Agriculture Environmental Stewardship Act of 2017 This bill amends the Internal Revenue Code to allow energy tax credits through 2021 for investments in: (1) qualified biogas property, or (2) qualified manure resource recovery property. The bill also permits new clean renewable energy bonds to be used for such properties. "Qualified biogas property" comprises a system that: (1) uses anaerobic digesters or other specified processes to convert biomass into a gas which is at least 52% methane, and (2) captures the gas for use as a fuel. The term includes property that cleans and conditions the gas for use as a fuel. "Qualified manure resource recovery property" comprises a system that uses specified processes to recover the nutrients nitrogen and phosphorus from a non-treated digestate or animal manure by reducing or separating at least 50% of the nutrients, excluding any reductions during the incineration, storage, composting, or field application of the non-treated digestate or animal manure. The term also includes certain processing equipment. The Department of the Treasury must enter into an agreement with the National Renewable Energy Laboratory for a study of biogas and report to Congress on the study.

M. Gilles Lurton appelle l'attention de M. le ministre d'État, ministre de la transition écologique et solidaire, sur la contribution du transport aérien à la pollution atmosphérique et ses effets sur la santé humaine. En effet, le trafic aérien est producteur d'oxydes d'azote, de monoxyde de carbone, d'hydrocarbures imbrûlés et de composants organiques volatiles. Si les calculs de volume de carburant permettent d'extrapoler le volume des émissions totales et donc l'impact environnemental, les retombées de ces polluants sont difficiles à mesurer du fait de la dispersion dans l'air et peu d'études ont pu faire le point sur l'impact sanitaire. Ainsi, la plupart des études produites à ce jour ne calculent plus les émissions lorsque l'aéronef se situe à plus de 900 mètres d'altitude. Ces particules polluantes sont pourtant dangereuses pour la santé et la très grande fréquence des vols autour des aéroports franciliens, notamment, doit attirer l'attention des pouvoirs publics. Lors de la discussion à l'Assemblée nationale de la loi « Modernisation de notre système de santé » adoptée le jeudi 17 décembre 2015, un amendement proposé par le député Gérard Sebaoun, rapporteur de la loi et sollicitant la remise d'un rapport par le gouvernement au Parlement relatif à la contribution du transport aérien à la pollution atmosphérique et ses effets sur la santé humaine avait été adopté. Ce rapport devait être remis au Parlement dans un délai d'un an à compter de la promulgation de la loi mais à ce jour, il semblerait qu'aucune suite concrète n'ait été donnée à cet amendement. Aussi, il lui demande de bien vouloir lui faire connaître sa position sur la contribution du transport aérien à la pollution atmosphérique et ses effets sur la santé humaine et si il a l'intention d'engager une réflexion sur ce sujet.
