L’article L. 421‑2 du code de l’urbanisme est complété par un alinéa ainsi rédigé :   « La délivrance d’un permis d’aménager, pour les lotissements de surface de terrain à aménager supérieure à un seuil fixé par décret en Conseil d’État s’opère, après examen d’un diagnostic foncier, d’une étude de densification et d’une étude bioclimatique. »
