Après l’alinéa 8, insérer les deux alinéas suivants : II bis  – Après l’article L. 5219‑1 du code général des collectivités territoriales, il est inséré un article L. 5219‑1-1 ainsi rédigé : «  Art. L. 5219‑1-1  – Sans préjudice des articles L. 2212‑2, L. 2213‑2 et L. 2512‑14, et par dérogation au I de l’article L. 2213‑4-1, le président du conseil de la métropole exerce les attributions lui permettant, par arrêté, de créer une zone à faibles émissions métropolitaine. »
