Urges the government of Albania to: (1) fulfill its commitments to the Organization for Security and Cooperation in Europe (OSCE) regarding the conduct of its upcoming elections; and (2) expedite implementation of its voter identification card program to minimize the possibility of disenfranchisement. Expresses hope that credible democratic elections in Albania will contribute to a strong and stable government responsive to the wishes of the Albanian people and strengthen Albania's standing within the North Atlantic Treaty Organization (NATO) and European institutions.

Condemns all forms of anti-Semitism and rejects attempts to rationalize anti-Jewish hatred or attacks as a justifiable expression of disaffection over political events in the Middle East or elsewhere. Decries the comparison of Jews to Nazis perpetrating a Holocaust or genocide as a pernicious form of anti-Semitism. Calls on leaders to speak out against manifestations of anti-Semitism that have entered the Middle East debate. Reaffirms support for the mandate of the Special Envoy to Monitor and Combat Anti-Semitism. Urges the Secretary of State to maintain the fight against anti-Semitism as a U.S. foreign policy priority.

Recognizes the threats to press freedom and expression on the occasion of World Press Freedom Day on May 3, 2009. Commends journalists for the essential role in promoting government accountability and strengthening civil society and pays tribute to the journalists who have lost their lives in the line of duty. Condemns all actions that suppress press freedom. Reaffirms the centrality of press freedom to U.S. efforts to support democracy, mitigate conflict, and promote good governance. Calls on the President and the Secretary of State to develop means by which the United States can more rapidly respond to threats against press freedom.

Declares the sense of the Senate that the government of the People's Republic of China (PRC) should: (1) recognize, and seek to ensure, the linguistic, cultural, and religious rights of the Uyghur people of the Xinjiang Uyghur Autonomous Region; (2) release immediately all Uyghur political and religious prisoners being held without good cause or evidence, whether in prisons or are under house arrest; (3) cease harassment and intimidation of family members and innocent associates of peaceful Uyghur political activists; and (4) cease immediately all government-sponsored violence and crackdowns against people in the Xinjiang Uyghur Autonomous Region, including against people involved in peaceful protests or religious or political expression.

States that the Senate appreciates the efforts of those European countries that have enacted legislation for the restitution of, or compensation for, private, communal, and religious property confiscated during the Nazi or Communist eras. Urges the governments of Poland and Lithuania and the governments of other European countries that have not already done so to enact legislation so that victims and communities of Nazi persecution whose private religious, or communal, property was confiscated by the Nazis and in turn seized by a Communist government are able to obtain restitution of, or compensation for, such property. Welcomes the decision by the government of the Czech Republic to host a June 2009 international conference to continue the work done at the 1998 Washington Conference on Holocaust-Era Assets to address issues relating to: (1) restitution or compensation; (2) opening of archives and the work of historical commissions; and (3) social welfare issues of Holocaust survivors.

Supports: (1) the Iranian people as they take steps to peacefully express their voices, opinions, and aspirations; (2) journalists who take great risk to report on political events in Iran, including those surrounding the presidential election; and (3) efforts of the Broadcasting Board of Governors (BBG) to provide credible news within Iran through the Voice of America's (VOA) Persian News Network, and Radio Free Europe/Radio Liberty's (RFE/RL) Radio Farda. Condemns: (1) the detainment and intimidation of journalists in Iran and elsewhere throughout the world; and (2) restrictions on freedom of the press, freedom of speech, and freedom of expression in Iran and throughout the world.
