax Credit Act of 1997 - Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $5,000. Requires married individuals filing jointly to both be first-time homebuyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired after January 1, 1997, and before January 1, 1998, or for which a binding contract is entered into during such period.

Seniors Tax Equity Act of 1997 - Amends the Internal Revenue Code to repeal the requirement that tax-exempt interest be taken into account when determining the amount of social security and railroad retirement benefits subject to tax.

Student Tax Equity Act of 1997 - Repeals provisions of the Tax Reform Act of 1986 that restrict the types of scholarships and fellowship grants that may be excluded from gross income for income tax purposes. Amends the Internal Revenue Code to allow an income tax deduction for interest on a qualified educational loan incurred to pay the educational expenses of the taxpayer, spouse, or dependent. Eliminates the current requirement that such indebtedness be secured by an interest in real property.

Small Business Regulatory Assistance Act of 1997 - Amends the Small Business Act to require each participating Federal agency (the Environmental Protection Agency, the Internal Revenue Service, and the Department of Labor), the Office of Small Business Development Centers (Office) of the Small Business Administration, and representatives of an association representing a majority of small business development centers (SBDCs) to agree to a small business regulatory compliance assistance plan. Requires each participating agency to ensure the nonduplication of compliance assistance efforts. Requires the Office, with the agreement of the association, to develop and publish guidelines for the establishment by SBDCs or by consortia of SBDCs of a system of small business voluntary regulatory compliance (system), with specified guideline requirements. Outlines the assistance to be provided to participating small businesses. Requires annual reports from the Office to the President and the congressional small business committees concerning the assistance provided under this Act, the level of outreach to small businesses achieved by SBDCs and consortia, and recommendations for improvements in the regulation of small businesses participating in the system. Requires the Office to provide for an independent third-party evaluation of the system, to be submitted to the President and the small business committees. Provides funding to assist the Office and participating agencies in fostering, promoting, developing, and carrying out the system, including funds for the implementation and administration of worker safety and health compliance assistance plans and regulatory compliance assistance plans for fiscal years 1999 through 2003. Provides funds to each participating SBDC under a population-based funding formula. Exempts such funds from matching requirements. Prohibits the Office from providing any funds to an SBDC or consortia after September 30, 2000, unless such SBDC or consortia has been approved for funding under a certification requirement.

Capital Gains Tax Reduction Act of 1997 - Amends the Internal Revenue Code to reduce the maximum capital gains tax rates for both individuals and corporations. Provides for the indexing of assets for determining gain or loss.

Medicare Preventive Benefit Improvement Act of 1997 - Amends title XVIII (Medicare) of the Social Security Act to provide for expanded coverage of preventive benefits under part B (Supplementary Medical Insurance) of the Medicare program. Makes all women over age 49 eligible for annual screening mammography benefit coverage. Waives the deductible co-payment on such benefit. Makes women of childbearing age (if they have not had a negative result in such a test in each of the preceding three years), or at high risk of developing cervical cancer, eligible for yearly pap smears, by suspending in their cases a specified three-year frequency limitation on benefit coverage for screening pap smears. Makes such women eligible also for yearly screening pelvic exams, including a clinical breast exam. Makes other women eligible for triennial screening pelvic exams. Waives the deductible co-payment for such exams. Adds coverage of screening procedures, with specified payment and frequency limitations, for early detection of colorectal cancer, including fecal occult blood test, flexible sigmoidoscopy, and colonoscopy for high risk individuals, as well as a barium enema if the Secretary of Health and Human Services finds that to be an appropriate alternative to a sigmoidoscopy or a colonoscopy. Directs the Secretary to make a decision within two years about covering screening barium enemas as such an alternative. Adds biennial coverage of certain prostate cancer screening procedures for men over 50 years of age, including a digital rectal examination and a prostate-specific antigen (PSA) blood test. Adds coverage of the following diabetes screening benefits: (1) diabetes outpatient self-management training services; and (2) blood-testing strips (with payment based on inexpensive, routinely purchased durable medical equipment). Directs the Secretary to: (1) establish outcome measures to evaluate improvement of the health of Medicare beneficiaries with diabetes mellitus; and (2) submit recommendations to the Congress regarding modifications to the Medicare coverage of services for such beneficiaries.

