Reduces the duration of marriage eligibility requirement under the Survivor Benefit Plan from two years to one year. Authorizes members of such plan to elect to provide an annuity for dependent children but not a spouse. Makes retired pay deduction provisions under such plan inapplicable during any month in which there is no eligible spouse beneficiary.

Veterans and Dependents Psychological Readjustment Assistance Act - States that for purposes of this Act the term "veteran" means any person who served in the active military service since August 10, 1964, who was discharged under conditions other than dishonorable, and who is in need of the services provided under this Act because of performance of such service, because of a service- connected disability, or because of problems attributable to or caused by readjustment from such service. Directs the Administrator of Veterans' Affairs to carry out a program for the treatment, readjustment, and rehabilitation of veterans and their dependents who are experiencing psychosocial readjustment problems as a result of military service, or as a result of problems evolving from readjustment from such service. States that such program shall include such psychiatric, psychological, and counseling services as may be necessary to provide for the successful treatment of the veteran or dependent. Allows such services to be provided outside Veterans' Administration facilities under certain circumstances. Directs the Administrator to conduct or contract for comprehensive studies of the psychological and sociological effects of the Vietnam war upon veterans and their dependents. Stipulates that participation in the program established by this Act shall be completely voluntary and shall not be a prerequisite to receipt of any other veterans' services. (Adds 38 U.S.C. 620A)

Prohibits the assignment of active-duty personnel to positions in which a civilian employee could be utilized unless such individual possesses minimum professional qualifications and no civilian employee with qualifications equal or superior to those of such person is available for such position. Veterans' Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases generally specified dollar amounts paid to eligible disabled veterans by the Veterans' Administration. Makes an additional payment available to veterans having a wife or child who is helpless or blind, or so nearly helpless or blined as to need or require the regular aid and attendance of another person. Title II: Survivors Dependency and Indemnity Compensation - Increases generally specified dependency and indemnity compensation amounts paid to widows of eligible veterans and to children of deceased veterans not leaving a widow. Directs the Administrator of Veterans' Affairs to carry out a detailed study of the dependency and indemnity compensation program. Title III: Other Disabled Veterans' Program Improvements - Increases the clothing allowance for specifified disabled veterans. Increases the maximum amount of mortgage protection life insurance the Administrator may issue for disabled veterans. Allows the Administrator to provide automobile adaptive equipment to disabled veterans from all wars rather than just wars since World War II. Authorizes the Administrator to pay the cost of transportation of deceased veterans who had service-connected disabilities to a national cemetery for burial. Title IV: Miscellaneous and Technical Amendments and Effective Date Provisions - Makes miscellaneous and technical amendments to title 38 (Veterans' Benefits) of the United States Code. Makes the provisions of this Act effective October 1, 1976.

