Congressional Foreign Policy and National Security Analysis Act - Declares it to be the finding of Congress that, in view of the increased scope and complexity of foreign and national security affairs, it is necessary for Congress to have a source of professional and unbiased studies, analyses and evaluations of such affairs. Establishes the Congressional Office of Foreign Policy and National Security Analysis, which Office shall be composed of a Foreign Policy and National Security Analysis Board, and a Director. States that the Board shall consist of four members of the Senate, four of the House of Representatives and the Director. Gives the Board subpena powers. States that the Director shall be appointed by the Board for a five year term, and provides for the appointment of a Deputy Director. Declares it the duty and function of the Office to provide the Congress in-depth, professional studies, analyses, and evaluations of major problems, issues, activities, and programs in the areas of foreign affairs and national security, and to undertake such additional associated activities to assist the Congress as the Board may direct. Directs the Office to establish a Foreign Policy and National Security Analysis Council to review and make recommendations to the Board on its activities. States that the Council shall be composed of ten members of the public, appointed by the Board for five year terms. Authorizes the Director of the Office to obtain information from all other Congressional agencies.

Vietnam Era Reconciliation Act - Provides immunity from prosecution and punishment to those persons who because of disapproval of the military involvement of the United States in Indochina during the period covering January 1, 1961, and ending May 1, 1975, resisted the draft, were absent from the Armed Forces without leave, or disobeyed an order, which order if obeyed could reasonably have led to the death of another human being. Directs that persons convicted of such offenses and who are serving, or have served, a prison sentence or other punishment shall be released from prison and from other punishment, and any remaining portion or terms of punishment shall be deemed to have been served. Provides that a person who is serving a sentence as a result of the above offenses and is also serving a sentence for an offense not covered by this Act shall be released only from that portion of his sentence specifically applied to offenses covered by this Act. Provides that persons serving a term of reconciliation service, pursuant to Presidential Proclamation 8313, of September 16, 1974, may be released from such service and the remaining portion may be waived. Directs that legal proceedings instituted as a result of offenses covered by this Act be dismissed. Requires all records and information relating thereto to be expunged from all Government department and agency files, records and correspondence. Provides that any person who is eligible for relief under this Act shall be granted a certificate of resignation without condition from the Armed Forces. States that no person shall be denied any statutory or constitutional right because of any crime for which relief is granted by this Act. Exempts from that provision of the Immigration and Nationality Act which denies admission to the U.S. to any person who left the country to avoid military service, any former citizen of the U.S. who makes a sworn statement to an appropriate official of the Immigration and Nationalization Service to the effect that he renounced citizenship because of disapproval of military involvement of the United States in Indochina. Authorizes the appropriation of such sums as may be necessary to carry out the provisions of this Act.

Provides for the recomputation of military retirement benefits. Provides that a member or former member of a uniformed service: (1) who is 60 years of age or older, and is retired for reasons other than physical disability, whose disability is finally determined to be of a permanent nature and less than 30 percent under the disability rating system, and is entitled to retired pay computed under the rates of basic pay in effect before January 1, 1972; or (2) who is entitled to retired pay for physical disability, whose disability was finally determined to be of a permanent nature and at least 30 percent under the schedule of rating disabilities, and whose retired pay is computed under rates of basic pay in effect after October 11, 1949, and before January 1, 1972, is entitled to have that pay recomputed upon the rates of basic pay in effect on January 1, 1972.

War Resisters Exoneration Act - States that notwithstanding any other provision of law, general amnesty is hereby granted to any person for violation of one or more of the laws enumerated in this Act or regulations and policies promulgated pursuant thereto, if such violation was committed between January 4, 1961, and November 22, 1974. Provides that such amnesty is automatic, and no application to the Amnesty Commission or any other agency is necessary to effectuate it. Sets forth a list of laws to which this Act shall apply, including sections of the Military Selective Service Act and the Uniform Code of Military Justice. States that the effect of the general amnesty granted by or under this Act, shall be to: (1) restore to the grantee all civil, political, citizenship, and property rights which have been or might be lost, suspended, or otherwise limited as a consequence of such violation; (2) immunize the grantee from criminal prosecution for such violation; (3) expunge all notation relating to such violation from the records of law enforcement agencies and cause an appropriate entry to be made in relevant public records; (4) require the granting of an honorable discharge to any person who received a discharge other than an honorable discharge from the Armed Forces if such violation was solely the cause, or a substantial cause, of the granting of such other than honorable discharge; (5) require that the honorable discharge from the Armed Forces granted by subsection (4) of this section contain no indication of any kind of the reason for the discharge; and (6) nullify all other legal consequences of such violation and entitle the grantee to indicate in any manner that such violation never occurred. Establishes the Amnesty Commission to grant general amnesty to any individual who, during the period beginning January 1, 1961, and ending on November 22, 1974, violated any Federal law or State or local law if the Commission finds that: (1) such violation was in substantial part motivated by the individual's opposition to, or protest against, the involvement of the United States in Indochina; and (2) the individual was not personally responsible for any significant property damage or substantial personal injury to others in the course of his violation of any such law. Provides that in any case in which the Commission finds that an individual was personally responsible for significant property damage or substantial personal injury to others in the course of his violation of any such law, the Commission shall grant amnesty if it finds that such conduct was justifiable on the basis of a moral or ethical belief deeply held by the individual. States that, upon petition to any district court of the United States, by petitioner or a legal representative, the United States citizenship of any former citizen who states that he renounced such citizenship or became naturalized in a foreign country, solely or partly because of disapproval of involvement of the United States in Indochina shall be fully and unconditionally restored. Authorizes appropriations of such sums as are necessary to carry out the purposes of this Act.