Deficit Reduction Lock-box Act of 1997 - Amends the Congressional Budget Act of 1974 to require the Director of the Congressional Budget Office (CBO) to maintain a Deficit Reduction Lock-box Ledger which shall be divided into entries corresponding to the subcommittees of the Committees on Appropriations. Requires each entry to consist of three parts: (1) the House Lock-box Balance; (2) the Senate Lock-box Balance; and (3) the Joint House-Senate Lock-box Balance. Requires the CBO Director, upon the engrossment of any appropriation bill by the House of Representatives and upon the engrossment of that bill by the Senate, to credit to the applicable entry balance of that House amounts of new budget authority and outlays equal to the net amounts of reductions in new budget authority and in outlays resulting from amendments agreed to by that House to that bill. Specifies the amounts to be credited to the Joint House-Senate Lock-box Balance. Requires a running tally to be available to Members of the House of Representatives, during the consideration of any appropriations bill by the House, of the amendments adopted reflecting increases and decreases of budget authority in such bill as reported. Provides for the downward adjustment of: (1) allocations for the House and Senate upon the engrossment of Senate amendments to any appropriation bill; and (2) suballocations, whenever a such a downward adjustment is made to an allocation. Requires the Director of the Congressional Budget Office to include an up-to-date tabulation of the amounts contained in the Deficit Reduction Lock-box Ledger and each entry in periodic reports. Requires the downward adjustment of discretionary spending limits by amounts set forth in the final regular appropriation bill for the fiscal year or joint resolution making continuing appropriations through the end of such fiscal year.

Urges the Secretary of the Treasury to instruct the U.S. Executive Director of each international financial institution to vote to oppose the provision of any assistance to China, unless the President certifies to the Congress that China has met certain conditions with respect to: (1) internationally recognized human rights; (2) renunciation of force to resolve its differences with Taiwan; (3) strict compliance with U.S. law on the nonproliferation of weapons of mass destruction; (4) compliance with all trade and financial agreements it has with the United States; and (5) pursuit of environmentally sound development practices. Requires the United States, in the absence of any such certification, to withhold a certain portion of assistance from any international financial institution that provides assistance to China.

Amends Federal highway safety law pertaining to alcohol-impaired driving countermeasure grants to include among the basic grant eligibility requirements establishment of a vehicle forfeiture system for persons operating a motor vehicle with a license suspended or revoked as a result of operating a motor vehicle while under the influence of alcohol.

Private Property Protection Act of 1997 - Declares that no regulation issued by an executive agency after enactment of this Act shall become effective until the issuing agency is certified by the Attorney General to be in compliance with Executive Order 12630 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such takings where possible. Provides for limited judicial review of an action taken pursuant to this Act. Requires the Secretary of Agriculture to study and report to the Congress on the effect this Act will have on the farm economy and agricultural production.

Truth in Budgeting Act - Prohibits (subject to the Line Item Veto Act of 1996) the receipts and disbursements of the Highway Trust Fund, the Airport and Airway Trust Fund, the Inland Waterways Trust Fund, and the Harbor Maintenance Trust Fund from being counted as new budget authority, outlays, receipts, or deficit or surplus for purposes of the Federal budget as submitted by the President, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Exempts such trust funds from any general statutory budget outlays limitation. Amends the Internal Revenue Code to limit the amount of interest that may be credited to such trust funds. Amends Federal transportation law to require the Secretary of Transportation to estimate annually: (1) what, but for this Act, would be at the close of the next fiscal year the amount of unfunded aviation authorizations; and (2) the net aviation receipts at the close of such year.

Health Care Commitment Act - Amends Federal provisions concerning the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) to direct the Secretary of Defense to enter into an agreement with the Office of Personnel Management (OPM) under which a covered CHAMPUS beneficiary who is also entitled to hospital insurance benefits under Part A of title XVIII (Medicare) of the Social Security Act will be permitted to enroll in a health benefits plan offered through the Federal Employees Health Benefits program in addition to receiving care through a military treatment facility, CHAMPUS, or the TRICARE program. Outlines provisions concerning: (1) required contributions for such coverage; and (2) the management of participants in the plan. Requires the administering Secretaries and the OPM Director to report annually to the Congress describing the provision of health care services to covered beneficiaries under the plan during the preceding fiscal year. Requires the Secretary of Defense to begin to offer the health benefits option described under this Act no later than January 1, 1998.

Breast Cancer Patient Protection Act of 1997 - Amends the Public Health Service Act to prohibit group health plans and health insurance issuers offering group health insurance coverage, with regard to hospital stays in connection with breast cancer treatment, from: (1) covering less than 48 hours after mastectomies or less than 24 hours after lymph node dissections; or (2) requiring plan or issuer authorization for prescribing any length of stay. Prohibits: (1) denying eligibility, enrollment, or renewal to avoid these requirements; (2) providing payments or rebates to women; or (3) penalizing or providing incentives to providers. Applies the same requirements to issuers in the individual market.

Bill Emerson English Language Empowerment Act of 1997 - Amends Federal law to declare English to be the official language of the U.S. Government. States that representatives of the Federal Government have an affirmative obligation to preserve and enhance the role of English as the official language of the Federal Government. Requires such representatives to conduct official business in English. Prohibits anyone from being denied Government services because he or she communicates in English. Requires that all officials conduct all naturalization ceremonies entirely in English. Directs that nothing in this Act construed to limit the preservation or use of Native Alaskan or Native American languages. Sets forth definitions for purposes of this Act.

