Summary
Ms. Sandra Delannoy questions the Minister of Ecological Transition, Biodiversity and International Negotiations on Climate and Nature on the lack of clarity in electricity prices for electric vehicles at service stations. While the development of electric vehicles constitutes a major axis of the energy transition, many charging stations installed in service stations do not present not clearly and immediately the price of the electricity delivered, expressed in kilowatt hours (kWh), unlike traditional fuels whose prices are displayed in a visible and standardized way directly on the pumps. This situation can lead to incomprehension, or even a price surprise for consumers, with certain operators practicing complex pricing (per minute, per session or combined), without prior readable display of the actual cost of the energy consumed. For the sake of transparency and consumer protection, it appears necessary to harmonize the rules for displaying prices between the different energy sources used in service stations. It is even surprising that the General Directorate for Competition, Consumer Affairs and Fraud Control (DGCCRF), which oversees consumer information and price transparency, was not aware of this frequent shortcoming. Also, it appears that a simple application of the law emanating from the Consumer Code, which requires that prices be displayed in a clear, readable and non-misleading manner, would be a simple way to correct these shortcomings. The MP therefore asks the Minister within what time frame she intends to contact the Minister of the Economy to settle this problem and correct these display deficiencies. She would like to know if the Government intends to create a metrological standard which would make it possible to count the energy delivered as with conventional fuel pumps, and asks whether it would not be relevant to define kilowatt-hour pricing which would be common to all stations, so as to avoid disparities and unpleasant surprises for the consumer.
