Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to guarantee those obligations incurred by units of local government to finance activities necessary to alleviate a shortage or potential shortage of potable water where the Secretary determines available grant funding is insufficient. Enables such a guarantee to be made even if the application and/or the total outstanding debt of a unit of local government fails to meet statutory requirements. Authorizes the Secretary to accept as security to assure repayment of such guaranteed debt: (1) a commitment by a local government to impose a unit surcharge on water; or (2) other financial resources of a local government.

A bill to amend the National Housing Act to provide mortgage insurance for officers in the Public Health Service.

Urban Park and Recreation Recovery Act

Urban Park and Recreation Recovery Act - Authorizes the Secretary of Housing and Urban Development to establish an urban park and recreation recovery program to provide financial assistance to local governments for rehabilitation of recreation areas and facilities and for development of improved recreation programs. Directs the Secretary to establish: (1) criteria for determining eligibility for assistance under this program; and (2) funding priority criteria for project selection and approval. Requires the Secretary to coordinate this program with the total urban recovery effort and to cooperate with other State and Federal departments and agencies which administer urban programs and policies. Authorizes the appropriation of $170,000,000 for each of the fiscal years 1979 through 1980 to carry out the purposes of this Act, such sums to remain available until expended. Prohibits the use of such funds for the acquisition of land or interests in land.

To provide for a temporary extension of certain Federal Housing Administration mortgage insurance and related authorities, of the national flood insurance program, of the crime insurance and riot reinsurance programs, of certain rural housing authorities, and for other purposes.

Amends the Housing and Urban Development Act of 1970 to extend for 30 days the authority for financial assistance to community development programs. Amends the National Flood Insurance Act to extend the authority: (1) to enter into new flood insurance contracts; and (2) to provide subsidized flood insurance in emergencies. Extends the authority for rural housing programs under the Housing Act of 1949. Amends the National Housing Act to extend the Federal riot reinsurance program and the Federal crime insurance program for 30 days.

Authorizes the Secretary to make payments to redeem neighborhood improvement credits or to stimulate tax credit refunds. Requires the Secretary to establish standards for the qualification of neighborhood self-help organizations and public agencies to redeem credits made available under this Act. Requires the Secretary to report to Congress on the implementation of this Act.

Stipulates that grants made pursuant to this Act shall serve as an incentive to States to implement and execute such strategies, and shall not be used by States to reduce existing levels of State assistance to distressed or declining communities. States that an application for a grant under this Act shall: (1) set forth a comprehensive State community conservation and development strategy; and (2) describe the process used for involving the legislature, the State's communities, and organizations of elected officials in the development of such strategy, and include other specified information. Directs the Secretary to establish the criteria to be used in the evaluation of and the awarding of grants for State community conservation and development strategies. Requires that communities be afforded an opportunity to object to any proposed plans before approval is granted by the Secretary.

Livable Cities Act - States the purpose of this Act to be to further the efforts of urban communities and organizations to revitalize such communities both commercially and culturally. Authorizes the Secretary of Housing and Urban Development to make grants to, or contract with, nonprofit organizations for projects which the Secretary, in consultation with the Chairman of the National Endowment for the Arts, determines will carry out the purposes of this Act and which have substantial artistic, cultural, or urban design merit and represent community or neighborhood initiatives to revitalize such communities. Directs the Secretary and the Chairman to develop criteria for selecting programs to be assisted under this Act. Provides program guidelines and eligibility requirements for assistance under this Act. Authorizes appropriations for such programs for fiscal years 1979 and 1980.

Urban Grant University Act - Amends the Higher Education Act of 1965 to authorize appropriations for, and establish a program of grants to, urban universities for (1) development of urban-oriented educational, research, or service programs; and (2) assistance in carrying out such programs. Establishes a five year comprehensive grant to a university qualifying as an "urban grant university" and establishes criteria for such designation. Creates an Urban University Advisory Council to (1) review, along with the Commissioner of Education, "urban grant university " applications; (2) advise the Commissioner; and (3) make recommendations to the President and to the Congress.

Department of Housing and Urban Development - Independent Agencies Appropriation Act, 1979 - Title I: Department of Housing and Urban Development - Makes the following appropriations for fiscal year 1979: (1) Housing Programs: (a) for annual contributions for assisted housing; (b) for housing for the elderly or handicapped, (c) for housing payments (appropriation to liquidate contract authority), (d) for payments for operation of low-income housing projects; and (e) for the Federal Housing Administration Fund; (2) Government National Mortgage Association: for payment of participation sales insufficiencies; (3) Community Planning and Development: (a) for community development grants, (b) for urban development action grants, (c) for comprehensive planning grants, (d) for the rehabilitation loan fund, and (e) for the urban homesteading programs; (4) Federal Insurance Administration: for flood insurance; (5) Neighborhoods, Voluntary Associations and Consumer Protection: for housing counseling assistance; (6) Policy Development and Research; (7) Management and Administration: Department of Housing and Urban Development; and (8) Funds Appropriated to the President: Federal Disaster Assistance Administration (disaster relief). Urban Recreation Act

Authorizes appropriations for fiscal years 1979-1983 for the grants authorized by this Act. Terminates the authority for new appropriations under this Act on September 30, 1983.
