National Medical Injury Compensation Insurance Act - Adds to the Public Health Service Act a Title XVIII: ' National Medical Injury Compensation Insurance. Directs the Secretary of Health, Education, and Welfare to establish and implement a program of professional liability insurance to health care providers who choose to participate. Requires the Secretary to enter into contracts with health professionals and health care institutions to provide insurance coverage including: (1) insurance for health care providers against loss resulting from tort liability; and (2) no-fault benefits for patients or survivors of patients injured by insured health care providers. Establishes within the Treasury a Medical Injury Compensation Insurance Fund supported by premiums paid by the insureds, and appropriations from general funds. Sets forth conditions of eligibility for such insurance, and procedures for the payment of benefits.

Cancer Prevention Act - Amends that part of the Public Health Service Act which established the National Cancer Institute of the National Institutes of Health in order to provide for an expanded research program for the prevention of environmental and occupational cancer. Requires the Director of the Institute to study the feasibility of establishing an integrated national data base which would: (1) assist Federal, State, and other agencies in locating persons exposed to carcinogens and referring such persons to appropriate health agencies; and (2) facilitate studies of the effects of suspected carcinogenic substances on human beings. Directs the Director, in cooperation with industrial and governmental bodies and agencies, to establish programs in diagnosis, prevention, and treatment of cancer, including programs to identify and screen populations having a high risk of cancer because of occupational or environmental exposure to known or suspected carcinogens. Requires the Director to assist Federal agencies in the conduct of research directed at identifying environmental and occupational causes of cancer. Requires the Director to annually publish a report listing all known or suspected carcinogens to which a significant number of persons residing in the United States are exposed, and evaluating the existing regulatory controls designed to reduce or eliminate exposure to carcinogens. Revises the composition of the National Cancer Advisory Board.

Veterans Health Care Amendments Act

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service-connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less-than-honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Secretary of Health, Education and Welfare and the Administrator to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

Authorizes the appropriation of a specified percentage of Federal taxes collected on alcohol to finance such assistance. Allots such fund among the States. Requires any individual or organization desiring to receive funds to submit an annual application for approval by the Secretary. Makes applicants approved by the Secretary eligible to receive grants from the State allotment.

Confidentiality of Medical Records Act - Prohibits an officer, employee, or agent of the United States or of any Professional Standards Review Organization from inspecting or requiring the disclosure of any individually identifiable medical records unless: (1) the individual (or his agent) who is the subject of the records authorizes inspection or disclosure; (2) such inspection or disclosure is made upon the request of a State official who is authorized under State law to inspect or require the disclosure of such records or of the chief public health official of a State if such official is not specifically prohibited from inspecting or requiring the disclosure of such records under State law; (3) such inspection or disclosure is necessary to meet a medical emergency which poses an immediate threat to human life. Exempts from the coverage of such Act medical records relating to care paid for or provided by an agency of the United States to the extent inspection or disclosure of such records is required: (1) by medical personnel to provide such medical care; (2) by a Professional Standards Review Organization to carry out its review of medical services; (3) to verify payment for medical care; or (4) to investigate or prosecute fraud or abuse in the provision of, or payment for such medical care. Exempts further such medical records to the extent that inspection or disclosure of such records is authorized under Title 10 (Armed Forces) and 38 (Veterans' Benefits) of the United States Code or is required pursuant to a lawful court order or subpoena. Authorizes inspection or disclosure of an individual's medical records only if he (or his agent), in a signed and dated statement, (1) authorizes such inspection or disclosure for a specified period of time; (2) identifies the records that may be inspected or disclosed; (3) specifies the purposes for which the records may be inspected or disclosed; (4) specifies the agencies which may inspect the records. Prescribes criminal penalties for intentional violations of such Act and permits injunctive relief for violations or threatened violations.

Amends Title XIX (Medicaid) of the Social Security Act to permit reimbursement to States for payments made to health maintenance organizations in cases where such payments would have previously been prohibited because of the eligibility of a significant percentage of the members of such an organization for medicare payments when it is determined that the health needs of the population affected are best served by such organization.
