Military Construction Appropriations Act, 1986 - Appropriates funds for FY 1986 for military construction operations by the Department of Defense for: (1) the Army; (2) the Navy; (3) the Air Force; (4) the defense agencies; (5) the Army National Guard; (6) the Air National Guard; (7) the Army Reserve; (8) the Naval Reserve; (9) the Air Force Reserve; (10) family housing for the Army; (11) family housing for the Navy and Marine Corps; (12) family housing for the Air Force; and (13) family housing for the defense agencies. Prohibits the expenditure of funds for payments under a cost-plus-a-fixed-fee contract for work, except as specified. Makes previously appropriated funds available for: (1) the hire of passenger motor vehicles; and (2) advances to the Federal Highway Administration, Department of Transportation, for the construction of access roads. Prohibits the expenditure of funds for: (1) new base construction for which specific appropriations have not been made; (2) the purchase of certain land or easements, with specified exceptions; (3) family housing, except that housing specified in annual military construction appropriation Acts; (4) the relocation of activities from one base or installation to another; (5) steel procurement for which American steel producers have been denied the opportunity to compete for such procurement; (6) dredging in the Indian Ocean by foreign contractors, except as specified; (7) the payment of real property taxes in any foreign nation; and (8) compensation to non-lawfully-admitted aliens of the United States. Limits the expenditure of appropriations for consulting services. Prohibits the use of funds for: (1) the sale, lease, or rental of any part of Fort DeRussy, Honolulu, Hawaii; (2) the initiation of a new installation overseas without the prior approval of the Appropriations Committees; (3) F-16 beddown projects at Misawa, Japan, until the Appropriations Committees determine that the Japanese budget has increased funding for FY 1986 for such projects; (4) certain architect and engineer contracts to be accomplished in Japan or any NATO member country, unless such contracts are awarded to U.S. firms or U.S. firms in joint venture with host nation firms; and (5) certain military construction projects in the U.S. territories and possessions in the Pacific and on Kwajalein Island to be performed by foreign contractors, unless the lowest bid from a U.S. contractor for such work exceeds the lowest foreign-contractor bid by more than 20 percent. Directs the Secretary of Defense to inform the Appropriations Committees of the plans and scope of certain military exercises involving U.S. personnel 30 days before the exercises occur. Transfers unexpended amounts from the Military Family Housing Management Account to the appropriations for family housing provided in this Act. Transfers certain Department of Defense construction funds to construction accounts as provided in this and other similar Acts. Repeals Federal law which requires funds appropriated for the construction of military projects to be obligated within five years of such appropriation. Directs the Secretary of the Army, acting through the Chief of Engineers of the U.S. Army Corps of Engineers, to assign a military design, construction, and support mission to the Little Rock, Arkansas, district of the Corps of Engineers, to enlarge such district, and to designate such district as a full service district. Directs the Secretary of the Army to convey certain training equipment to the United States Modern Pentathlon Association.

Establishes the Advisory Commission on Tactical Nuclear Forces to analyze various aspects of the role of tactical nuclear weapons of the United States and its NATO allies. Outlines membership, term, basic pay, and other organizational aspects of such Commission. Empowers the Commission to hold hearings, receive evidence, obtain official data from Federal departments or agencies, receive administrative support, and issue subpoenas requiring the presence of witnesses while addressing any matter under investigation by such Commission. Directs the Commission, before the expiration of the one-year period from the date on which the last member is appointed to the Commission, to transmit to the President and the Congress a report on its findings, conclusions, and recommendations. Authorizes appropriations. Terminates such Commission at the end of the 18-month period following the date on which the last member of the Commission is appointed.

Requires that profits on negotiated contracts of the Department of Defense be reasonable. Uses the same factors set forth in the Renegotiation Act of 1951 to determine when profits are excessive. Directs the Comptroller General to examine each such contract in excess of $10,000,000 and to certify to the Congress whether the amount of profit allowed is reasonable. Requires the Comptroller General to examine the contract again upon its completion and to certify to the Congress whether the amount of profit actually paid was reasonable. Directs the Comptroller General to report to the Congress annually on the reasonableness of profits paid on such contracts during the preceding fiscal year.

Requires such study to be conducted in accordance with a protocol approved by the Director of the Office of Technology Assessment. Requires reports concerning such study by the Director to the appropriate congressional committees, at specified periods. Requires the Administrator, not later than 24 months after the date of approval of the protocol approved by the Director, to report to the appropriate congressional committees concerning such study, together with recommendations. Requires the Administrator, within 90 days after the submission of each such report, to publish in the Federal Register any actions proposed by the Administrator with respect to programs administered by the Veterans Administration. Specifies that this Act does not authorize the enactment of new budget authority for a fiscal year before FY 1987. Outlines terms for a contract to carry out such study.

