Introduced by article 255 of law no. 2015-990 of August 6, 2015 for growth, activity and equal economic opportunities, this paragraph provides that “at the request of trade union organizations representing employees or organizations representing employers in the geographical area concerned expressing the will of the majority of members of the profession in this geographical area, the prefect repeals the decree”. However, neither the labor code nor case law has clarified the methods by which the existence of this majority is verified. The Council of State thus recalled that this existed "when the companies belonging to the employer organization(s) which have signed the agreement or have expressly declared themselves in favor of it operate the majority of establishments actually carrying out the activity in question or when the consultation of all the companies concerned showed that the agreement received the consent of a number of companies corresponding to the majority of these establishments” (CE December 18, 2017, no. 400561). The PRP injection consists of to introduce platelets from the patient's own blood into the painful joint. Rich in growth factors, this plasma concentrate has regenerative properties on damaged cartilage. This platelet treatment turns out to be simple, natural and inexpensive and a recent study reveals much greater effectiveness than the hyaluronic acid treatment, usually used. A study, conducted by 60 million consumers on October 25, 2016, shows that despite the long-term illness system (ALD) whose costs care are 100% covered by health insurance, the remainder payable by people covered by this plan was estimated in 2014 at 750 euros per year per person. Subjective, the perception of the remainder depends on the resources and the standard of living of the sick people. People experiencing drops in income report more expenses that remain their responsibility. These costs may be linked to transport costs for follow-up examinations (26% of people with dependents); medications with little or no reimbursement which are still prescribed in the post-cancer period to prevent or treat adverse effects (29%); consultations with professionals such as psychologists, dietitians, etc. (26%); fee overruns, for example for breast reconstruction or breast implant replacement operations more than 10 years after the end of treatment (23%); dental problems (18%). In her constituency, the third in Côte-d'Or, she therefore, during the upcoming second experimental phase, proposed to the community of communes of Genlis to test this system. Mme Fadila Khattabi alerte M. le ministre de l'Europe et des affaires étrangères sur la question des prélèvements d'organes forcés en Chine. La situation dans ce pays est préoccupante : 50 000 transplantations d'organes en Chine ont lieu chaque année depuis 2000-2001, sans origine d'organe expliquée ; 4 rapports internationaux (Kilgour/Matas 2008, Guthmann 2015, WOIPFG 2016, Matas 2016) démontrent que les membres du mouvement bouddhiste Falun Gong sont les premières victimes de ces prélèvements. Ces mêmes rapports montrent que le système carcéral chinois interagit avec les hôpitaux militaires pour organiser l'approvisionnement en organes. Les infrastructures pour les prélèvements d'organes en Chine sont en croissance très forte depuis 15 ans. Les sociétés internationales de transplantation condamnent les dissimulations chinoises. Le Parlement européen a adopté une première résolution en 2013 pour condamner ces pratiques, ainsi qu'une Déclaration (WD48) en septembre 2016. En plus de sa grande capacité d'accueil, la Chine se caractérise par ses opérations « à la carte ». L'hôpital Changzheng à Shangaï assure que « le temps moyen d'attente pour un organe est d'une semaine, et, en cas d'urgence, 4 heures ». Le centre d'aide internationale à la transplantation en Chine qui se propose de faciliter l'accès aux greffes, indique même que « si un problème survient avec le greffon, le patient pourra en obtenir un second la semaine suivante ». Cette situation est très préoccupante. Aussi, elle souhaite l'interroger quant à la possibilité d'alerter les autorités chinoises sur la nécessité de faire cesser le tourisme médical en direction de la Chine.
