To amend title 31, United States Code, to require that recipients of Federal payments have the option to receive such payments by electronic funds transfer or by check.

Amends Federal law to require the head of a Federal agency to honor a written statement by the recipient of Federal compensation or retirement payments that the recipient does not wish to receive such payments by electronic funds transfer.
