Summary

The draft amends the Constitution in such a way that the President of the Republic is elected directly by the people in free, general, uniform and direct elections by secret ballot. At least 10,000 voting citizens of the Republic of Estonia can nominate a presidential candidate. Candidate registration starts 60 days before election day and ends 40 days before election day. The candidate who gets more than half of the votes of those who participated in the voting is elected. If no candidate achieves the required majority, a second round of voting is held between the two candidates with the most votes. In the second round, the candidate who receives the most votes is elected. In the event of a tie, the older candidate is preferred. Such a system ensures that the president is elected in any case and avoids a situation where the head of state remains unelected.
