Mme Martine Froger attire l'attention de Mme la ministre de l'agriculture, de l'agro-alimentaire et de la souveraineté alimentaire sur les nouvelles modalités de contrôle du critère de « mise à disposition » des surfaces agricoles dans le cadre de la PAC 2026 et sur les fortes inquiétudes qu'elles suscitent parmi les agriculteurs, notamment dans les territoires ruraux et de montagne. À la suite d'audits réalisés par la Commission européenne, l'administration française a renforcé les modalités de contrôle des surfaces déclarées au titre de la PAC. Désormais, un dispositif reposant sur un échantillonnage aléatoire et une analyse de risque pourra concerner l'ensemble des exploitants agricoles, y compris en l'absence d'agrandissement ou de modification significative de leur exploitation. Si cette évolution résulte des exigences du règlement européen (UE) 2021/2115, sa mise en œuvre soulève de nombreuses difficultés concrètes sur le terrain. Dans de nombreux territoires, notamment en zones pastorales et de montagne comme en Ariège, une part importante des surfaces agricoles est exploitée dans le cadre d'accords ou de baux verbaux, pourtant reconnus par le droit civil et le code rural. Or, dans de nombreuses situations, les exploitants se trouvent dans l'impossibilité matérielle de produire des justificatifs écrits : propriétaires inconnus, indivisions anciennes, absence de réponse des ayants droit ou encore refus des propriétaires d'établir un écrit dans le cadre d'une mise à disposition orale et gratuite des terres. Cette situation place de nombreux agriculteurs dans une double impasse : soit déclarer des surfaces sans pouvoir justifier formellement de leur mise à disposition, avec le risque de retraits d'aides et de pénalités ; soit renoncer à les déclarer, au risque d'être accusés de sous-déclaration si l'administration considère finalement que ces terres étaient bien à leur disposition. De nombreuses interrogations demeurent également quant aux conséquences de ces contrôles sur les dispositifs pluriannuels tels que les mesures agro-environnementales et climatiques (MAEC), les aides à l'agriculture biologique ou encore l'indemnité compensatoire de handicaps naturels (ICHN), notamment en cas de retrait de surfaces entraînant une modification du chargement des exploitations. Enfin, ces nouvelles modalités de contrôle apparaissent difficilement conciliables avec certaines dispositions du droit rural permettant la mise en valeur de terres incultes ou sous-exploitées et risquent de fragiliser des pratiques agricoles historiques dans les territoires à foncier morcelé. Aussi, Mme la députée souhaite savoir quelles solutions le Gouvernement entend mettre en place afin de sécuriser les agriculteurs qui exploitent effectivement des surfaces sans pouvoir produire de justificatifs écrits et si une possibilité de déclaration sans demande d'aide ou sans pénalité est envisagée. De plus, elle souhaite savoir quelles garanties seront apportées concernant le maintien des contrats pluriannuels et des aides liées au chargement et, enfin, si le Gouvernement envisage de reconnaître plus explicitement les baux verbaux ainsi que d'élargir les moyens de preuve admis, notamment à travers un faisceau d'indices concordants adapté aux réalités des territoires ruraux et de montagne.

In this light, the current COG negotiations are take place in a constructive climate between the CCMSA teams and the supervisory ministries. The draft agreement is, in fact, advanced, because the State and the MSA share numerous priorities such as, in addition to the level of quality of service provided to the insured in a homogeneous manner throughout the territory, the strengthening of the position of the central fund with a view to improving its management of the network, as well as the means necessary to ensure that it has an IT system that meets the standards of other social security funds. This search for quality of service is also accompanied by a search, shared with the MSA, for efficiency. In this regard, the question of the employment pattern is an important point of the discussions. This new COG is therefore part of a context which is binding on all social security organizations, particularly in an optimal search for productivity gains in their activities, without ever degrading the quality of the service provided. Support for agricultural employees and non-employees, active and retired, their dependents (especially children), as well as the prevention of agricultural unhappiness must indeed remain the cornerstone that guides the negotiation of this 2026-2030 COG.

