The bill makes changes to the law in order to continue paying creative support under reduced conditions to freelance creatives until the end of 2022. The application and payment of creative grants will continue to be similar to the conditions that applied until the end of 2021 due to the conditions of the COVID-19 crisis. The draft abolishes the requirement until the end of 2022, according to which a person who received a creative allowance cannot make a new application for a creative allowance within two years to submit to receive. Also, in 2022, it will be possible to receive a creative allowance if, during the period of applying for the creative allowance, the creative person additionally earns an income in the amount of up to one minimum wage per month, for example on the basis of a debt-law contract. The bill also makes permanent changes to the conditions for applying for and paying creative support. For example, the definition and amount of income, which is taken into account for receiving creative support, is specified. According to the bill, you can creative allowance may be applied for by a freelance creative person who has not received creative allowance in the month preceding the application and who does not receive more than half of the minimum wage rate every month during the period of payment of creative allowance. The general wording of the current law on received income has caused interpretation problems in practice. In addition, the grounds for refusing to pay the creative support are specified if the support is paid by the Ministry of Culture. If applicable according to the regulation, it is stipulated that the payment of creative support is refused, among other things, on the basis that if the applicant has not been active in the relevant creative field for the last three years, the draft stipulates that this three-year period will be extended accordingly by the time when the person receives parental benefit, is on parental leave or military service. The draft also specifies the grounds for ending the payment of the creative allowance. According to the bill, you will receive an unjustified creative allowance reclaim, in addition to providing false information, also in a situation where the creative person does not meet the conditions for applying for creative support. Creative support is a support in the amount of the minimum salary paid within six months to a cultural worker who has temporarily lost his income and works in non-regular or non-standard forms of work. In addition to the minimum income, creative support also provides social guarantees, above all health insurance.

The purpose of the convention is to promote international film cooperation in Europe. The renewal of the convention was due to the fact that since 1992, the film industry has developed significantly both technically, economically and artistically. New technology has changed the way films are produced, distributed and screened, and national film funding schemes have become more diverse in member states. The convention applies to collaborative films for example, feature films, animations and documentaries, which are intended to be shown in cinemas and in which, as a general rule, at least three producers from three Member States participate. The cooperation projects of the respective countries must be registered with the competent authority of the participating country and request the status of a co-production project. Upon obtaining the status of a co-production project, it is possible to apply for support from public funds. For Estonia, joining the convention is important in order to participate in co-production projects where the producer's contribution is less than 10 percent of the film's production costs, but not less than 5 percent. Compared to the 1992 convention, the minimum necessary financial contribution of the minority co-producer has been reduced, and this opens up the possibility for small countries to participate in more co-production projects than before. Co-production is of great importance in the making of Estonian films with a larger than average budget, because only on the Estonian side these films cannot be produced with funding. The implementation of the convention does not lead to additional expenses from the state budget, as the stated goals are achieved within the budget of the Ministry of Culture and the Estonian Film Institute Foundation. The Convention enters into force for Estonia on the first day of the month following the expiration of three months from the day of deposit of the instrument of ratification.

With the bill, the Education and Youth Board is established under the jurisdiction of the Ministry of Education and Research, and the Language Inspectorate is renamed the Language Board. The changes correspond to the state reform action plan 2019-2023 approved on the basis of the government's action program. According to the bill, Estonian Youth Work, a state institution managed by the Innove Foundation, the Archimedes Foundation, the Educational Information Technology Foundation and the Ministry of Education and Research, will be established Based on the center's services, the Ministry of Education and Research's administrative area is the Education and Youth Agency. In this regard, activities of an applied nature unrelated to policy making will also be transferred from the Ministry of Education and Research to the new government institution. The tasks of accounting, payroll and personnel accounting, as well as structural support implementation units, will be performed by the National Support Center. According to the bill, Education and Keeleinspektsioon, a government agency operating under the Ministry of Science's administration, was renamed Keeleamet. The Language Board will continue to provide all the services previously provided by the Language Inspectorate, and in addition, language policy implementation activities from the Ministry of Education and Research and the Archimedes Foundation will be transferred to the Language Board. The Language Board will become the language policy implementing agency for control and supervision of the use of the Estonian language, advice and development areas. The changes made by the draft will contribute to a more unified functioning of state institutions, the performance of the state's strategic tasks in the language, education and youth fields will be enhanced, existing resources will be used more efficiently and effectively, including competence, and high-quality public services will be offered.

Agreements on the promotion and protection of investments deal with areas regulated by European Union law - in particular, they concern the freedom of establishment and the free movement of capital and payments. Thus, the protection of member states' investments and the equal treatment of investors is regulated by European Union law, and the bilateral agreements of member states have no substantive meaning. However, in the case of these agreements, a conflict with the European Union may arise by law, if important questions of the interpretation of European Union law arise during the settlement of the dispute in the arbitration court, which should be resolved by the European Court instead of the arbitration court located in a third country. In order to eliminate this contradiction, the European Commission has considered it necessary to terminate the agreements between the member states and has also started infringement proceedings against five member states. The agreement must be modified before it is terminated because according to its provisions the agreement remains valid for ten years after the termination of the agreement with respect to investments made during its validity. The agreement will be amended so that upon its termination, the application of the agreement will also cease completely. Termination of the investment protection agreement between Estonia and Denmark is necessary in order to ensure equal treatment of investors from all EU member states as a result of European Union legislation. In the past, Estonia has stopped bilateral investments promotion and mutual protection agreements with Italy and the Czech Republic. Among the member states of the European Union, Estonia has concluded similar agreements with Austria, Spain, the Netherlands, Greece, Lithuania, Latvia, Poland, France, Sweden, Germany, Finland, the United Kingdom and Denmark.
