Rural States Physician Recruitment and Retention Demonstration Act of 2001 - Directs the Secretary of Health and Human Services to establish a Rural States Physician Recruitment and Retention demonstration program for ameliorating physician shortage, recruitment, and retention problems in rural States. Directs the Secretary to: (1) increase by up to 50 percent the number of residency and fellowship positions at each medical residency training program in each of two demonstration States selected by the Secretary; (2) negotiate with representatives of each approved medical residency training program in a demonstration State for such additional positions; and (3) establish a loan repayment and forgiveness program under which the Secretary assumes the obligation to repay the educational loan of a participating residency or fellowship graduate (with limitations). Authorizes the Secretary to waive any requirements under title XVIII (Medicare) of the Social Security Act if necessary to carry out the ten-year demonstration program. Directs the Secretary to establish a State-specific health professions database to track health professionals in each demonstration State with respect to specialty certifications and related practice, license, and training information. Requires a joint demonstration program evaluation by the Council on Graduate Medical Education and the Medicare Payment Advisory Commission.

Hydraulic Fracturing Act - Amends the Safe Drinking Water Act to direct the Administrator of the Environmental Protection Agency to: (1) study the effects on underground drinking water sources of hydraulic fracturing to determine whether regulation of such practice is necessary to protect such sources; and (2) promulgate such regulations as are determined to be necessary. Provides that a determination that regulation is unnecessary will relieve States from any further obligation to regulate hydraulic fracturing as an underground injection. Defines "hydraulic fracturing" as the process of creating a fracture in a reservoir rock, and injecting fluids and propping agents, for the purposes of reservoir stimulation related to oil and gas production activities.

Directs the Secretary to make competitive, matching awards to: (1) a non-profit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Provides temporary relief from enforcement by the Administrator of the Environmental Protection Agency of drinking water standards for such systems during and after the grant application process. Delays implementation or enforcement by the Administrator of an arsenic standard in any State until the earlier of January 1, 2006, or the date on which the Administrator certifies that the program has been implemented in that State and the State has made substantial progress in drinking water standards compliance.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares this Act inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Stroke Treatment and Ongoing Prevention Act of 2001 - Amends the Public Health Service Act to create a new title (this title) covering stroke prevention, treatment, and rehabilitation. Directs the Secretary of Health and Human Services to: (1) carry out a national education and information campaign to promote stroke prevention and increase the number of stroke patients who seek immediate treatment; and (2) make available, support, and evaluate a grant program to enable a State to develop statewide stroke care systems, foster the development of modern systems of stroke care, and provide technical assistance to State and local agencies. Requires the Secretary to: (1) maintain the Paul Coverdell National Acute Stroke Registry and Clearinghouse; and (2) ensure the availability of published research on stroke or conduct research concerning best practices, barriers to access, the effectiveness of existing public awareness campaigns, and disparities in the prevention, diagnosis, treatment, and rehabilitation, regarding stroke. Directs the Secretary to award grants to States for the purpose of establishing statewide stroke prevention, treatment, and rehabilitation systems. Requires the Secretary to develop standards of care for stroke patients in all phases of stroke that may be adopted for guidance by the State and a model plan for the establishment of statewide stroke care systems. Authorizes the Secretary to make grants to public and non-profit private entities for the development and implementation of education programs for appropriate medical personnel in the use of newly developed diagnostic approaches, technologies, and therapies for the prevention and treatment of stroke.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Amends the Department of Energy Facilities Safeguards, Security, and Counterintelligence Enhancement Act of 1999 to repeal the existing Department polygraph program. Directs the Administrator for Nuclear Security to submit to Congress recommendations for necessary legislative action to enhance the Department's personnel security program.

Repeals the sunset date for TMA (thus making the program permanent).

National Mathematics and Science Partnerships Act - Requires the Director of the National Science Foundation (NSF Director) to establish the following programs of grants to institutions of higher education (IHEs) or, in some cases, eligible nonprofit institutions, in support of activities relating to elementary and secondary school mathematics and science teaching and education: (1) Mathematics and Science Education Partnerships with local educational agencies (LEAs); (2) a Teacher Research Stipend Program; (3) establishment of four multidisciplinary Centers for Research on Learning and Education Improvement; (4) education research teacher fellowships, to give research opportunities related to the science of learning to elementary and secondary school teachers of science and mathematics; (5) Robert Noyce Scholarships for teacher recruitment and training, with recipient service commitments; and (6) educational technology research centers. Requires the NSF Director to expand the National Science, Mathematics, Engineering, and Technology Education Digital Library program to enable dissemination of elementary and secondary science, math, engineering, and technology educational resources, materials, practices, and policies through the Internet and other digital technologies. National Science Education Act - Requires the NSF Director to: (1) establish programs of grants to IHEs for training master teachers and assisting schools to establish master teacher programs, and for providing distance learning in mathematics or science for elementary or secondary school students; (2) disseminate information, jointly with the Secretary of Education, on required courses of study and licensing requirements for teaching careers in elementary or secondary school science, mathematics, engineering, and technology education; and (3) convene a conference for stakeholders in kindergarten-through-12th grade science, mathematics, engineering, and technology education. Requires the NSF Director to make demonstration grants to LEAs for mathematics and science proficiency partnerships with private sector entities. Authorizes the NSF Director to make grants for developing educational materials on energy production and use, energy conservation, and renewable energy for use in elementary and secondary schools. Amends the Scientific and Advanced-Technology Act of 1992 to: (1) require the NSF Director to give priority, in making outreach grants for articulation partnerships between community colleges and secondary schools, to proposals involving secondary schools with a majority of students from groups underrepresented in the science, mathematics and engineering workforce; and (2) authorize the NSF Director to make grants for educational technology assistance enters for schools and for a learning community consortium of associate-degree-granting colleges to encourage women, minorities, and individuals with disabilities to enter and complete programs in mathematics, science, engineering, and technology.

Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

FamilyCare Act of 2001 - Renames the State Children's Health Insurance program (SCHIP) under title XXI of the Social Security Act (SSA) as the FamilyCare program to provide for: (1) FamilyCare coverage of parents under Medicaid (SSA title XIX) as well as under new SSA title XXI; (2) optional FamilyCare coverage of parents of targeted low-income children; (3) automatic eligibility for FamilyCare coverage of children born to a parent on Family Care assistance; (4) optional coverage of legal immigrants and of children through age 20 under Medicaid and FamilyCare; (5) application of simplified FamilyCare procedures under Medicaid; (6) increased welfare-to-work transition (from six to 12 months) under Medicaid; (7) elimination of the 100 hour rule and other SSA title IV part A (Temporary Assistance for Needy Families) (TANF) related eligibility restrictions under Medicaid; (8) limitations on specified conflicts of interests under Medicaid and FamilyCare; (9) increased FamilyCare allotment for FY 2002 through 2004; and (10) authority to pay Medicaid expansion costs from the FamilyCare appropriation. Directs the Secretary of Health and Human Services to establish a program to award demonstration grants to States to allow them to demonstrate the effectiveness of innovative ways to increase access to health insurance through market reforms and other innovative means. Authorizes the Secretary to award demonstration grants to a limited number of States to conduct innovative programs designed to improve outreach to homeless individuals and families under specified programs for the homeless (including Medicaid and FamilyCare) with respect to enrollment of such individuals and families and the provision of services under such programs.

Trade Adjustment Assistance for Workers, Farmers, Communities, and Firms Act of 2001 - Amends the Trade Act of 1974 to revise requirements with respect to: (1) agreements between the United States and States for the provision of certain services for workers adversely affected by import competition; (2) certification of eligibility of a group of adversely affected workers for trade adjustment assistance; (3) payment of, and certain limitations on, trade adjustment allowances to such workers; (4) training programs for such workers; and (5) the maximum amount of job search and relocation allowances payable to an adversely affected worker. Provides for the eligibility certification of adversely affected secondary workers for trade adjustment assistance. Defines "adversely affected secondary worker" as a worker who is employed at a downstream producer (a firm that performs additional, value-added production processes to articles produced by another firm) or a supplier (a firm that produces component parts for the production process for articles). Amends the Internal Revenue Code to provide a 50 percent refundable tax credit for COBRA continuation coverage premiums. Reauthorizes the trade adjustment assistance program for firms adversely affected by import competition. Revises program eligibility requirements. Reestablishes trade adjustment assistance for communities adversely affected by import competition. Authorizes: (1) such communities, because of import competition, to develop strategic plans for economic adjustment and diversification; and (2) the award of grants to carry out economic development projects under such plans. Authorizes a group of agricultural commodity producers to petition the Secretary of Agriculture for a certification of eligibility to apply for trade adjustment assistance. Sets forth certain eligibility requirements for the payment of such assistance to agricultural commodity producers adversely affected by import competition.

Comprehensive Immunosuppressive Drug Coverage for Transplant Patients Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to remove time limitations on the coverage of immunosuppressive drugs for individuals who have received organ transplants. (Current law provides coverage for such drugs only for certain time periods after the transplant procedure.) Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney or other organ transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease beneficiaries. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs.

Fiscal Integrity of Indian Settlements Protection Act of 2001 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that if an appropriation bill or joint resolution is enacted for FY 2002 that includes an appropriation authorized previously by a law approving a negotiated settlement of disputes of Indian water rights or land claims, the adjustment to discretionary spending limits to be included in any sequestration report or subsequent budgets submitted by the President shall: (1) be the amount of budget authority in that measure and the outlays flowing in all fiscal years from that authority; and (2) not exceed $200 million in budget authority. Amends the Congressional Budget Act of 1974 to require adjustments to the discretionary spending limits, budget allocations, and budgetary aggregates for the new budget authority provided for FY 2002, not to exceed $200 million, by a measure reported from committee, amended, or reported from conference for payments authorized previously for such settlement, as long as the adjustments do not, when taken together with all other previously enacted legislation (except for any legislation enacted pursuant to a specified section of H. Con. Res. 83 (107th Congress), reduce the on-budget surplus below the level of the Medicare Hospital Insurance Trust Fund surplus in any fiscal year covered by the most recently adopted concurrent resolution on the budget.

