Amends the Housing Act of 1964 to extend the rehabilitation loan program for two years. Limits the amount which may be loaned in fiscal year 1976 to $100,000,000. Authorizes the appropriation of $200,000,000 prior to the close of fiscal year 1978 for such programs.

Amends the National Housing Act to extend the homeownership assistance program by one year. Authorizes $200,000,000 to be appropriated for such program. Extends the rental assistance program by one year and authorizes $200,000,000 to be appropriated for such program. Amends the United States Housing Act of 1937 to increase by $650,000,000 the annual contributions contract authority. Requires that not less than 75 percent of the units placed under annual contributions contracts on or after July 1, 1976, shall be constructed or substantially rehabilitated for ownership by public housing. Extends the rehabilitation loan program until 1977. Amends the Housing Act of 1959 to extend the elderly housing program until 1977 and to increase by $800,000,000 the amount to be appropriated for such program. Authorizes $75,000,000 for fiscal year 1977 for the comprehensive planning and management assistance program under the Housing Act of 1954. Amends the Housing and Urban Development Act of 1968 to provide for the appointment of the Federal Insurance Administrator. Extends assistance under the Emergency Homeowners' Relief Act and the Emergency Home Purchase Assistance Act through fiscal year 1977. Amends the United States Housing Act of 1937 to increase construction and rehabilitation of units in connection with the Housing Assistance Payments Program by setting a fair market rent taking into account: (1) construction and interest costs prevalent in the area; (2) trends for increases or decreases during the effective period of such rental; and (3) any statutory or regulatory requirements that affect the cost of the units.

Authorizes the Administrator of Veterans' Affairs to assist any veteran, who has a permanent and total service- connected disability due to the loss, or loss of use, of both extremities in cases of hemiparaplegia, such as to preclude locomotion without the aid of braces, crutches, canes, or a wheelchair, in acquiring a suitable housing unit with special fixtures or movable facilities made necessary by the nature of the veteran's disability, and necessary land therefor. Permits the Secretary of Housing and Urban Development to initiate a civil action to enforce Federal prohibitions against discriminatory housing practices. Allows Federal courts to award private plaintiffs bringing suit out to enforce such prohibitions reasonable attorney fees whether or not such individuals are financially able to bear the cost.

Amends the United States Housing Act of 1937 to increase construction and rehabilitation of units in connection with the Housing Assistance Payments Program by setting a fair market rent taking into account: (1) construction and interest costs prevalent in the area; (2) trends for increases or decreases during the effective period of such rental; and (3) any statutory or regulatory requirements that affect the cost of the units. Extends the period of assistance payments for low-income housing where the dwelling unit is unoccupied, so long as a good faith effort is made to fill the unit and the unit is in compliance with applicable building and housing codes. States that after a 60 day period of inoccupancy the Secretary of Housing and Urban Development will make payments in amounts equal to the debt service attributable to such unit for the duration of that annual contribution contract with the public housing agency. Defines debt service as the required payments for the principal and interest made with respect to a mortgage secured by housing assisted by this Act.

Establishes a task force for the purpose of initiating procedures to be used by the Federal Housing Administration and the Farmers Home Administration in appraising and inspecting homes. Directs the task force to submit a report to Congress within 240 days with respect to the feasibility of having both administrations utilize the same procedures.

Authorizes appropriations of $780,000,000 to carry out the provisions of this Act. Sets forth allocation requirements with respect to the grants. States that in any calendar quarter, 75 percent shall be allocated to metropolitan cities and urban counties, except that the Secretary may establish such percentage as he deems appropriate in view of unemployment and related factors. Requires that unemployment data, determined by the Secretary of Labor, shall be utilized to establish the supplementary grant amounts which will be distributed in any calendar quarter. Stipulates that any metropolitan city or urban county which has been allocated supplementary grant assistance shall submit an application which outlines the proposed job intensive use and demonstrates that the use is consistent with the recipient's community development program.

