Summary

Prohibits, during the 18-month period beginning on the date of enactment of this Act, the implementation of a rule proposed by the Federal Emergency Management Agency relating to the declaration process, eligibility for assistance, and non-Federal responsibility for major disasters under the Disaster Relief Act of 1974. Directs the Comptroller General to study and report to the Congress on the effect the proposed rule would have on the ability of State and local governments to respond to major disasters.
