This bill revises and reauthorizes through FY2031 a program that provides financial assistance for rural water systems under the Consolidated Farm and Rural Development Act. Under the existing program, the Department of Agriculture may provide grants to nonprofit organizations that in turn must provide subgrants and loans to individuals for household water well systems or individually owned household decentralized wastewater systems in rural areas. This bill modifies the eligibility requirements for subgrants. To be eligible for a subgrant, an individual must be a member of a household with an annual combined income that is no more than 60% of the median nonmetropolitan household income for the area served by the nonprofit (currently, the state or territory in which the individual resides). The bill also allows a subgrant for a household decentralized wastewater system to include sufficient additional funding to cover the cost of a performance warranty with a duration of at least five years. In addition, the bill allows loans to be awarded to an individual who is a member of a household with an annual combined income that is 60% or more of the median nonmetropolitan household income for the area.

Every Drop Counts Act This bill expands the Bureau of Reclamation's Small Storage Program, which is a grant program for small surface water or groundwater storage projects in certain western states. First, the bill expands the types of projects that are eligible for grants under the program. Specifically, the bill makes a project eligible for a grant if the project (1) has water storage capacity of recharges no less than 200 acre-feet and no more than 150,000 acre-feet on an average annual basis over the life of the project for storage or use; and (2) increases groundwater aquifer storage, conveys water to or recovers water from groundwater storage, and stabilizes groundwater levels. Next, it extends Reclamation's authority to carry out the grant program for another five years.

This bill modifies the Infrastructure Investment and Jobs Act to allow unobligated balances of amounts made available to the Bureau of Reclamation for western water infrastructure to be made available to Reclamation for FY2026-2031 to provide financial or technical assistance for (1) groundwater recharge projects, (2) aquifer storage and recovery projects, or (3) water source substitution for aquifer protection projects.

Western Water Accelerated Revenue Repayment Act This bill permanently authorizes a provision under the Water Infrastructure Improvements for the Nation (WIIN) Act that (1) allows certain water users (e.g., agriculture and municipal water users) in western states to prepay what they owe under contracts with the Bureau of Reclamation for delivering water through a lump sum payment or over a period of three years; and (2) requires a specified portion of the receipts generated from such prepayments be directed to the Reclamation Water Storage Account for the construction of water storage. Such prepayments do not alter certain requirements for the disposition of amounts that are directed by project-specific statutes in effect prior to the passage of the WIIN Act to accounts other than the General Reclamation Fund.

Finish the Arkansas Valley Conduit Act This bill reduces payments that communities within the Arkansas River Valley must pay to the Bureau of Reclamation for the construction of the Arkansas Valley Conduit, a pipeline in Colorado for delivering water from the Pueblo Reservoir to such communities. Specifically, it removes interest payments and extends the repayment period to 100 years.

Snow Water Supply Forecasting Reauthorization Act of 2025 This bill reauthorizes through FY2031 and modifies the Snow Water Supply Forecasting Program of the Bureau of Reclamation. Under the existing program, Reclamation implements activities to improve snowpack measurements used for water supply forecasts in certain western states. The bill directs Reclamation to incorporate, to the greatest extent practicable, information from technologies that provide complete integration of accurate, timely, and spatially complete snowpack measurements and models when determining water supply forecasts or allocations to federal water contractors. Additionally, the bill requires the program's framework to emphasize the deployment of technologies that provide integration of snowpack measuring and modeling. The bill also requires the program's focus—activities that maintain, establish, expand, or advance snowpack measurement and integrated modeling—to place an emphasis on (1) enhancing activities to achieve improved snow and water supply forecasting results that are more responsive to changing weather and watershed conditions, (2) real-time integration of measurement and modeling activities with water supply forecasts, (3) activities in river basins where measurements or modeling can produce snow and water supply data to inform water management decisions, and (4) building the capacity of the program partners to implement and adapt to the new measurement and forecast capabilities.