States that consortium members shall have royalty-free nonexclusive rights to use intellectual property derived from consortium research conducted under this Act.

Sets forth provisions regarding public availability of certifications and the suspension of contracting for services pending satisfaction of the certification requirement. Allows the Director to waive the applicability of this Act to a contract for services where necessary in the interest of national security, extraordinary economic harm, or patient care. Requires any agency: (1) decision to privatize, outsource, or contract in or out for the performance of a function, after expiration of the prohibition enacted by this Act, to be based on the results of a public-private competition process meeting specified requirements; and (2) either to conduct a new public-private competition or to convert a function to performance by Federal employees if contracting out costs exceed costs of performance by Federal employees or contracting out fails to meet quality control standards. Directs the Secretary of Labor to survey and report on the wages and quantifiable benefits provided by contractors to non-Federal personnel working under contract.

Medicare Reform Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to establish the Medicare Coverage Commission to make national Medicare coverage determinations. Amends SSA part A (General Provisions) of title XI to require nine presidential appointees in addition to the Administrator of the Centers for Medicare & Medicaid Services (CMS) to serve in such Centers. Authorizes programs for care coordination services, disease management services, competitive acquisition of items and services, bundled items and services related to specific medical conditions and surgical procedures, and preferred participants. Amends the Balanced Budget Act of 1997 to revise the Medicare+Choice (SSA title XVIII part C) competitive pricing demonstration project. Amends SSA title XVIII to establish: (1) a Medicare Outpatient Prescription Drug Benefit Program; (2) a Prescription Drug Account in the Federal Supplementary Medical Insurance Trust Fund; and (3) a Medicare Prescription Drug Advisory Committee. Establishes within the Department of Health and Human Services (HHS) a Working Group on Disease Self-Management and Health Promotion. Authorizes the HHS Secretary to make healthy seniors promotion grants and conduct demonstration projects to promote disease self-management for certain conditions. Amends SSA title XVIII to outline Medicare coverage of various specified preventive services, including cessation of tobacco use, counseling for post-menopausal women, screening for diminished visual acuity and hypertension, and medical nutrition therapy services. Permits waiver of coinsurance and deductibles for certain preventive services, such as: (1) diabetes outpatient self-management training services; (2) colorectal and prostate cancer screening tests; and (3) bone mass measurement. Directs the Director of the Centers for Disease Control and Prevention to conduct a national falls prevention and awareness campaign. Prescribes requirements for clinical depression screening demonstration projects. Directs the HHS Secretary to establish a Medicare health education and risk appraisal program. Outlines an informatics systems grant program for hospitals and skilled nursing facilities. Provides for indexing of the Medicare part B (Supplementary Medical Insurance) deductible to inflation, and for an income-related reduction in the Medicare subsidy for the Medicare part B premium.

Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and with other representatives of countries that are not party to CITES which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall affect State regulation of bear population or the lawful hunting of bears under State law.

Authorizes the Secretary of Health and Human Services, directly or through grants, to carry out tuberculosis research, demonstration projects, and public information and education programs. Requires the Director of the National Heart, Lung, and Blood Institute of the National Institutes of Health (NIH) to make awards: (1) to faculty of schools of medicine, nursing, or osteopathic medicine for programs of information and education on preventing, managing, and controlling tuberculosis; and (2) to support the career development of clinically trained professionals committed to pulmonary infection research. Requires the National Institute of Allergy and Infectious Diseases of NIH to work to develop a tuberculosis vaccine. Requires the John E. Fogarty International Center for Advanced Study in the Health Sciences to carry out an international training program regarding tuberculosis. Requires the Secretary to ensure that a portion of funds appropriated to repay the education loans of qualified health professionals, researchers from disadvantaged backgrounds, and pediatric researchers is reserved for contracts with individuals who research tuberculosis.

States that consequently Congress expects the agency primarily responsible for the administration of TB control health programs to: (1) coordinate with the World Health Organization and other designated health organizations toward the development and implementation of a comprehensive TB control program, by expanding the use of the strategy of directly observed treatment, short course (DOTS) and strategies to address multi-drug resistant TB (MDR-TB) where appropriate at the local level, particularly in countries with the highest TB rate; and (2) set as a goal the cure of at least 95 percent of TB cases detected by focusing efforts on the use of DOTS strategy or other internationally accepted primary TB control strategies in those countries in which the agency has established development programs by December 31, 2010.