Housing Authorization Act - Increases the authorization of funds for the following programs administered by the Secretary of the Department of Housing and Urban Development (HUD): (1) housing assistance; (2) comprehensive planning; (3) research; and (4) flood insurance. Authorizes an increase in appropriations for HUD's administrative expenses for fiscal year 1977. Increases mortgage limitations under the National Housing Act homeownership assistance programs. Extends assistance under the Emergency Homeowners' Relief Act and the Emergency Home Purchase Assistance Act through fiscal year 1977. Reallocates community development block grant funds under the Housing and Community Development Act. Amends the Flood Disaster Protection Act of 1973 to exempt from the Act any loan to finance a residence acquired prior to March 1, 1976, or one year following identification of the area which such building is located as a flood hazard area, whichever is later. Sets limitations on the funds available for the Rehabilitation Loan Program of the Housing Act of 1964 for fiscal year 1977. Authorizes appropriations of $500,000,000 to cover losses sustained by the General Insurance Fund under the National Housing Act. Limits Federal coverage of insured loans under coinsurance contracts to only those made by lenders other than State public housing agencies. Provides that interest rates on loans for farm housing will be determined by the Secretary of the Treasury upon request of the Secretary of HUD.

Authorizes the expenditure of $884,000 by the Senate Committee on Banking, Housing and Urban Affairs for inquiries and investigations from March 1, 1976 through February 28, 1977. Allocates $477,000 for studies in specified areas including: (1) banking and currency generally; (2) financial aid to commerce and industry; (3) deposit insurance; (4) the Federal Reserve System; (5) economic stabilization; (6) valuation and revaluation of the dollar; (7) prices of commodities, rents, and services; (8) securities and exchange regulations; (9) credit problems of small business; and (10) international finance through agencies within the legislative jurisdiction of the committee. Directs that not to exceed $249,000 shall be available for investigation of housing and urban affairs. Allows the expenditure of $158,000 for an investigation pertaining to the securities industry. Requires the committee to report its findings and recommendations for legislation to the Senate no later than February 28, 1977. Directs that funds authorized by this Act shall be provided from the contingent fund of the Senate.

States that it is the purpose of this Act to demonstrate the feasibility and effectiveness of homestead programs under which structures owned by cities and localities are turned over to tenant cooperatives for use in providing housing for individuals and families and thereby encouraging cities and localities to establish such a program. Directs the Secretary of Housing and Urban Development to provide for the establishment of no fewer than ten pilot homestead programs. States that half of such programs shall be established in predominantly urban areas, and that half shall be established outside of standard metropolitan statistical areas. Provides for the reimbursement by means of Federal grants-in-aid to cities or localities for tax revenues lost by reason of transfer of housing structures owned by such units to qualified tenant cooperatives for use in homestead programs. Sets forth the requirements for qualification of tax abatement losses with respect to any homestead programs, including the establishment by the Secretary of an overall homestead neighborhood or community revitalization plan and the establishment of a local homestead board. Enumerates minimum standards which must be met to obtain the approval of the Secretary for an overall homestead and neighborhood or community revitalization plan. Establishes procedures for the selection of the local homestead boards. Sets forth the duties and responsibilities of such boards. States that ten percent of the funds available for loans by the Secretary to local communities for the redevelopment, rehabilitation, and conservation of blighted areas shall be available for use exclusively for loans to families participating in the homestead program.

Emergency Tenants' Loan Act - Authorizes the Secretary of Housing and Urban Development to make repayable emergency rent payments on behalf of tenants who are, or will be, subject to eviction proceedings as a result of being unable to make their rental payments by reason of their unemployment or underemployment. States that such payments may not be approved unless: (1) the tenant will be unable to make his rental payments; (2) the tenant has incurred a substantial reduction in income due to adverse economic conditions; (3) there is a reasonable prospect that the tenant will be able to repay the loan made by the Secretary; and (4) the rental property is the tenant's principal place of residence. Allows rental assistance for part or all of the tenant's rent up to $250 per month for a maximum of two years. Provides for interest to be charged according to the tenant's ability to pay but not more than eight percent per year. Requires that the payments be deferred until the tenant is able to pay the loan. Permits the Secretary to require security for the repayment of the loan, but provides that the Secretary may not refuse a loan for lack of security. Authorizes to be appropriated not more than $500,000,000 to carry out the purposes of this Act. Provides that no payments may be authorized after September 30, 1977. Provides penalties for any person obtaining any benefits under this Act through the giving of false information. Requires the Secretary to report to the Congress every 60 days concerning delinquent repayments and actions taken to carry out the purposes of this Act.