Mrs. Martine Froger draws the attention of the Minister of Agriculture, Agri-Food and Food Sovereignty to the coherence between the evolution of the means allocated to the Mutualité sociale agricole (MSA) and the prospects for the evolution of the population of farmers. In a context where generational renewal represents a determining issue for the future of the sector, particularly within the framework of the law guideline for agricultural sovereignty and generational renewal (LOSA), the MSA is called upon to support farmers facing profound changes and multiple crises. The difficulties linked to physical and mental health, accentuated by the repetition of climatic, economic and health crises, require increased monitoring. Furthermore, the continued increase in management actions carried out by the MSA funds in all areas demonstrates a growing need for support. Under these conditions, the drop in the number of non-agricultural workers cannot justify a reduction in the regime's resources. Relying on this single indicator obscures both the progression of agricultural wage employment and the intensification of the MSA's intervention needs. On the contrary, these developments argue for the preservation, even strengthening, of resources necessary in order to sustainably guarantee the role of institutions contributing to food sovereignty. She would like to know the Government's directions regarding the human and financial resources that will be allocated to the MSA, in order to enable it to carry out its essential missions over the long term and respond effectively to the growing needs of the agricultural world.

Ms. Martine Froger draws the attention of the Minister of Ecological Transition, Biodiversity, Forests, Sea and Fisheries to the measures restricting the hunting of migratory birds announced in April 2025, in particular the establishment of a moratorium on the pochard and the reduction of hunting periods for several other species. Since 2021, a group of experts mandated by the European Commission has been evaluating the sustainability of hunting of 33 migratory species. The conclusions issued in April 2025 only recommended adaptive management for three of them: the pochard, the corn quail and the whistling duck. No general moratorium or immediate ban was planned. However, France today seems to be unilaterally embarking on a more restrictive path than that envisaged at European level, by widening the limitations to other species not concerned by community work, such as quail, thrush, venison, or woodpigeon. These decisions directly affect waterfowl hunters, 80% of species taken at night are now targeted, as well as other hunting methods or species. This is already the case at the national level since a moratorium has already been put in place for the Capercaillie in July 2022 and another request for a moratorium concerning the Rock Ptarmigan is currently being examined, the MP is surprised by such a change of heart, while France had, in November 2024, rejected the first European recommendations deemed premature. Le mal-être des enfants et des adolescents demeure à ce jour à un niveau préoccupant. C'est pourquoi la question du bien-être et de la santé mentale des élèves constitue une des priorités majeures de la politique conduite par le ministère de l'éducation nationale. Elle a été affirmée dans toutes les circulaires de rentrée depuis 2022 et fait l'objet d'un plan d'action ambitieux déployé à la rentrée scolaire 2023 et renforcé par les mesures annoncées lors des Assises de la santé scolaire qui se sont tenues le 14 mai 2025. Ces mesures prévoient: dans chaque circonscription, collège et lycée, la formation de deux personnels repères en santé mentale ainsi que la mise en place d'un protocole dédié à la santé mentale d'ici la fin de l'année civile 2025; dans chaque département, la nomination, dès la rentrée scolaire 2025, d'un ou une psychologue de l'éducation nationale en qualité de conseiller technique en charge du sujet de la santé mentale, au sein de pôles départementaux santé, bien-être et protection de l'enfance, qui seront placés sous l'autorité des directrices et directeurs académiques des services de l'éducation nationale; la formation renforcée des personnels sociaux et de santé que sont les médecins, les psychologues, les infirmiers et les assistants de service social de l'éducation nationale, en faveur de la santé mentale ainsi que celle des inspecteurs du premier degré et des chefs d'établissement; le déploiement d'un module de sensibilisation auprès de collégiens et lycéens, en vue d'équiper les adolescents des habiletés nécessaires pour identifier et soutenir leurs pairs en détresse; l'inscription dans les agendas ou carnets de correspondance de tous élèves des numéros d'urgence, accompagnée d'un temps d'explication ou de sensibilisation: le 31 14 (prévention suicide), le 119 (enfance en danger) et le 30 18 (prévention du harcèlement). En outre, une expérimentation est conduite dans trois académies, avec l'apport d'expertise de l'Unesco et le financement de l'instrument d'appui technique de l'Union européenne pour accompagner trois départements (Charente-Maritime, Haute-Garonne, Marne) afin de « piloter la question de la santé mentale jusque dans les établissements scolaires ». Cette experimentation se déroulant entre octobre 2024 et octobre 2025 vise à systématiser un pilotage coordonné de la politique de santé mentale territorialisée de l'école au lycée. Les bonnes pratiques et leviers identifiés feront l'objet d'un livrable ayant vocation à