Provides that, except as provided in this Act, the decisions of the Administrator of Veterans' Affairs on any question of law or fact concerning a claim for benefits or payments shall be final and conclusive. States that in the event of a disagreement with respect to any claim on account of disability or death (including peacetime veterans resulting from disease or injury incurred or aggravated in line of duty, within 12 months after discharge if he or she is disabled by disease then it is presumed that such disease was prevalent at time of discharge) an action may be brought against the United States and jurisdiction is conferred upon such courts to hear and determine all such controversies. Limits institution of any such claim to within two years from the date of notice by the Administrator of his determination with respect to such claim or within two years after the date of enactment of this Act, whichever date is the later. Provides that, notwithstanding the provisions of the Act to provide that the unexplained absence of any individual for seven years shall be deemed sufficient evidence of death for the purpose of laws administered by the Veterans' Administration, a finding of death made by the Administrator shall not be final and conclusive in an action brought under this Act.

Uniformed Services Retirement Modernization Act - States thatu, under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is discharged or released from active duty and who has completed at least five but less than twenty years of service immediately before that discharge or release is entitled to a readjustment payment if: (1) his discharge or release from active duty is involuntary; (2) he was not accepted for an additional enlistment for which he volunteered; or (3) he was not accepted for an additional tour of active duty for which he volunteered. States that such a member is entitled to a readjustment payment equal to five percent of the product of twelve times the monthly basic pay to which he was entitled at the time of his discharge or release from active duty multiplied by his years of service. Provides that such provisions shall not apply to a member who: (1) is discharged or released from active duty at his request; (2) is released from active duty for purposes of training; (3) upon such discharge or release from active duty is immediately eligible for retired or retainer pay based entirely on his military service; or (4) is discharged or released from active duty under conditions which the Secretary concerned determines do not warrant payment of readjustment pay. States that under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is discharged or released from active duty, and who has completed at least five, but less than twenty, years of service immediately prior to such discharge or release from active duty, is entitled to deferred retired pay at age sixty or a lump-sum payment in lieu thereof. Permits a member of an Armed Force to defer an election under this Act, and to instead elect at any time prior to reaching age sixty. Stipulates that, under regulations prescribed by the Secretary of Defense, a member of an Armed Force who is voluntarily discharged or released from active duty, and who has completed immediately prior to such discharge or release from active duty at least ten, but less than twenty, years of service is entitled to deferred retired pay computed when he becomes sixty years of age. Permits a person who is qualified for retirement under more than one provision of law to be entitled to retired pay under that provision which is most favorable to him. Allows a member of an Armed Force who is advanced to a higher grade on the retired list to recompute his monthly retired pay. Provides that a member of an Armed Force who has been retired other than for physical disability, and who while on active duty incurs a physical disability of at least thirty percent for which he would have otherwise been eligible for retired pay, shall be entitled to such retired pay upon his release from active duty. Sets forth a schedule for computing years of service, monthly retired or retainer pay base, and monthly retired pay base with physical disability. Sets forth retirement provisions for the Coast Guard, Coast and Geodetic Survey commissioned officers, and Public Health Service officers.

Provides that such investigation shall include an examination of the need for additional international inspection teams to determine whether there are servicemen still held as prisoner of war. Authorizes the Committee to hold hearings, issue subpenas, and maintain a staff as necessary to carry out its responsibilities under this resolution. Directs the committee to report to the House the results of its investigation no later than one year after adoption of this resolution. Provides that the committee's authority shall expire 30 days after the filing of such report. Directs that the expenses of the select committee shall be paid from the contingent fund of the House of Representatives upon vouchers signed by the Chairman.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits as prescribed in this Act.

Expresses the sense of Congress that the Secretary of Defense, in administering Public Law 94-11 which appropriates foreign assistance for fiscal year 1975, include in the $300,000,000 foreign military credit sales appropriated to assist the State of Israel, F-15 fighter planes, electronic countermeasures, and other sophisticated weapons necessary to insure the continued viability of Israel.