Veterans Omnibus Health Care Act

Veterans Omnibus Health Care Act - Title I: General Veterans Health Care and Department of Medicine and Surgery Amendments - Requires cost studies to determine the actual cost of travel to or from Veterans' Administration health facilities incurred by veterans. Provides for the inclusion of transportation and incidental expenses within the term "domiciliary care" for purposes of such care reimbursed by the Veterans' Administration for veterans unable to defray the expense of transportation. Sets presumptions related to disability for veterans interred as prisoners of war. Specifies that the disability of a veteran interred for more than six months as a prisoner of war shall be deemed to have been incurred in active service under specified conditions. Sets eligibility standards for veterans under which the Administrator of Veterans' Affairs is authorized to furnish readjustment professional counseling and to make psychological assessments. Authorizes the Administrator to contract for rehabilitative services through private industry or other sources outside the Veterans' Administration in providing for therapeutic work for remuneration for patients and members of the Armed Services in Veterans' Administration health care facilities. Establishes as a revolving fund in the Treasury the Veterans' Administration Special Therapeutic and Rehabilitative Activities Fund to maintain operating accounts to serve rehabilitative activities under this title. Provides for preventive health care services for veterans with service-connected disabilities. Institutes procedures for the protection of patient rights of veterans. Directs the Administrator to prescribe regulations establishing procedures to ensure that all medical and prosthetic research carried out shall be carried out only with the full and informed consent of the patient or his representative. Provides for the confidentiality of medical records pertaining to veterans covered by this Act. Prohibits Veterans' Administration health care facilities from discriminating against alcohol and drug abusers suffering from medical disabilities in admission or treatment. Title II: Veterans Drug and Alcohol Treatment and Rehabilitation Amendments - Veterans Drug and Alcohol Treatment and Rehabilitation Act - Finds alcoholism and alcohol abuse to be among the most pervasive untreated diseases and disabilities afflicting the United States. Declares that the onset of such conditions often occur during military service. Directs the Administrator of Veterans' Affairs to carry out specialized medical programs providing inpatient treatment and rehabilitative services on a nationwide basis to eligible veterans suffering from alcoholic disability. Provides for special medical treatment and rehabilitative services for drug dependence or drug abuse disabilities. Authorizes the Administrator to furnish special medical treatment and rehabilitative services and domiciliary care to any veteran with a drug abuse disability. Directs the Administrator to give priority to community-based, multiple-modality treatment programs in furnishing treatment under this title. Title III: Medical Technical and Conforming Amendments - Veterans Medical Technical and Conforming Amendments - Authorizes the Administrator to furnish hospital care which he determines is needed to a veteran of any war or of service after January 31, 1955, for a non-service-connected disability if he is unable to defray the expenses of necessary nursing home care. Makes various technical and conforming amendments relating to medical care for veterans.

Directs the Secretaries of the various Armed Forces to establish discharge review boards and panels and to geographically disburse such panels on the basis of population concentrations of discharge applicants. Provides for the traveling of such panels to areas where a reasonable number of applications for review have been filed. Directs the discharge review boards and panels to review any discharge or dismissal from the Armed Forces granted under other than fully honorable conditions (including "general" discharges) upon their own motion or upon the request of the former member or his representatives. Directs the review board or panel to determine whether such discharge was fair and equitable, or in the interest of justice, by standards current at the time of review, taking into consideration all the circumstances of the case. Directs the Secretary of Defense to establish guidelines and directives to be followed by the review boards and panels including specified mitigating and extenuating circumstances. States that the presence of strong mitigating factors shall normally warrant the upgrading of an other than fully dishonorable discharge to an honorable discharge, unless offset by serious aggravating factors which have a direct relationship to the issuance of the other than fully honorable discharge. Authorizes a review board or panel to issue an honorable discharge (limited) to individuals who were discharged under less than honorable conditions if such individuals have rehabilitated themselves and their conduct, activities and habits since being granted original discharge have been exemplary. States that such new discharge certificate shall be the same as a fully honorable discharge for all records and information pertaining to the individual. States that no benefits under any laws shall automatically be afforded to any individual issued an honorable discharge (limited) unless he would have been entitled to such benefits under his original discharge or dismissal. Sets forth the procedures which review boards and panels must follow regarding review hearings. States that in clear cases of need, the Government shall provide such legal counsel or assistance as may be necessary to insure that an applicant is competent to present his claim for review. Directs the Secretary of Defense to carry out a public information program designed to inform former members of the armed services of the new discharge review program provided for by this Act. Requires the Secretary of the services concerned to prepare a semiannual report on the functions, problems, and accomplishments of the review boards and panels established under this Act. (Amends 10 U.S.C. 1553)

Veteran and Survivors Pension Adjustment Act - Title I: Extension of Certain Interim Adjustments of Pension and of Dependency and Indemnity Compensation Rates until January 1, 1977 - Makes permanent the prior temporary increases in veterans' pensions, pensions of surviving spouses of veterans, the aid and attendance allowance, the annual income limitations for veterans, and dependency and indemnity compensation. Title II: Veterans' and Survivors' Pensions - States that a person shall be considered totally and permanently disabled for purposes of veterans benefits if he becomes unemployable after age 65. Increases the amount of pensions for veterans with non-service-connected disabilities. Provides that when a veteran with a non-service-connected disability, who is ineligible for a pension solely for the reason that his annual income exceeds the maximum income limitation, is in need of aid and attendance he shall be entitled to an allowance not to exceed specified amounts. Increases the amount of non-service-connected disability pensions by 25 percent when the veteran reaches the age of 80. Changes the amounts by which the pensions of widows and children are reduced in relation to the survivor's income. Title III: Dependency and Indemnity Compensation for Parents - Increases the maximum income limitations for dependency and indemnity compensation for parents of veterans. Title IV: Miscellaneous and Effective Date Provisions - Authorizes the head of any Federal agency or department to provide such information to the Administrator of Veterans' Affairs as he needs to determine the eligibility of individuals for veterans' benefits. States that titles II and III of this Act shall take effect January 1, 1977.

