Law on Amending the Law on the Organization of the Defense Forces and Amendments to Other Laws Related to It (Combat Guard)

The bill amends the Law on the Organization of the Defense Forces, the Law on the Defense Forces Service, the Law on the Defense League and the Income Tax Act. The amendments create a legal framework for combat guarding, including defining combat guarding as a peacetime activity of the Defense Forces, establishing the basis for its organization, and specifying the conditions and procedures for the use of force, direct coercion, special measures and special tools by persons participating in combat guarding. It is also provided that in the Defense Forces civil servants and persons working on the basis of an employment contract are provided with meals on the same basis as the members of the armed forces when participating in military training.

In 2026, the bill allows for the contribution of up to three defense personnel to the United Nations Interim Force in Lebanon (UNIFIL) peacekeeping operation. UNIFIL was created by UN Security Council resolutions to ensure the withdrawal of Israeli forces from southern Lebanon, to restore international peace and security, and to help the Lebanese government restore state authority in the area. The main tasks of the operation are to monitor the situation, to contribute to the prevention of hostilities and the provision of international peace and security, and to support the Lebanese government in consolidating state power in the southern part of the country. UNIFIL's area of ​​operations is located in the area between the Litan River and the Blue Line, the border line between Lebanon and Israel approved by the United Nations on June 7, 2000. UNIFIL has over 10,300 peacekeepers from 47 countries. The operation's mandate is renewed annually. Security Council UNIFIL's current mandate runs until August 31, 2025, according to the resolution. Most likely, the mandate will be extended this year as well. As a member of the UN, Estonia contributes to ensuring security in crisis areas. Estonia, as a country contributing to collective security, closely monitors what is happening in the Middle East and the security policy impact of the events there on stability in the Middle East and elsewhere in the world. Participation in UN operations is has been important for Estonia and demonstrates Estonia's contribution to the activities of the UN in securing peace. In 2026, Estonia plans to continue contributing with one defense soldier, whose task is to analyze observation results, prepare meetings between Israel, Hezbollah, and the Lebanese authorities, and increase situational awareness.

Act to amend the Defense Forces Organization Act and the Economic Zone Act (Strengthening Maritime Security)

The purpose of amending the law is to strengthen Estonian maritime security. The bill specifies the duties of national supervision of the Defense Forces, as well as the use of military force in the Estonian maritime area. The draft stipulates the right of the defense forces to respond with law enforcement measures and, if necessary, with military force to the infrastructure ensuring the continuity of the vital service from a watercraft or other floating device, as well as to a national defense object, port or other facility or equipment in case of imminent danger. Law enforcement tasks within the competence of the Defense Forces in the Estonian maritime area are currently primarily related to guarding the state border. In addition to guarding and protecting the sea border, the defense forces are also responsible for creating and ensuring maritime situational awareness, organizing the detection and liquidation of marine pollution, and participating in search and rescue operations. In an unavoidable situation, the defense force will also respond if it is necessary in the Estonian sea area or on a small island prevent an immediate threat to a person's health or life.

The bill changes the weapons of the Defense League handling, in the framework of which a person authorized by the commander of the Defense Association is authorized to issue a permit for the acquisition of a personal firearm to an active member. The amount of ammunition stored with the weapon of an active member of the Defense League is increased. The guard of the Defense Union is allowed to use a stun gun in the performance of his duties. The regulation related to the management of the Defense League's assets is consolidated into the Defense League Act. The defense association is given a statutory basis to use a small the national coat of arms on the emblem of the Defense League and as a design or security element on documents and printed matter.
