Avant l’alinéa 1 er , insérer les deux alinéas suivants : « I A. – Après l’article L. 312‑1 du code de l’entrée et du séjour des étrangers et du droit d’asile, il est inséré un article L. 312‑1‑1 ainsi rédigé : « Art. L. 312‑1‑1 . – Le visa de court séjour sollicité par le titulaire d’un passeport diplomatique ou de service peut être refusé au ressortissant d’un État délivrant un nombre particulièrement faible de laissez‑passer consulaires ou ne respectant pas un accord bilatéral ou multilatéral de gestion des flux migratoires. »
