Law on denunciation of the convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction

The Riigikogu ratified the Ottawa Convention prohibiting the use, stockpiling, production and transfer of anti-personnel mines and requiring their destruction in March 2004, a few weeks before Estonia was accepted as a full member of the North Atlantic Treaty Organization. The Ottawa Convention entered into force for the Republic of Estonia on November 1, 2004. The explanatory note states that anti-personnel mines were used in many military conflicts of the second half of the 20th century as a fighting tool for the weaker party, which could not afford greater firepower, i.e. bomber air force, combat helicopters and artillery. In the new situation, Estonia is forced to do everything possible to strengthen the military national defense. We also cannot afford that in the event of a war, other countries that refrained from joining the Ottawa Convention could use anti-personnel mines on the territory of Estonia, while we ourselves should not. From the above circumstances as a result, compliance with the requirements of the Ottawa Convention, which prohibits the use, stockpiling, production and transfer of anti-personnel mines and requires their destruction, is no longer in Estonia's national interest. It weakens our defenses. In connection with the denunciation of the Ottawa Convention, Estonia can assume a unilateral obligation to refrain from selling or otherwise transferring anti-personnel mines to other countries and declare that it will not use anti-personnel mines outside its territory.

Riigikogu decision "Extending the deadline for the use of the Defense Forces in fulfilling the international obligations of the Estonian state in the North Atlantic Treaty Organization mission in Iraq"

According to the bill, it will be possible to contribute up to 5 defense personnel to the North Atlantic Treaty Organization mission in Iraq in 2023. NATO's non-combat training and advisory mission (NATO Mission Iraq - NMI) was established in October 2018. The mission's activities are aimed at countering threats from the Alliance's south more broadly, helping Iraq build sustainable, transparent, inclusive and effective security structures to enhance their capabilities in the fight against terrorism, preventing the return of ISIL and stabilizing the country. To achieve this, NATO advises Iraqi security structures. NMI trains Iraqi security forces in close cooperation with the Iraqi government. NMI advises and conducts training, but does not participate in combat operations with Iraqi forces. Participation in the mission in Iraq gives Estonia the opportunity to actively contribute from the southern wing of the alliance in mitigating emerging threats, contribute to NATO's collective security and support allies and partner countries in the fight against terrorism. The national defense committee was appointed as the leading committee.

Act amending the Government of the Republic Act and other laws (Reorganization of the National Defense Investment Center into a government agency)

The bill envisages reorganizing the National Defense Investment Center into a government agency and changing the division of tasks within the Ministry of Defense's governance. This makes it possible to consolidate the management of assets necessary for national defense and ensuring the operational capacity of national defense buildings into a single entity. The Defense Resources Agency, which until now dealt with, among other things, the seizure of assets and funds necessary for national defense, will in the future only organize human resources-related services. In addition, an amendment is made to the Act of the Government of the Republic related to the merging of fleets, which stipulates that the responsibility of the Ministry of Defense is to guard the airspace and sea border and to organize marine pollution control. It also makes the transfer or temporary use of state property more flexible and faster to an institution that needs it to resolve an emergency situation, heightened defense readiness, state of war, or mobilization or to support or organize demobilization. The explanatory letter states that thanks to the changes, Estonia's sectoral situational awareness and ability to quickly react to the security situation in Europe and the world will increase.

The mission's activities are aimed at countering threats from the Alliance's southern direction more broadly, helping Iraq build sustainable, transparent, inclusive and effective security structures to increase their capabilities in the fight against terrorism, ISIL preventing return and stabilizing the country. To achieve this, NATO advises Iraqi security structures. NMI trains Iraqi security forces in close cooperation with the Iraqi government. NMI advises and conducts training, but does not participate in combat operations with Iraqi forces. Participating in the mission in Iraq gives Estonia the opportunity to actively contribute to mitigating threats from the southern wing of the alliance, to contribute to NATO collective security and support allies and partner countries in the fight against terrorism.

Euroopa Liidu ühise põllumajanduspoliitika rakendamise seaduse muutmise seadus

Eelnõuga on muudetakse kanepiseemnete impordilitsentsi taotlemine selgemaks. Muudatused puudutavad mitte külvamiseks, vaid muuks otstarbeks, näiteks söödaks või õli pressimiseks ettenähtud kanepiseemnete litsentse. Selleks, et litsentsi omanikele oleks kehtivad nõuded edaspidi üheselt ja selgelt arusaadavad, sätestatakse kanepiseemnete kasutamise kohta dokumentide esitamise kohustus, heakskiidu kord ning kontrolli tegemine seaduses. Seaduses nähakse ette, et enne impordilitsentsi saamist peab isik saama PRIA heakskiidu, esitama PRIAle kanepiseemnete kasutamise kohta dokumendid 12 kuu jooksul ja selle üle on PRIAl kontrolli tegemise pädevus. Praktika on näidanud, et ettevõtja ei täida litsentsiga võetud kohustusi. Dokumentide esitamise kohustus tuleb ELi õigusest, mille kohaselt väljastatakse muuks otstarbeks kui külvamiseks ettenähtud kanepiseemnete vabasse ringlusse lubamisel impordilitsents üksnes juhul, kui heakskiidetud importija kohustub liikmesriikide määratud ajavahemiku jooksul ja tingimustel esitama liikmesriigis asjaomaste toimingute kontrollimise eest vastutavale pädevale asutusele dokumendid. Samast määrusest tuleb liikmesriigile kohustus importija heaks kiita ja teha kontrolli. Seega on litsentsi saamise eeltingimuseks isiku PRIA poolne heakskiit ning selle kõrvaltingimuseks dokumentide esitamise kohustus 12 kuu jooksul arvates litsentsi väljastamisest.