Amends the Higher Education Act of 1965 to suspend the eligibility for grants, loans, or work assistance under title IV (Student Assistance) of any individual student convicted under Federal or State law of any offense involving possession or sale of a controlled substance. Specifies ineligibility periods: (1) for possession offenses of one year (first offense), two years (second offense), and indefinite (third offense); and (2) for sale offenses of two years (first offense) and indefinite (second offense).

Correctional Officer Protection Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to provide for a 25 percent reduction in drug control and system improvement grants to any State that does not have in effect a law which subjects to specified Federal penalties prescribed for murder and manslaughter (including the death penalty if the killing is a first degree murder) anyone who, while incarcerated, kills a State or local correctional officer: (1) while such officer is engaged in carrying out official duties; (2) because of the nature of such officer's duties; or (3) because of such individual's being such an officer.

Drug Importer Death Penalty Act of 1997 - Amends the Controlled Substances Import and Export Act to direct the court to sentence a person convicted of bringing into the United States a proscribed quantity of a mixture or substance containing a controlled substance in an amount the Attorney General has determined is equal to 100 usual dosage amounts to life imprisonment without possibility of release (or, if the defendant has violated such provision on more than one occasion and if certain requirements under the Federal criminal code are met, to death). Makes conforming amendments to the code.

Citizens' Self-Defense Act of 1997 - Declares that a person not prohibited by Federal law from receiving a firearm shall have the right to obtain firearms for security and to use firearms in defense of: (1) self or family against a reasonably perceived threat of imminent and unlawful infliction of serious bodily injury; (2) self or family in the course of the commission by another person of a violent felony against the person or a member of the person's family; and (3) the person's home in the course of the commission of a felony by another person. Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any State, or any person for damages, injunctive relief, and such other relief as the court deems appropriate. Sets forth provisions regarding: (1) the award of attorney's fees; and (2) the statute of limitations.

Constitutional Amendment - Declares that nothing in the Constitution shall prohibit the inclusion of voluntary prayer in any public school program or activity. States that no person shall be coerced by the United States or any State to participate in such prayer. Provides that neither the United States nor any State shall prescribe the content of any such prayer.

Amends the Clean Air Act to direct the Administrator of the Environmental Protection Agency, in the case of a downwind ozone nonattainment area affected by transport of ozone pollution from an upwind area, upon application by a State, to: (1) reclassify the downwind area to reflect an adjusted ozone design value which excludes ozone concentrations attributable to transport from an upwind area; and (2) redesignate the downwind area as an attainment area if the adjusted ozone design value for the most recent applicable period does not exceed the national ambient air quality standard for ozone. Requires State implementation plans for national primary and secondary ambient air quality standards to contain adequate provisions prohibiting sources within the State from emitting any air pollutant in amounts which will contribute significantly to nonattainment in, or interfere with maintenance by, any other area within the State with respect to any such air quality standard.

Employee Educational Assistance Act of 1997 - Amends the Internal Revenue Code to: (1) permanently extend the exclusion from gross income of employer-provided educational assistance; and (2) restore the exclusion for such assistance on the graduate level.

Provides that any amount remaining unobligated in the Representational Allowance of any Member of the House of Representatives at the end of the session of Congress or other period for which the allowance is made available shall be returned to the Treasury to be used for deficit reduction.

Constitutional Amendment - Makes any person who has been elected for a full term: (1) two times to the Senate ineligible for election or appointment to the Senate; or (2) six times to the House ineligible for election to the House. Bars any person who has served as a: (1) Senator for more than three years of a term to which some other person was elected from being subsequently eligible for election to the Senate more than once; and (2) Representative for more than one year from being subsequently eligible for election to the House more than five times. Excludes election or service occurring before this article becomes operative when determining eligibility.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Authorizes the Congress to waive these provisions when: (1) a declaration of war is in effect; or (2) the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House. Makes this article effective beginning with FY 2002 or with the second fiscal year beginning after its ratification, whichever is later.

Constitutional Amendment - Grants the people of the United States the power to propose and enact laws, except with respect to carrying out the constitutional powers granted to the Congress. Prohibits the people of the United States from proposing amendments to the Constitution. Sets forth provisions relating to: (1) the signed petition containing the text of the proposed law; (2) presidential certification of the validity of the signatures on such petition; and (3) placing the petition on the ballot at the next general election held for choosing Members of the House of Representatives. Requires the proposed law to be enacted upon receiving a majority of the number of electoral votes. Establishes guidelines for determining the number of electoral votes for each State (including the District of Columbia). Provides that such enacted law shall be the same as any other Federal law, except that any law to repeal or amend such enacted law within two years after its effective date must receive an affirmative roll call vote of two-thirds of the Members of each House. Prohibits the people from enacting a law that the Constitution forbids the Congress to enact.
