L’article 54 du Règlement ainsi modifié : 1° Le dernier alinéa est complété par une phrase ainsi rédigée : « En l’absence de vote solennel, le Président de séance limite d’office la durée de ces explications de vote à deux minutes par orateur. » 2° Il est ajouté un alinéa ainsi rédigé : « Lors de toute intervention dans l’hémicycle, le temps de parole alloué à l’orateur fait l’objet d’un affichage numérique visible par l’ensemble des députés et par le Président de séance. »
