Summary

Latin America Security Promotion Act - Expresses the sense of the Congress that: (1) the President should work with our Latin American allies to institute a two-year regional moratorium on their acquisition of attack, bomber, or fighter aircraft; (2) such moratorium will provide an opportunity for the Latin American governments to begin to negotiate a conventional arms restraint regime that would meet their security concerns without spending scarce economic resources or sparking an arms race; and (3) the President should urge aircraft supplier nations to comply with such moratorium. Prohibits the sale, lease, or other transfer of any attack, bomber, or fighter aircraft to a Latin American country, except during a presidentially determined emergency involving vital U.S. national interests.
