Directs the Secretary of Defense to provide a special services program for the morale, recreation, welfare, and mental, physical, and cultural improvement of personnel of the Armed Forces and to employ the personnel necessary to carry out the program. Provides that to the maximum extent possible special services employees shall be paid from funds appropriated for the purpose of payment of their rates of basic pay. Provides that special services employees who have had at least three years on nonappropriated funds and have an eligible rating on appropriate civil service registers and are recommended by authorities of the employing agency, may transfer to a position of the same level of duties and responsibilities in the competitive civil service and be placed in the appropriate grade of the General Schedule at basic pay rates. Directs the United States Civil Service Commission to issue regulations to carry out the purposes of this Act in behalf of special services personnel of the Armed Forces.

Establishes the National Commission on the Prevention of Raw Material Shortages within the legislative branch of Government. States that the duties of the Commission shall be to investigate and report to the Congress on the raw materials which the United States presently imports at the rate of 10 percent or more of annual consumption, those raw materials which are likely to be imported at such rate by 1985, and any other raw materials which in the judgment of the Commission may become in short supply sufficiently by 1985 to seriously affect realization of national economic goals of the United States. Requires such report to include an analysis of: (1) the possiblity of the supply of such raw materials being disrupted by shortage in supply or the actions of countries or companies engaged in the production or transportation of such raw materials; (2) the probable economic impact of shortages in such raw materials; (3) the availability of substitute materials for such raw materials, the economic impact of such substitution, and the research in progress which could result in the increased availability of substitute materials; (4) actions and policies of companies involved in the supply and distribution of such raw materials to determine if these actions and policies will increase the available supply of such raw materials; and (5) the policies, laws, and actions of the United States Government to determine whether they are consitent with the national policy of anticipating and avoiding shortages in such raw materials. States that such report shall make recommendations for changes in laws which affect scientific research, foreign trade, taxation, raw material exploration, government procurement, national economic policy, national environmental policy, and any other domestic or foreign policy of the United States Government affecting supply of such raw materials. Requires such report to be made to the Congress of the United States within two years of the establishment of the Commission. Specifies the composition of the Commission and the powers of its members and agents. Gives the Commission the power to hold hearings and to issue subpoenas compelling the attendance and testimony of witnesses and the production of any evidence that relates to any matter under investigation by the Commission. Allows the Commission to obtain official data from any department or agency of the United States to carry out the provisions and purposes of this Act, to accept gifts, and to use the mails in the same manner and upon the same conditions as other Federal agencies. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Survivors Dependency and Indemnity Compensation Act - Increases the rates of dependency and indemnity compensation to widows of veterans by sixteen percent. Authorizes dependency and indemnity compensation for a survivor of any veteran released from the service with a disability permanent and total in nature. Provides that survivors of an eligible veteran whose subsequent release from active duty developed a service-connected disability, permanent and total in nature, are eligible for dependency and indemnity compensation if the veteran had that rating for at least 20 years prior to his death.

Mustering-Out Payment Act - Authorizes mustering-out payments for specified members discharged from the Armed Forces after August 4, 1964. Provides for such payments in the amount of $400 for such members who performed active duty for ninety days or more and who served outside the continental limits of the United States. Provides for such payments in the amount of $250 for those whose duty was served within the continental United States. Specifies members of the Armed Forces ineligible for such payments because of voluntary discharge to accept employment, inactive status, a period of duty solely as a student, service performed for the purpose of entry to a service academy, or service solely as a cadet at a service academy. Repeals the provisions of the Defense Production Act of 1950 (50 U.S.C. App. 2094), authorizing loans to private business for defense purposes and loans to private business and government agencies for purchase of raw materials and installation of equipment. Directs the Secretary of the Treasury to cancel the outstanding balance of all unpaid notes issued to the Secretary for such loans, together with interest accrued and unpaid. States that at the close of each fiscal year there shall be deposited into the Treasury as miscellaneous receipts, from any amounts appropriated under this Act, an amount which the Secretary of the Treasury determines necessary to provide for the payment of any interest accrued and unpaid under this Act.
