Summary
Ms Émilie Cariou questions the Minister of Ecological and Inclusive Transition on the updating of the cost of the CIGEO project. The CIGEO project is, as the Court of Auditors recalled in July 2019, the “main item of future costs of nuclear waste management” (Court of Auditors, thematic public report on the back end of the nuclear fuel cycle, July 2019). This project therefore calls for particular vigilance on the part of legislator on its financial assessment and its realization if necessary: “The quantification of a precise amount is necessary because it makes it possible to set the financial amounts to be provisioned by nuclear operators to meet these future costs (charges and provisions, secured by dedicated assets)”. The nuclear operators (mainly EDF) estimated the cost of the project at 19.2 billion euros when the National Agency for radioactive waste management (ANDRA) estimated it at 34.5 billion euros (subsequently revised to billion euros - 2012). In 2016, the cost of the project was finally set at 25 billion euros by decree. As a reminder, in its thematic public report on the downstream of the nuclear fuel cycle of July 2019, recommendations 2 and 3 of the Court of Auditors are as follows: “Estimate the cost of Cigéo for each of the four scenarios from the national inventory of radioactive materials and waste (DGEC, ANDRA, 2020)”; “Update the costs of the Cigéo reference scenario by taking into account the risks and opportunities of the project in a more realistic manner (DGEC, ANDRA, 2020)”. Therefore, it wishes to question it in order to know if an update of the cost of CIGEO is planned, taking into account the present recommendations of the Court of Auditors calling for the establishment of a “method that takes into account the risks and opportunities of the project in a more realistic manner than that initially retained”, as also supported in substance by the report of the commission of inquiry into the safety and security of nuclear installations (report no. 1122, submitted on June 28, 2018 by Ms. Barbara Pompili (rapporteur) and Mr. Paul Christophe (president).
