Citizens' Postal Rate Relief Act of 1979 - Prohibits the postal rate for qualified mail matter from exceeding the minimum per piece rate for regular rate third-class bulk mail plus the difference between the rate for ordinary single-piece first-class mail and the discounted rate for such mail when presorted.