être diffusé sur le territoire national. Des actions de long terme menées dans le cadre de la démarche École promotrice de santé visent à promouvoir une approche positive de la santé mentale, notamment par le développement des compétences psychosociales. Enfin, un travail interministériel est conduit entre le ministère de l'éducation nationale et le ministère en charge de la santé, afin de garantir une prise en charge plus efficace des besoins en santé des élèves, notamment en matière de santé mentale. Le ministère est donc pleinement mobilisé sur la question du bien-être et de la santé mentale des élèves, indissociables de ceux des personnels éducatifs. Il souhaite l'inscrire durablement au cœur de l'École, pour en faire un véritable levier de réussite et de justice sociale. Par ailleurs, le ministère de l'éducation nationale accompagne les académies depuis l'année scolaire 2010-2011 dans la mise en œuvre de démarches structurées de prévention des risques psychosociaux (RPS), qui comprennent notamment la prévention des actes de harcèlement et de suicide. Dans le cadre de l'élaboration de la politique nationale de santé et sécurité au travail, le ministère publie, chaque année, après concertation avec les représentants du personnel, des orientations stratégiques ministérielles (OSM) en matière de politique de prévention des risques professionnels qui comprennent systématiquement un axe dédié à la prévention des risques psychosociaux et mettent à la disposition des services académiques des démarches et des outils de prévention destinés à assurer la protection des personnels. Le ministère a notamment accompagné les académies pour intégrer les RPS dans les documents uniques d'évaluation des risques professionnels, en lien avec l'agence nationale d'amélioration des conditions de travail (Anact). Les OSM on l'année 2025-2026, qui ont été présentées à l'instance ministérielle de dialogue social en juin 2025 et diffusées aux académies le 9 septembre 2025, comprennent un axe spécifique sur la prévention des RPS on les actions suivantes: prévenir les facteurs de risque générés par le travail ou son organisation; prévenir les violences externes et généraliser les procédures d'accompagnement collectif et individuel des situations; révenir les violences internes, dont les actes de violence, de discrimination, de harcèlement ou d'agissements sexistes. En outre, dans le cadre de son partenariat avec la mutuelle générale de l'Éducation nationale (MGEN), le ministère complète les actions déployées par les services académiques par différentes actions collectives et individuelles de prévention des risques psychosociaux (formations, accompagnement des collectifs de travail, dispositifs de médiation professionnelle, etc.). Par ailleurs, pour accompagner les personnels fragilisés et assurer un soutien adapté à chaque contexte personnel et/ou professionnel, un dispositif national d'écoute et de soutien psychologiques (0805 500 005), assuré par une équipe de psychologues est mis à disposition par la MGEN. Ce service proposé par les espaces d'accueil et d'écoute (EAE) fonctionne en continu 24h/24 et 7j/7 depuis octobre 2020. Mme Martine Froger attire l'attention de M. le ministre auprès de la ministre du travail, de la santé, de la solidarité et des familles, chargé de la santé et de l'accès aux soins, sur la situation des taxis conventionnés pour le transport sanitaire. Les 18 et 19 mai 2025, ils se sont une nouvelle fois mis en grève, partout sur le territoire. C'est la deuxième mobilisation d'ampleur en quelques mois, après celle de décembre 2024. Si ces chauffeurs se mobilisent à nouveau, c'est parce qu'ils ne se sentent ni entendus, ni respectés. Ils ne demandent pas des privilèges, mais la reconnaissance d'une mission essentielle : transporter chaque jour des milliers de patients vers leurs rendez-vous médicaux. Et ce, bien souvent dans des zones rurales, dans des territoires isolés, là où il n'y a ni hôpital, ni cabinet médical à proximité. Ils sont un maillon indispensable de la chaîne de soins. Ils le font déjà dans un contexte difficile, soumis à une concurrence croissante des VTC, dont l'activité échappe bien souvent à toute régulation stricte. Ce déséquilibre fragilise un secteur déjà sous pression. La réforme imposée par la CNAM, sans concertation réelle, aggrave encore la situation : baisse des tarifs conventionnés, suppression du taximètre, mutualisation forcée des trajets, qui va à l'encontre des besoins spécifiques de nombreux patients, notamment les plus fragiles. Tout cela sans réelle concertation avec les premiers concernés. Les conséquences sont lourdes : des retards de soins, un service dégradé et surtout, une précarisation brutale d'un secteur déjà fragilisé. Dans le département de l'Ariège, plus de 100 professionnels sont concernés. Certains annoncent des baisses de chiffre d'affaires allant jusqu'à 40 %. Pour beaucoup, c'est la survie de leur activité qui est en jeu. Cette réforme, est une menace directe pour l'accès aux soins dans les campagnes qui relève d'une logique purement comptable, qui oublie l'humain, qui oublie le malade, qui oublie le terrain. Qui prendra le relais ? Qui transportera les patients vers les hôpitaux, les centres de dialyse, les cabinets de spécialistes ? Elle lui demande donc de bien vouloir lui faire savoir s'il compte suspendre la mise en œuvre de cette convention contestée et surtout, s'il prévoit d'ouvrir un véritable dialogue avec les représentants du transport sanitaire ; il en va de l'accès aux soins, partout sur le territoire.