Veterans and Dependents Psychological Readjustment Assistance Act - States that for purposes of this Act the term "veteran" means any person who served in the active military service since August 10, 1964, who was discharged under conditions other than dishonorable, and who is in need of the services provided under this Act because of performance of such service, because of a service- connected disability, or because of problems attributable to or caused by readjustment from such service. Directs the Administrator of Veterans' Affairs to carry out a program for the treatment, readjustment, and rehabilitation of veterans and their dependents who are experiencing psychosocial readjustment problems as a result of military service, or as a result of problems evolving from readjustment from such service. States that such program shall include such psychiatric, psychological, and counseling services as may be necessary to provide for the successful treatment of the veteran or dependent. Allows such services to be provided outside Veterans' Administration facilities under certain circumstances. Directs the Administrator to conduct or contract for comprehensive studies of the psychological and sociological effects of the Vietnam war upon veterans and their dependents. Stipulates that participation in the program established by this Act shall be completely voluntary and shall not be a prerequisite to receipt of any other veterans' services. (Adds 38 U.S.C. 620A)

Provides that in the case of the withdrawal of approval of a program of education or training in progress in which the eligible veteran or eligible person is enrolled at the time of withdrawal or approval, the Administrator must: (1) inform such veteran or person in writing of the decision to withdraw approval not less than 60 days before the discontinuance or reduction of educational allowance payments; (2) restore to such veteran or person all educational benefit entitlement exhausted in the pursuit of that program of education or training; and (3) provide for professional counseling for the purpose of assisting such veteran or person in selecting an approved alternative program. Provides that in the case of withdrawal of approval of an institution of higher learning in which the eligible veteran or eligible person is enrolled at the time of withdrawal of approval, the Administrator must: (1) inform such veteran or person in writing of the decision to withdraw approval not less than one year before the discontinuance or reduction of educational allowance payments; (2) restore to such veteran or person all educational benefit entitlement exhausted during the period of certification for which payment of educational allowance was terminated, unless such termination occurs on the last day of such period, and (3) provide for professional counseling for the purpose of assisting such veteran or person in selecting, or transferring to, an approved institution offering a program similar to the educational pursuits of the veteran or person. Extends the period of eligibility during which qualified disabled veterans may be afforded vocational rehabilitation from June, 1975, to such time as is determined by the Administrator of Veterans' Affairs to be necessary for each such veteran based upon the veteran's disability and need for vocational rehabilitation. States that the Administrator shall not approve the enrollment of veterans or dependents eligible for educational assistance in any independent study program except one leading to a standard college degree. Places specified limits on the furnishing of financial support to veterans or dependents enrolled in independent study programs leading to a standard college degree. States that payment of educational assistance shall not be made to: (1) any eligible veteran or person for auditing a course; (2) any eligible veteran or person for a course for which the grade assigned is not used in computing the requirements for graduation, including a course from which the student withdraws unless there are mitigating circumstances beyond his control; and (3) any eligible veteran or person for pursuit of the correspondence portion of a combination correspondence-residence course leading to a vocational objective. States that the Administrator shall not approve the enrollment of an eligible veteran or eligible person in any course offered by: (1) a public or other tax-supported institution where the branch or extension is located outside of the area of the taxing jurisdiction providing support to such institution; or (2) a proprietary institution where the branch or extension is located beyond the normal commuting distance of such institution, if such course has been in operation for less than two years.
