Summary
Eelnõu kohaselt määratletakse seaduses valimisvaatlejate organisatsiooni mõiste ja antakse valimisvaatlejate organisatsioonidele õigus esitada Vabariigi Valimiskomisjonile ja Riigikohtule valimistega seotud kaebusi avalikes huvides. Sel eesmärgil tehakse neljas valimisseaduses (Riigikogu valimise seadus, Euroopa Parlamendi valimise seadus, kohaliku omavalitsuse volikogu valimise seadus ja rahvahääletuse seadus) sellekohased sisuliselt ühesugused muudatused ning põhiseaduslikkuse järelevalve kohtumenetluse seaduses sellele vastavad muudatused. Seletuskirjas märgitakse, et seni ei ole Eestis valimisvaatlejatel ega valitsusvälistel organisatsioonidel ega ka valijatel või kandidaatidel valimistega seotud küsimustes kaebeõigust avalikes huvides. Eelnõu eesmärk on määratleda valimisvaatlejate organisatsioonid ning anda neile õigus esitada avalikes huvides kaebusi, kui nad leiavad, et valimiste korraldaja või Vabariigi Valimiskomisjon on rikkunud seadust või muid kohaldatavaid nõudeid.
