Mr. Philippe Michel-Kleisbauer questions the Minister, to the Minister of State, Minister of the Interior, on the regulations relating to the protection of people and property in the face of forest fires. Faced with fire risks, mayors are responsible for implementing risk prevention in their municipality, on the one hand, and for managing the crisis through their role as director of emergency operations. They must take responsibility criminal law for the fight against forest fires (DFCI), the protection of homes (DECI) and the health of populations (drinking water). However, for the municipalities concerned by a forest fire risk prevention plan (PPRIF), the drinking water flow standards of the network are not compatible with those required for fire hydrants even though they are connected to the same network. In areas of dispersed housing, Mayors often find themselves unable to ensure the limitation of stay times and compliance with self-cleaning speeds. In other words, the mayors of these municipalities cannot guarantee the minimum regulatory flow rate from fire hydrants while preserving the potable water. This is why he would like to know the Government's intentions in this matter and to know whether there are plans to adapt the law to the realities of these territories.

Mr. Philippe Michel-Kleisbauer draws the attention of the Minister of State, Minister of the Interior, to the competence of the National Commission for Fairground and Circassian Professions, created by Decree No. 2017-1501 of October 27, 2017, with regard to the question of the captivity of wild animals in circuses. There is in fact no mention of this question in the aforementioned decree. But there is a scientific consensus on the suffering of animals wild in circuses. The Federation of European Veterinarians has declared itself opposed to their captivity in traveling circuses. In addition, many countries and cities prohibit the presence of wild animals in circuses (Ireland, Belgium, Austria, Latvia, Netherlands, Portugal, Romania, Sweden, Mexico, Peru, New York, Los Angeles, Montpellier, etc.). Public opinion is also very sensitive to captivity and training of wild animals in circuses. For all these reasons, he asks him to indicate whether the commission will take up this issue and what place it intends to give it.

M. Philippe Michel-Kleisbauer alerte M. le ministre de l'économie, des finances et de la relance sur l'impossibilité pour les citoyens de voir leurs actes signés électroniquement être enregistrés par l'administration fiscale. À ce jour, malgré la promulgation de la loi n° 2000-230 du 13 mars 2000 portant adaptation du droit de la preuve aux technologies de l'information et relative à la signature électronique, qui a autorisé la signature électronique en France, celle-ci n'a, depuis, jamais été appliquée au sein du pôle enregistrement des finances publiques, tant pour les citoyens que pour les experts-comptables. À cet égard, saisi de cette question le 14 mars 2019, le Sénat a énoncé une offre de service en ligne pour 2020, laquelle n'est, elle non plus, toujours pas effective. Dès lors, il lui demande de bien vouloir lui indiquer les intentions du Gouvernement quant à cette situation.

Mr. Philippe Michel-Kleisbauer draws the attention of the Minister of Solidarity and Health to the situation of general practitioners in the field. The health crisis has revealed the entire architecture of our healthcare system both in clinical and hospital settings and in homes. Home care for our elderly and sick by mobile health professionals has made it possible to avoid a total saturation of our public services. This treatment bedside of the most vulnerable French people is essential. It is even desired and desirable both by the latter and by the medical profession. Home care is an integral part of the economic balance of our healthcare structures and infrastructures. Mobile general practitioners and in particular the SOS Médecins teams invest their time, their energy and take advantage of their adaptive capacities of field in order to carry out their mission. Home consultation requires practices, methods and technical tools specific to the intervention environment and very different from those carried out for so-called simple procedures in the office. However, the rates applicable in the office and during home visits remain the same. Thus, with the aim of maintaining an efficient healthcare system, resolving medical deserts, relieving general practitioners in the field and to favor keeping patients at home, he asks them to kindly indicate the Government's intentions regarding the increase in prices for fees for medical consultations at home.

Mr. Philippe Michel-Kleisbauer draws the attention of the Minister of State, Minister of the Interior, to the reception of evangelical missions and large gatherings. In France, there are around a hundred missions of this type which crisscross the country all summer. The law of July 5, 2000 relating to the reception and housing of Travelers reinforces the obligations to develop and implement a departmental reception system for Travelers. She provides, initially, for the development and approval, jointly by the prefect and the president of the departmental council, of a plan for welcoming travelers in each department, and the obligation for municipalities (with more than 5,000 inhabitants) to create the reception areas provided for by this plan. The creation or rehabilitation of reception areas conditions the implementation of the mayor's police powers. Article L. 5211-9-2 of the general code of local authorities, in its wording resulting from law no. 2010-1533 of December 16, 2010 on the reform of local authorities, transfers the special police powers of the mayor concerning the parking of mobile residences to the president of the EPCI with its own taxation competent for the reception of travelers except in member municipalities for which the mayors have expressly notified their opposition to this transfer. Thus, if the law requires communities to organize themselves to welcome travelers who are partly settled, the reception areas provided are not intended to accommodate these summer passages (major passages, evangelical missions). In certain sectors, we note that evangelical missions are established on private land with or without the consent of the owner. This can become a real problem for elected officials. These scenarios often lead to conflicts between local residents, farmers and populations and generate tensions. This is why he would like to know the Government's intentions in this matter and to know whether the establishment of a departmental plan for hosting evangelical missions and large gatherings is being considered.

M. Philippe Michel-Kleisbauer attire l'attention de M. le ministre de l'intérieur sur la question des membres de la police judiciaire autorisés à accéder à l'application ADOC (accès aux dossiers des contraventions). À ce jour, cet outil n'est dédié qu'aux officiers de police judiciaire, permettant à ces derniers de rechercher, de consulter et d'obtenir des données concernant l'ensemble des contraventions issues du système automatisé de l'Agence nationale de traitement automatisé des infractions (ANTAI). En outre, cet accès aux données réservé aux seuls officiers de police, conformément à la déclaration réalisée auprès de la CNIL, n'autorise ces recherches que dans l'unique cadre d'une procédure pénale identifiée. Dès lors, l'application ADOC n'est accessible ni aux agents de la police judiciaire ni aux agents administratifs de la police judiciaire. Ainsi, il lui demande de bien vouloir lui indiquer les intentions du Gouvernement quant à cette restriction.

Mr. Philippe Michel-Kleisbauer draws the attention of the Minister of Solidarity and Health to the management of sexual difficulties encountered by women with cancer in France. Indeed, whether they are menopausal naturally before the start of treatments or early following treatments for the youngest, they present an increased risk of estrogen deficiency compared to the general population, whose induced effects are a source of a deterioration in their quality of life (hot flashes, vulvovaginal disorders, psychological disorders, etc.). The consequences can be serious: stopping hormone therapy, self-devaluation, depression, marital difficulties. However, hormonal replacement treatments, which are reimbursed by social security, are contraindicated by the National Cancer Institute in cases of known or suspected breast cancer, or other known or suspected estrogen-dependent tumors. Alternative medications and medical devices exist, but they are expensive and not covered, imposing very significant out-of-pocket costs on these women over very long periods of time. Action 18 of the implementation plan of the national sexual health strategy of the Ministry of Health announces "the management of possible sexual difficulties among patients suffering from chronic illnesses. He therefore asks what measures are being considered to allow reimbursement of at least one hormone-free menopause treatment for women with a history of cancer.
