Summary

Eelnõuga mõistetakse hukka Gruusia valitsuse ja võimuerakonna läbi viidud demokraatiavastased sammud, mis Gruusia rahva selge enamuse tahte vastaselt seavad kahtluse alla Gruusia euroatlantilise kursi. Saadikud osutavad eelnõus, et vaatamata laialdastele protestidele, Euroopa Liidu ja Gruusia liitlaste üleskutsetele ja Gruusia presidendi vetole võttis Gruusia parlament 28. mail valitsuspartei Gruusia Unistus häältega vastu välismõju läbipaistvuse seaduse, mis on ajendatud Venemaa Föderatsiooni niinimetatud välisagentide seadusest, mida Putini režiim kasutab kodanikuühiskonna, ajakirjanduse ja poliitilise opositsiooni represseerimiseks. Seletuskirja kohaselt on EL, Euroopa Nõukogu Veneetsia komisjon ja Gruusia kodanikuühiskond kuulutanud seaduse Euroopa Inimõiguste Konventsiooni ning ÜRO kodaniku- ja poliitiliste õiguste rahvusvahelise paktiga vastuolus olevaks, kuna rikub õigusriigi, seaduslikkuse ja proportsionaalsuse, samuti diskrimineerimise keelu põhimõtteid. Eelnõu kohaselt mõistab Riigikogu hukka Gruusia valitsuse ja parlamendienamuse tegevuse välismõju läbipaistvuse seaduse vastuvõtmisel ja ELiga kokkulepitu hülgamise ning kutsub Gruusia parlamenti ja valitsust välismõju läbipaistvuse seaduse viivitamatult tühistama. Samuti kutsub Riigikogu eelnõu kohaselt Gruusia valitsust üles loobuma vägivallast meeleavaldajate, kodanikuühiskonna ja opositsioonipoliitikute vastu, läbi viima seaduslikku uurimist rahulike protestijate kallal vägivalda tarvitanud ametivõimude ja isikute suhtes, kinni pidama lubadusest edendada õigusriiklust ja kaitsta inimõigusi ning ellu viima reforme, mida nõuab Gruusia kodanike valdav enamus ja mis on ELiga liitumise eeltingimuseks.
