Summary

Commends the President and the Secretary of State for their diplomatic initiative whereby representatives of the Governments of the United States, the Soviet Union, Portugal, the People's Republic of Angola, and the Union for the Total Independence of Angola met on December 31, 1990, with the goal of achieving a multiparty democracy in Angola. Supports the six principles agreed to in the talks. Expresses hope that the six principles will encourage the Angolan parties to seek an early ceasefire and guarantee free and fair elections at the earliest possible date.
