Summary

Ms. Julie Delpech draws the attention of the Minister Delegate to the Minister of the Economy, Finance and Industrial and Digital Sovereignty, responsible for commerce, crafts, small and medium-sized businesses and the social and solidarity economy, to the growing difficulties encountered by hairdressing businesses in the face of the multiplication of illegal practices and unfair competition. Present in all municipalities, hairdressing salons play an essential role in the local economy, by creating social ties and local jobs while ensuring the training of numerous apprentices. However, this sector is faced with a succession of constraints which weaken its viability: soaring energy prices, persistent inflation, increasingly heavy charges and growing administrative complexity. These factors, already worrying, are aggravated by an expanding phenomenon, that of undeclared installations, services at abnormally low prices, repeated failures to meet tax and social obligations and non-compliance with required qualifications. These unfair practices seriously undermine the economic balance of professionals who respect the regulations and fuel a feeling of injustice within the profession. Even though the abolition of the compulsory professional certificate had to be compensated by a strengthening of controls, representatives of the sector denounce a lack of concrete and effective actions on the part of the public authorities. In this context, it wishes to know what measures the Government intends to implement to intensify targeted controls, put an end to illegal practices and guarantee a fairer competitive environment, in order to preserve the future of this profession, which is essential to the vitality of the regions.