The profession nevertheless suffers from creeping deregulation which, in a competitive and dangerous framework, precarizes their status, in a context where the maintenance jobs in the territories is however a major concern. These are men and women who live in villages and actively participate in the economic, social and associative life of the territories and need to be sustained in their professional activity. However, the profession of mountain guide is governed by a state mountaineering diploma, integrated into the mountain sector. However, unlike the guides of high mountains and ski instructors, these activities are only classified as a specific environment during winter, due to the presence of snow. This is regrettable since many sporting activities are recognized in specific environments regardless of the type of environment. Thus, mountain hiking without snow involves specific risks (altitude, slope, isolation, variable weather conditions), exacerbated by the effects of global warming. Consequently, she questions him about the possibility that the profession of mountain guide is classified all year round in a specific environment, in the same way as other professions in the mountain sector. Furthermore, due to the lack of a precise definition of the notion of "mountain environment" making it possible to precisely define the field of action and activity of mountain guides, mountain, individuals without diplomas, without qualifications and without experience devote themselves to supervising groups often including children, including in the high mountains. The parametric reduction in the levels of support for apprenticeship contracts (NPEC), carried out in September 2023, severely penalized training in the crafts and trades sector, level 3 and 4, and financially weakened the CFAs of the Chambers of Trades and Crafts (CMA), ultimately jeopardizing training in such essential professions as pastry chef, baker, hairdresser, bodybuilder, cook, etc. However, these are professions which for the most part are currently in tension and for which the lack of labor is already a concern for artisan employers. It should also be remembered that 300,000 companies artisanal activities are to be resumed in the next ten years, i.e. on average 30,000 per year for ten years. Because today's apprentices are tomorrow's craftsmen, it is essential not to call into question the good dynamic of apprenticeship, since the 2018 reform, in craft professions. Numerous recent reports (from Parliament, the Court of Auditors, the IGAS or the IGF) on the subject of financing apprenticeship recommend targeting public support for apprenticeship more towards levels 3 and 4 of training and putting an end to the windfall effects from which training at higher levels may have benefited. Ms. Martine Froger draws the attention of the Minister Delegate to the Minister of the Interior and Overseas Territories and the Minister of Ecological Transition and Territorial Cohesion, responsible for local authorities and rural areas, to the difficulties that municipalities are increasingly encountering in ensuring themselves. In fact, many municipalities see their insurance contracts terminated: not only their contributions increase suddenly, but the conditions of support are modified without negotiation, accompanied by unaffordable deductibles. The recent consultation carried out by the Senate with communities highlights in particular difficulties in securing insurance due to the lack of response to calls for tenders or new unfavorable pricing conditions. Thus, since January 1, 2023, 24% of communities that responded to the consultation indicate having launched a call for tenders for which no insurer responded. Furthermore, in the event of responses, the amounts of premiums and deductibles proposed were significantly increased compared to the previous contract. These difficulties affect all departments and this is particularly the case in the department of Ariège, where the Household Waste Union (SMECTOM) did not receive any response from the various insurance companies to the proposed calls for tenders. Insurance companies justify these increases by claims risks, or by the various natural disasters linked to climate change. However, local authority insurance is not that heavy: it only represents 1% to 2% of the turnover of insurance companies. Faced with this situation, the municipalities find themselves completely deprived. Some of them are reduced to self-insurance, as is the case for SMECTOM, even though their legal insurance obligations have increased since 2019. It therefore appears necessary to protect municipalities against sudden terminations, to regulate contribution rates and to ensure expanded coverage of claims covered by natural disasters. Finally, the insurability of local authorities must be the subject of reflection in their own right because communities contribute to public service, while developing the territory for the benefit of all. Mme Martine Froger attire l'attention de Mme la ministre de la culture sur la baisse des financements octroyés au salon Art Capital. Cette manifestation née en 2006 de l'unification de quatre salons