To respond to the Japanese import barrier to rice produced in the United States.

Summary

Prohibits the importation into the United States of certain video recording or reproducing apparatus produced in Japan until Japan removes all quantitative restrictions on imports of U.S. milled rice into such country. Permits modification of such prohibition upon reduction of Japan's barriers to U.S. rice.
