Summary
Eelnõuga muudetakse põhiseadust selliselt, et Vabariigi President valitakse otse rahva poolt vabadel, üldistel, ühetaolistel ja otsestel valimistel salajase hääletamise teel. Presidendikandidaadi võib üles seada vähemalt 10 000 hääleõiguslikku Eesti Vabariigi kodanikku. Kandidaatide registreerimine algab 60 päeva enne valimispäeva ja lõpeb 40 päeva enne valimispäeva. Valituks osutub kandidaat, kes saab üle poole hääletamisel osalenute häältest. Kui ükski kandidaat ei saavuta nõutavat häälteenamust, korraldatakse kahe enim hääli saanud kandidaadi vahel teine hääletusvoor. Teises voorus osutub valituks kandidaat, kes saab enam hääli. Häälte võrdsuse korral eelistatakse vanemat kandidaati. Selline süsteem tagab, et president valitakse igal juhul ning väldib olukorda, kus riigipea jääb valimata. Presidendi ametiaja katkemise või volituste ennetähtaegse lõppemise korral valitakse uus president samas korras.
