Syrian Partner Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide special immigrant status to qualified aliens who assisted U.S. efforts in Syria against the Islamic State. (A special immigrant is qualified to become a permanent resident) A qualifying alien is a Syrian national (or stateless person who habitually resided in Syria) who (1) partnered with or worked for the United States in Syria in a sensitive and trusted capacity (such as an interpreter) on or after January 1, 2014, for at least one year, and (2) provided documented service to U.S. efforts against the Islamic State. Promoting American National Security and Preventing the Resurgence of ISIS Act of 2019 This bill requires the Department of State to develop a strategy to prevent the resurgence of the Islamic State of Iraq and Syria (ISIS), authorizes humanitarian assistance for Syrian civilians, restricts arms sales to Turkey, and imposes sanctions against Turkey and Russia. As part of the strategy to prevent the resurgence of ISIS, the bill requires the State Department to report on (1) the Turkish incursion into Syria; (2) Turkey's participation in the North Atlantic Treaty Organization; (3) the estimated net worth of Turkish President Recep Tayyip Erdogan; and (4) foreign persons determined to have knowingly provided defense articles, services, or technology to Turkey that could be used in its operations in Syria. Further, the State Department must brief Congress on Russian and Iranian influence in Syria, U.S. activities to counter such influence, and the ability of ISIS to reconstitute. The President must oppose loans to Turkey from international finance institutions and impose sanctions against identified foreign persons that provided Turkey with defense articles, services, or technology for its operations in Syria. The bill also authorizes the President to provide humanitarian assistance to the people of Syria, and it requires the State Department to give priority designation to certain Syrian Kurds as refugees of special humanitarian concern. Additionally, the bill prohibits the sale of arms to Turkey for its operations in Syria, and it imposes sanctions against persons providing arms to Turkish forces in Syria. It also imposes sanctions against senior Turkish government officials, financial institutions that facilitate transactions for Turkish Armed Forces, and Russian persons supporting the Assad regime.

Syrian Allies Protection Act This bill authorizes the Department of Homeland Security (DHS) to provide certain Syrian nationals with special immigrant status. To qualify, a Syrian national must (1) have worked directly with the Armed Forces in a role that was vital to the success of the U.S. military mission in Syria for at least six months during a specified time period, (2) have a favorable written recommendation from a general or flag officer in the chain of command of the unit that the alien was supporting, and (3) pass a background check. The spouse or child of a qualifying alien shall also qualify if accompanying the qualifying alien. To receive special immigrant status, a qualified alien must apply to DHS and be otherwise eligible for an immigrant visa and admissible for permanent residence, except that an alien shall not be inadmissible on the grounds that the alien will likely become a public charge. Aliens granted special immigrant status under this bill shall qualify for benefits available to refugees for six months. Up to 250 principal aliens may receive special immigrant status each fiscal year under this bill. For applicants whose lives are at risk while awaiting background checks, the Department of Defense shall implement a framework to temporarily resettle such applicants in a safe third country or grant them humanitarian parole. DHS may provide lawful permanent resident status to an alien paroled or admitted as a nonimmigrant and who otherwise qualifies for special immigrant status under this bill.