Merchant Marine Defense Service Recognition and Medals Act - Authorizes the Secretary of Transportation to award decorations and insignia to members of the U.S. Merchant Marine performing meritorious acts or distinguished service. Permits such honors to be of the same design as other comparable military honors. Authorizes the Secretary to cite any U.S. ship for outstanding or gallant acts. Permits the awarding of plaques for the ships and ribbons to the personnel. Authorizes the Secretary to provide a flag and grave markers for merchant mariners who served the United States or its allies in periods of conflict. Establishes criminal penalties for the unauthorized manufacture or display of these awards or decorations. Repeals the Merchant Marine Medals Act.

National Security Reform Act of 1985 - Directs the President to appoint a commission to examine and report to the Congress within 90 days of enactment of this Act on the impact of the Freedom of Information Act (FOIA) on U.S. counterintelligence activities and to recommend appropriate changes to the FOIA to protect U.S. security while ensuring the civil liberties of U.S. citizens. Limits the number of diplomats and agents within the United States from a foreign country to a number equal to the number of U.S. diplomats and agents in that foreign country. Directs the Department of Defense to conduct random counterintelligence-scope polygraph examinations to assist in determining the eligibility of any individual for access to any classified information. Grants the agency the right to determine eligibility or ineligibility for access to classified information. Authorizes appropriations to upgrade polygraph training capability. Prohibits using the polygraph results as the sole basis for denying eligibility for clearance of access to any classified information. Authorizes denying or withdrawing clearances of persons who refuse to submit to polygraph examinations. Amends the Uniform Code of Military Justice to restrict the death penalty for an act of espionage in peacetime to cases involving the Soviet Union or any other communist country and where the documents or information involved is classified. Imposes a mandatory life term of imprisonment for espionage involving the Soviet Union or any other communist country. Prohibits any probation or suspension of sentence for individuals convicted of espionage involving the Soviet Union or other communist country, and denies such individuals any opportunity for parole.

Authorizes the Korean War Memorial, Inc., to erect a memorial on public grounds in the District of Columbia, or its environs, to honor members of the armed forces who served in the Korean War. Directs the Secretary of the Interior to select, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, a suitable site for such memorial. Subjects the design and plans for the memorial to the approval of the Secretary, the National Commission of Fine Arts, the National Capital Planning Commission, and the American Battle Monuments Commission. Declares that, except for the land authorized for such memorial, no moneys or property belonging to the United States, the District of Columbia, or any State or local government shall be expended for the erection of such memorial. Terminates the authority for the erection of such memorial unless: (1) erection commences within five years of the enactment of this resolution; and (2) sufficient funds are available. Holds the Secretary responsible for the maintenance and care of the memorial and its grounds.

Forgotten Widows and Survivor Benefits Improvements Act of 1985 - Amends armed forces annuity payment provisions to provide that $165 a month shall be the minimum benefit payable to a surviving spouse eligible for such annuity. Provides that any amount in excess of $165 of an annuity payment shall be considered income under laws administered by the Veterans Administration. Provides the same monthly annuity to certain widows and widowers of persons who became entitled to retired or retainer pay before their deaths before a certain date, or chose not to provide their spouse with an annuity and died before a certain date. Prohibits a monthly annuity from being reduced to less than $165 a month when such annuity is reduced because there is no longer a dependent child or the widow or widower attains age 62.

Amends the National Security Act of 1947 by adding a new Title V entitled Classification and Declassification of National Security Information. Directs the President to issue binding regulations which provide for the classification of information in the interest of national security. Sets forth and defines three levels ("Top Secret," "Secret," and "Confidential") by which national security information shall be classified. Grants authority to originate the classification of material only to the President, agency heads, such officials as the President may designate, or subordinates of such officials designated by them to have such authority. Requires designations of such original classification authority to be kept to the smallest number practicable. Identifies information required to be considered for classification, including any information which if disclosed could cause identifiable damage to the national security. Requires information to remain classified as long as national security requires, and to be declassified as soon as national security permits. Allows U.S. citizens or permanent resident aliens to request a review of specifically-identified classified information to determine whether such information may be declassified and released. Prohibits the classification of information in order to: (1) conceal violations of law, inefficiency, or administrative error; (2) prevent embarassment to a person, organization, or agency; (3) restrain competition; or (4) prevent or delay the release of information which does not require protection in the interest of national security. Declares that nothing in this Act shall affect any requirement made under the Atomic Energy Act of 1954, or any responsibilities of the President under article II of the Constitution. Exempts classified material from the mandatory disclosure provisions of the Freedom of Information Act. Amends the National Security Act of 1947 to add a new Title VI entitled Safeguarding Classified Information. Directs the President to issue binding regulations which provide for the safeguarding of information classified pursuant to title V. Requires the President of the Senate and the Speaker of the House of Representatives to issue rules governing the protection of such information furnished to the Congress, and the Chief Justice of the United States to issue similar rules on such information furnished to the Federal courts. Outlines provisions to be included in the orders or regulations issued by the President. Unauthorized Disclosure of Classified Information Act of 1985 - Adds a new Title VII entitled Unauthorized Disclosure of Classified Information to the National Security Act of 1947. Provides criminal penalties for the disclosure or attempted disclosure of classified material to any unauthorized person. Prohibits prosecution unless the Attorney General of the United States and the appropriate department or agency head certify such information to have been lawfully classified at the time of such disclosure.
