Summary
Requires the Federal Energy Regulatory Commission to apply to solar small power production facilities (and qualifying small power production facilities using solar energy as the primary energy source) the same rules the Commission has prescribed for the encouragement of geothermal small power production facilities (and qualifying small power production facilities using geothermal energy as the primary energy source). Authorizes the Commission to treat such solar facilities differently by regulation from geothermal facilities if it determines that such different treatment encourages the development of solar or geothermal facilities.
