Ms. Agnès Firmin Le Bodo draws the attention of the Minister of State, Minister of Ecological and Inclusive Transition, to the expression of energy consumption objectives in France. Indeed, if two modes of expression coexist, primary energy and final energy, they represent very different realities but nevertheless sometimes seem to be used without distinction. Final energy corresponds to the energy consumed and therefore billed to users of a building. Primary energy corresponds to the energy contained in natural resources, before possible transformation. It also takes into account, in addition to the final energy consumed, the energy necessary for the production, transformation, transport (including distribution or even storage) of the final energy. Water, oil, wood, gas are primary energies since they do not require no transformation to be usable. Conversely, electricity is a final energy because it is obtained after transformation, in this case the fission of uranium for nuclear power. The choice of expressing energy objectives according to one or other of the benchmarks is therefore not neutral. With a view to convergence towards more sobriety in energy consumption and finiteness of resources, the expression of primary energy objectives is the only expression representative of the withdrawals from the natural resources of our planet. In addition, primary energy is the reference indicator for Directive 2010/31/EU on the energy performance of buildings and thermal regulations applied in France on the construction of buildings and their energy renovation. To combine energy efficiency and sobriety efforts, it is therefore now necessary to choose the only expression representative of the resources actually consumed.
