Act amending the Industrial Emissions Act and the Alcohol, Tobacco, Fuel and Electricity Excise Act

The bill clarifies the provisions of the current law and eliminates inconsistencies with EU law, which were pointed out by the European Commission. The changes are primarily of a technical nature: the wording of the provisions is improved, a more unified system of concepts is used, and the requirements for the submission and disclosure of the emergency environmental inspection report are specified. The draft stipulates that when testing and using technology that is in the developing stage, the permit grantor may make a temporary exception to the rules possible technique and to avoid contamination. The draft provides an opportunity to apply the requirement to implement appropriate preventive measures within nine months. This simplifies the testing and use of technology in the developing stage compared to the requirement established in the current law. The bill also supplements the alcohol, tobacco, fuel and electricity excise law. The extension stems from the fact that a solution has been sought for a long time in the environmental field to the problem of used tires. By now, it has become clear that tire chips could be successfully used as an input for producing shale oil. From now on, oil shale fuel oil does not have to be produced 100% from oil shale, only 70% of the mass of the main component must be oil shale, and other raw materials or fuel components can be used for the remaining 30%.

Law on amending the Nature Protection Act

By amending the Nature Conservation Act, it is intended to create a new national park - Alutaguse National Park - for the protection of the typical and rare swamp, forest and coastal landscapes and heritage culture of Eastern Estonia. The national park to be created is located in Ida-Viru county and it will be created on the basis of existing protected areas. The national park to be created in Alutagus includes the nature reserves of Puhatu, Agusalu, Muraka and Selisoo and the landscape reserves of Kurtna, Smolnitsa, Jõuga, Struuga and Mäetagus. The storage area of ​​the upper reaches of the Narva River and the protected area of ​​the Iisaku Park Forest. The area of ​​the planned national park is 43,568 hectares. The entire area is already under protection today, and the extent of restrictions will not increase with the creation of a national park. Of the national park to be created, 42,627 hectares will be state land and 910 hectares will be private land. With the creation of a national park, a unified complex of natural and heritage culture will be created in the region, which will connect the current protected areas with the local values ​​as a whole. Planned the national park consists of several separate pieces, which means that the areas between the existing protected areas will not be merged with the national park to be created.

Act on Amendments to the Act on the Implementation of the Building Code and the Planning Act

The bill amends § 16 of the Act on the Implementation of the Construction Code and the Planning Act and stipulates January 1, 2018 as the deadline for profession-based transition in the field of design, construction project expertise, construction research, building audit and owner supervision. According to the current law, it is not possible to prove competence in the above-mentioned fields of activity without a professional qualification from July 1 this year. Intended for the transition to professional activity the length of the transition periods was established based on the ability of those issuing invitations to ensure high-quality processing of invitations in order to avoid low-quality work due to haste. It has also been based on the assumption that the length of the transition period would be sufficient for persons operating in the field to obtain the necessary qualification. The transition period in the mentioned matter ends in the field of construction on June 30, 2018.