historiques - Artistes français (1881), Artistes indépendants (1884), Dessin Peinture à l'eau (1951) et Comparaisons (1954) - a battu lors de l'édition 2024, accueillie au Grand Palais Ephémère, ses records de fréquentation. Crée en 1884, ce Salon, organisé de manière associative, qui fut appelé un temps « Salon des refusés » car les artistes y participant bouleversaient les codes et les principes académiques, fêtera en 2024 ses 140 ans. Avec près de 40 000 visiteurs contre 29 392 en 2023 et 27 953 en 2022, l'attractivité de cet évènement à caractère associatif qui rassemble chaque année plus de 2 000 artistes (peintres, sculpteurs, graveurs, plasticiens, photographes...) se confirme donc d'année en année. De plus, cette manifestation est la vitrine de l'engagement permanent de centaines de bénévoles actifs mobilisés et de 3 000 participants qui tous soutiennent l'esprit de liberté de Art Capital. Ce qui correspond aux attentes de la jeunesse artistique, le bénévolat représentant un formidable levier d'inclusion sociale et d'éducation. Or le salon est confronté aujourd'hui à une baisse drastique des subventions lui permettant de se tenir au Grand Palais. En effet, en deux ans, celles-ci sont passées de 297 000 euros à 50 000 euros, en sachant que le prix de la location du Grand Palais se situe autour de 360 000 euros pour un tel évènement. Ce désengagement du ministère de la culture paraît injustifié et guère compréhensible. Il menace directement la pérennité même de ce salon, évènement incontournable de l'art en Europe, symbole de la liberté et de la diversité de l'art contemporain français. En conséquence, elle souhaite l'interroger sur la possibilité de revenir rapidement sur ce désengagement massif qui fragilise un des trop rares intervenants dans le domaine de l'art qui contribuent à la réduction de la fracture culturelle dans le pays.

Mme Martine Froger appelle l'attention de M. le ministre de l'agriculture et de la souveraineté alimentaire sur la situation de crise des apiculteurs français. En France, les ventes de miels en volumes sont en baisse depuis plusieurs années dans les grandes et moyennes surfaces. On note ainsi une baisse de 9 % en 2021 par rapport à 2020 ; de 1,6 % en 2022 par rapport à 2021 et de 5,4 % en 2023 par rapport à 2022. Si on compare les volumes sur 10 ans (entre 2013 et 2023), on constate une baisse globale de 5 %. Les apiculteurs dénoncent notamment une concurrence déloyale et l'import de miel de mauvaise qualité. Ils subissent de plein fouet les choix des négociants français, qui préfèrent se tourner massivement vers les miels d'importation, à un prix défiant toute concurrence : moins de 2 euros/kg. Les négociants rechignent donc à payer le miel français à sa juste valeur et n'achètent même plus la production française, qui reste bloquée sur les fermes, les entrepôts des négociants étant saturés de miel d'import à bas prix. Cette situation a entraîné une diminution drastique de la présence des miels régionaux de France dans les grandes surfaces. Cette situation affecte donc tous les circuits de vente, y compris la vente en détail. Selon le syndicat Unaf (Union nationale de l'apiculture française), en 2022, 30 000 tonnes de miel auraient été importées, pour une consommation française de 40 000 tonnes. En ce début d'année 2024, les apiculteurs se heurtent de plein fouet à la préférence d'achat du miel étranger par les négociants, au détriment de la production nationale. Ainsi, la Chine est devenue premier fournisseur de miel pour la France avec des miels et faux miels de qualité bien inférieure, avec des prix très bas que ne peuvent concurrencer les apiculteurs français. À cette situation déjà dégradée, se rajoutent les conséquences de la crise économique sur le pouvoir d'achat des Français. En rayon, dans les grandes surfaces, les consommateurs, confrontés à l'inflation alimentaire, comparent les prix et se tournent vers des produits d'appel au détriment de la qualité. Au final, apiculteurs comme conditionneurs se retrouvent avec des stocks de l'année dernière sans pouvoir les écouler. Face aux difficultés de vente de leur miel, les apiculteurs manifestent leur opposition ces dernières semaines et réclament une aide d'urgence afin de résister à cette crise. Au regard de l'ensemble de ces considérations, Mme la députée demande à M. le ministre de considérer la nécessité de mettre en place des mesures d'aides directes forfaitaires à la trésorerie des apiculteurs et une politique de soutien des charges. À long terme, il serait pertinent de travailler sur plus de transparence et un assainissement de la filière, notamment par la mise en place de prix minimum d'entrée afin d'empêcher la concurrence déloyale des prix bas que subissent les apiculteurs actuellement. The signatory partners agree to provide their financing in view of the next Mobility 2023-2027 contract, with the following financing plan which includes for this operation the financing keys indicated in the route protocol on the RN20 in Ariège signed on March 22, 2017. In the absence of robust data, the mission emphasizes that it was not able to precisely assess the gap between palliative care supply and needs.
