Summary

Mr. Ian Boucard draws the attention of the Minister of the Economy and Finance to the concern of construction companies about the Government's decision to remove the reduced rate of the domestic consumption tax on energy products (TICPE) on non-road diesel. This measure was inserted in the 2019 Finance bill, while the need for maintenance of our infrastructure in France is urgent as in testifies to the recent report on the state of engineering structures published by the Ministry of Transport. This sudden tax increase, outside of any consultation with the sectors concerned, will cause, from January 1, 2019, a major economic earthquake estimated at 900 million euros in impact for a large number of players in this sector. These companies, except in large metropolises, are not in a positive economic situation because although order books have started to rise again, prices have fallen massively, causing margins to melt away. In fact, the cost of fuel represents on average 8 to 10% of turnover for some of these companies and their margins, already very reduced at present, will fall by almost 60%. This measure should therefore put many craftsmen, construction and public works companies in greater difficulty. or even material producers but also the 1.146 million employees who work in these sectors and who see their jobs threatened. Faced with this alarming observation, he therefore asks the Government to abandon this measure which endangers many companies in France.
