Requests that the Secretary of the Interior: (1) withdraw the proposed regulations regarding rights-of-way across lands administered by the Bureau of Land Management, the National Park Service, and the U.S. Fish and Wildlife Service; and (2) reissue such proposed regulations for public review and comment only after they have been redrafted to adequately reflect and comply with all pertinent laws, executive orders, rules, regulations, and historical and legal precedents.