This bill modifies the Aquifer Recharge Flexibility Act to expand provisions concerning authorizations (e.g., rights-of-way) to transport water across public land administered by the Bureau of Land Management (BLM) for aquifer recharge purposes. Under the Aquifer Recharge Flexibility Act, the holder of existing rights-of-way, easements, permits, or other authorizations to transport water across BLM land may transport the water for aquifer recharge purposes without additional authorization from the Department of the Interior so long as the use does not expand or modify the operation of such authorizations across public land. The bill allows the holders of such authorizations to act not only on behalf of themselves, but also on behalf of states, Indian Tribes, or public entities, to use the existing authorizations for aquifer recharge without additional authorization from the Department of the Interior. Further, the bill states that this use may not be considered an expansion, modification, major federal action, or substantial deviation. Additionally, the bill exempts holders from paying additional rents to the BLM for any use of such authorizations; however, the exemption does not apply to for-profit uses of aquifer recharge or for-profit entities. Finally, holders of rights-of-way or other authorizations must provide notice to the BLM of the intended use of authorization as specified by the bill.

Mid-Atlantic River Basin Commissions Review Act This bill directs the Government Accountability Office (GAO) to review and report on the ethics policies, practices used to communicate with the public, and funding of the Mid-Atlantic River Basin Commissions. These commissions are the Susquehanna River Basin Commission, the Delaware River Basin Commission, and the Interstate Commission on the Potomac River Basin. The GAO must submit a report to Congress on (1) the findings of the review, and (2) any recommendations to increase the transparency or congressional oversight of the commissions. Within 90 days of the GAO submitting its report, and annually thereafter for five years, each commission must submit to Congress a plan detailing actions the commission has taken to comply with the recommendations contained in the GAO's report.

This bill authorizes the U.S. Section of the International Boundary and Water Commission, United States and Mexico (USIBWC) to accept funds to study, design, construct, operate, or maintain wastewater treatment works, water conservation projects, or flood control works, and related structures. The USIBWC is a federal government agency and the U.S. component of the International Boundary and Water Commission, which applies the boundary and water treaties of the United States and Mexico and settles differences that may arise in their application. The USIBWC may not provide credit towards the nonfederal share of project costs, or reimbursement, to nonfederal entities in an amount that exceeds $5 million in any fiscal year. Further, the USIBWC may not accept funds from any nonfederal entity that (1) is domiciled in, headquartered in, or organized under the laws of a foreign country of concern (e.g., China, North Korea, Russia, or Iran); or (2) has in place any agreement with a foreign country of concern. Any funds accepted by the USIBWC must be deposited into the account titled International Boundary and Water Commission, United States and Mexico .

This bill directs the Bureau of Reclamation and the Western Area Power Administration, in consultation with the Glen Canyon Dam Adaptive Management Work Group, to enter into a memorandum of understanding to explore and address the impact that the 2024 record of decision entitled Supplement to the 2016 Glen Canyon Dam Long-Term Experimental and Management Plan Record of Decision has on the Upper Colorado River Basin Fund. The memorandum of understanding must include a plan to (1) address the effects that the decision may have on the fund's obligations, (2) address the impact that the decision has on hydropower production at Glen Canyon Dam, and (3) identify impacts that the decision has had on species listed as threatened or endangered species. By way of background, Reclamation published a Final Supplemental Environmental Impact Statement (SEIS) under the National Environmental Policy Act of 1969 for the Glen Canyon Dam Long-Term Experimental and Management Plan (LTEMP) in 2024. The SEIS revises the 2016 LTEMP Record of Decision to address two issues: (1) responding to the threat of the invasive smallmouth bass below Glen Canyon Dam, and (2) incorporating the latest sediment science to assess when high-flow experiments should be conducted in order to protect the endangered humpback chub.

Water Access Act This bill provides $500 million in FY2027 appropriations to the Department of Health and Human Services for the Low-Income Household Water Assistance Program. The program provides grants to assist low-income households with water and wastewater bills.
