Summary
Ms. Danièle Obono questions the Minister of State, Minister of Ecological and Inclusive Transition, on the supervision of advertising displays in France. The law of July 12, 2010, known as the national commitment law for the environment (ENE law), and the decree of January 30, 2012 "on national regulation of outdoor advertising, signs and pre-signs" constitute the last stages of a long legislative process aimed at define the rules for the use of display advertising in France. A process which is directly part of an objective of protecting the living environment, the environment and the landscape, and which corresponds to the expectations of our fellow citizens regarding the reduction of spaces dedicated to advertising in cities. Despite this constant evolution of the law, many associations emphasize its non-application in the territory: the association Paysages de France thus mentions the figure of 330,000 billboards installed illegally. Worse, a new type of advertising display via video screens is developing throughout the country without supervision, despite its intrusive and aggressive nature. Beyond the question of the living environment, these video screens are also doubly anti-ecological: they are polluting to manufacture and consume an enormous amount of energy. Their use is therefore in contradiction with the objectives set by France within the framework of COP21. Faced with this invasion of advertising in daily lives, our fellow citizens seem not to be able to count on public authorities: the May 2017 report from the Foundation for Nature and Man underlines that it is above all the struggles of associations and local residents which make it possible to limit its use. She therefore asks what is the position of Government on the question of the number and nature of advertising displays in France and what measures it plans to take to combat illegal signs and control the proliferation of energy-intensive and unpleasant video advertising screens for city residents and public transport users.
