Le vendeur sera ensuite remboursé par l'état des avances qu'il a consenties dans le cadre d'une convention spécifique conclue avec l'Agence de services et de paiement. Soit l'avance du montant de l'aide n'est pas consentie par le vendeur ou le loueur du véhicule, le demandeur de l'aide doit alors formuler sa demande d'aide via le télé-service dédié, après avoir effectué la transaction et avoir confié son véhicule à un centre véhicules hors d'usage (VHU). Selon de nombreux témoignages, les vendeurs qui refusent l'avance du montant de l'aide ne sont pas rares. Aussi, elle lui demande s'il serait envisageable de cartographier sur le site internet primealaconversion.gouv.fr les vendeurs acceptant d'avancer le montant de l'aide ce qui permettrait de faciliter la recherche des consommateurs mais aussi d'inciter certains vendeurs à proposer cette avance.

Mrs. Claire O'Petit draws the attention of the Secretary of State, to the Minister of the Armed Forces, to the situation of veterans of the nuclear tests of Mururoa and Fangataufa (French Polynesia). Nuclear test veterans have served the French State with honor and pride, either by enlisting or as conscripts, and have contributed through their sacrifice to the greatness of France, and to the French nuclear deterrent force. It appears in fact that if this control, by its transversal nature, involves interaction with paragraphs 1, 2 and 5 of the same article, it also requires interventions outside the management of aquatic environments and flood prevention (GEMAPI) which are no longer the responsibility of the intercommunities or the basin unions created ad hoc. In this case, interventions on municipal or departmental roads, reflections on sharing with urban water management networks, work legally within the competence of local residents or authorized trade union associations (ASA) are necessary to allow global reflection and intervention, and in particular to act upstream through fresh hydraulic works which can participate in the actions mentioned in paragraph 8 and which are both more efficient and more ecological than would be works carried out stricto sensu by intercommunalities within the sole spectrum defined by GEMAPI competence. This complex sharing of skills, the fractionalization that it generates in the decision-making process and in the distribution of costs, at best delays and at worst prohibits the construction of works necessary for flood prevention and leads to the construction of simple retention basins instead of leading to gentle, ecological and global solutions. According to the figures declared by France to the OECD Development Assistance Committee in terms of ODA for the year 2016, which are the latest data available, France has allocated 992 million euros ($1,133 million) in bilateral aid to education in developing countries this year. Of this total, 25.7% is directed to sub-Saharan African countries, 17.7% to ODA priority countries and 4.2% to the Sahel. Support for basic education systems, which includes preschool, primary and literacy as well as the acquisition of “basic” skills for adults according to the definition of basic education used by UNESCO, as well as by the Ministry of Europe and Foreign Affairs, represents 13% of bilateral aid to education in sub-Saharan African countries and 25% in Sahel countries. In 2019, France will chair the G7. In this perspective, it has demonstrated the political will to lead with Africa the battle against inequalities and to launch a global push for education, of which it intends to take leadership. So that bilateral aid for education can respond to the most fundamental and urgent educational needs, it asks what measures will allow real prioritization of the poorest countries and basic education in bilateral education aid are now being considered. Mrs Claire O'Petit draws the attention of the Minister of Agriculture and Food to the latest biennial report from the Food and Agriculture Organization of the United Nations (FAO) relating to the world situation of fisheries and aquaculture. According to this report, 53% of fish consumed now come from aquaculture. While fishing catches are relatively stable, intensive fish farming is exploding. Unlike farmed terrestrial vertebrate animals, to our knowledge, there are no regulations aimed at limiting the suffering of fish in aquaculture (number per cage, environmental enrichment, veterinary care). The fish are crowded into tanks or cages. Fin injuries and eye diseases are common. For example, salmon have deep wounds related to sea lice. In addition, the work of researcher Marco Vindas on Norwegian salmon aquaculture farms in 2016 indicates the presence of physiological and behavioral disturbances linked to stress, which appear to be related to depressive states in mammals. These disorders affect up to 25% of fish, de facto increasing the mortality rate.
