Before the reform of external fire defense (DECI) carried out by Law No. 2011-525 of May 17, 2011 and the publication of Decree No. 2015-235 of February 27, 2015, interministerial circular No. 465 of December 10, 1951 constituted the only reference on the subject. Repealed by the decree of December 15, 2015 establishing the national benchmark for the DECI departmental regulation (RDDECI), it provided for the presence of a fire water point unless 200 meters from any construction, or even 400 meters in special cases. Article R. 2225-3 of the general code of local authorities (CGCT) now provides that an RDDECI establishes for each department the rules, devices and procedures for external defense against fire and that it characterizes the different risks presented by fire, in particular of different types of building, housing, or town planning. Developed by the departmental fire and rescue service in accordance with the provisions of article L. 1424-2 of the CGCT, this RDDECI, taken by prefectural decree, is established in consultation with the mayors and all the actors involved in external defense against fire. It is this document which makes it possible to take into account, locally or at the department level, the particular risks, the specific protection systems, the exceptional rules or the approval procedures mentioned. At the request of the prefect, the RDDECI can therefore be modified and revised in order to take into account all of these issues.
