Summary
Eelnõu näeb ette keelustada Eestis loomade aretamine ja pidamine üksnes või peamiselt karusnaha saamise eesmärgil. Seletuskirjas märgitakse, et 2015. aasta 26. novembril esitleti Euroopa Parlamendis teadusraportit, mille kohaselt on karusloomafarmide keelustamine ainus lahendus karusnahatööstuses aset leidvate loomade heaolu tõsiste rikkumiste ärahoidmiseks. Raportist nähtub, et karusloomafarme, kus suudetaks metsloomade vajadustele vastu tulla, ei ole olemas. Ka parimad katsed loomade heaolunõudeid järgida ei suuda loomade heaolu tõsta tasemeni, mida enamik inimesi piisavaks peaksid.
