Housing and Community Development Amendments - Title I: Community and Neighborhood Development and Conservation - Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Amends the Housing and Community Development Act of 1974 to extend the Urban Homesteading program through fiscal year 1979. Changes the requirements for application and eligibility for assistance under the Community Development Block Grant program. Title II: Housing Assistance Programs - Authorizes the Secretary of Housing and Urban Development to make, and contract to make, assistance payments to owners of housing projects insured under the National Housing Act and assisted under rent supplement programs on an annual basis. Permits payments to be made only if such payments are necessary to restore or maintain the economic soundess of the project and to maintain its low-to-moderate-income character. Amends the Housing Act of 1959 to set aside a specified amount of the funds appropriated for housing for the handicapped to be made available for loans for the development of rented housing and related facilities specifically designed to meet the needs of handicapped (primarily non-elderly) persons. Amends the United States Housing Act of 1937 to authorize funds to be appropriated for annual contributions for low-income housing projects through fiscal year 1978. Authorizes the Secretary to make assistance payment to low-income families for the rental of real property on which is located a mobile home which is owned by such family and used by it as a principal residence. Title III: Program Amendments and Extensions - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following: (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (4) membership in cooperative associations for lower income families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities; (10) new communities; and (11) crime and riot reinsurance. Permits the Secretary of Housing and Urban Development to insure, on a permanent basis, mortgages and loans with provisions for varying rates of amortization through fiscal year 1979. Extends the Emergency Home Purchase Assistance program through fiscal year 1979. Amends the Housing Act of 1954 to authorize appropriations for comprehensive planning for urban and rural development through fiscal year 1979. Calls for triennial, instead of biennial, review of the comprehensive plans developed by recipients of assistance under such Act. Amends the Housing and Urban Development Act of 1970 to extend research authorizations through fiscal year 1979. Authorizes the Secretary of such Department to conduct demonstrations to determine the feasiblity of expanding home ownership opportunities in urban areas including encouraging the conversion of multifamily housing properties to cooperative or condominium ownership by individuals and families. Amends the National Flood Insurance Act to extend the National Flood Insurance program and flood insurance through fiscal year 1979. Authorizes the Secretary to bid on specified properties which are not insured under the National Housing Act at foreclosure sales. Amends the National Housing Act to extend mortgage insurance to nonresident care facilities. Changes the eligiblity requirements for condominium mortgage insurance under the National Housing Act. Amends the National Housing Act to increase the authorization of appropriations for fiscal year 1979 for losses sustained by the General Insurance fund. Authorizes the Secretary of Housing and Urban Development to insure loans for the acquisition of fee simple title to residential property from lessors beyond limits established by the National Housing Act, if such property is located in Hawaii. Amends the Department of Housing and Urban Development Act to authorize the establishment of more than one day care facility for the children of employees of such Department. Amends the Housing and Urban Development Act of 1969 to remove certain restrictions on the purchase or lease of surplus real property for use in providing housing for low- and moderate-income families and individuals. Amends the National Housing Act to increase: (1) the total amount of purchase authority of the Government National Mortgage Association; and (2) the limits on the amounts of principal obligations of various classes of mortgages which such Association may purchase. Title IV: Rural Housing - Amends the Housing Act of 1949 to extend the following housing programs until September 30, 1979: (1) low-income repair loans and grants; (2) low rent housing for domestic farm labor; (3) rural rental housing loans; (4) rural housing loans; and (5) mutual self-help housing loans and grants. Directs the Secretary of Agriculture to conduct a study of housing which is available for migrant and settled farmworkers. Requires the adequate written notification of the reasons for which such assistance was denied be given to anyone who has applied for and been denied rural housing assistance. Removes the limitation on the amounts authorized to be appropriated for the low-income repair program and the mutual self-help housing program. Authorizes the Secretary of Agriculture to provide additional assistance to persons receiving aid for rural housing under the interest credit program who are unable to afford a dwelling. Prescribes the formula for determining the amount of such additional assistance. Provides for the recapture of all or a portion of the assistance rendered upon the disposition or nonoccupancy of the property by the borrower. Title V: Congregate Services - Congregate Housing Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they are making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provisions of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12-month period prior to the submission of an application for renewed funding. Title VI: Neighborhood Reinvestment Corporation - Establishes the National Neighborhood Reinvestment Corporation. Opens all meetings of the board to public observation unless a board majority votes to close a specific meeting. Empowers the Corporation to continue the work of the Urban Reinvestment Task Force in establishing neighborhood housing services programs, in providing grants and technical assistance to selected neighborhood preservation projects, and in supporting Neighborhood Housing Services of America. Requires the Corporation, in making grants, to determine reporting and management restrictions or requirements on recipients and to assure that recipients make information necessary to determine compliance with Federal laws available to the Corporation. Authorizes specified Federal departments and Federal banks to provide services to the Corporation with or without reimbursement. Directs the Corporation to publish an annual report to the President and the Congress. Requires an annual audit of the Corporation. Requires the Corporation to prepare annual business-type budgets for submission to the Office of Management and Budget. Requires inclusion of such budget as part of the President's annual budget to Congress.

Urban Park and Recreation Recovery Act - Authorizes the Secretary of Housing and Urban Development to establish an urban park and recreation recovery program to provide financial assistance for rehabilitation of recreation areas and facilities in the form of challenge grants to local governments. Sets the requirements for grant eligibility. Directs the Secretary to promulgate funding priority regulations, for processing and approval of grant proposals, which include the use of objective data to measure comparative need for assistance among local governments. Requires regulations to include criteria evaluating the extent to which local governments have demonstrated results in providing equal opportunity housing.

Amends the Older Americans Act of 1965 to establish the National Commission on Housing for the Elderly. Requires the Commission to study, investigate, and review: (1) present Federal programs to provide low- and middle-income housing for senior citizens; (2) the need for additional housing; (3) the feasibility of utilizing existing slum or abandoned central city housing to create senior citizen communities after rehabilitation; (4) the need for physical, social, cultural, and religious activities in senior citizen communities; and (5) the need for a living environment which provides adequate safeguards for the security of the residents.

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants for the following: (1) administrative costs of State and local governments incurred in carrying out urban homesteading programs and (2) facilitation of homesteading of properties acquired by communities as a result of abandonment or tax foreclosure. Authorizes the Secretary to acquire from the Administrator of Veterans' Affairs title to any property which is suitable for inclusion in the urban homesteading program. Amends the Housing Act of 1964 to coordinate the urban homesteading program and the rehabilitation loan program.

Condominium Act - Title I: Findings and Purposes - States that abuses in the condominium industry have created a need for the establishment of national standards for consumer protection. Title II - Defines the terms used in this Act. Exempts from the terms of this Act condominium projects in which the units are restricted to non-residential uses and projects sold by a governmental agency. Makes any developer or agent liable for any fraudulent acts he commits in connection with a sale or offer to sell a condominium unit. Voids any provision in existing or future leases or management agreements which require owners to reimburse the developer for attorney's fees or money judgments. Grants the purchaser of a unit the right to cancel the sales contract within 15 days after signing the contract or after receiving the disclosure material, whichever is later. Sets forth national standards for consumer protection which must be followed by condominium developers, including: (1) placing any deposit made in connection with a reservation or sale of a unit in a trust or escrow; (2) terminating the right to control the owners association within five years; (3) refraining from displaying any advertising which is inconsistent with the information in the disclosure statement; (4) providing a one year warranty on each unit and a three year warranty on the common elements; and (5) in the case of condominium conversions, giving tenants 120 days' notice to vacate and a 60 day exclusive option to buy. Establishes standards for disclosure by developers of all material circumstances or features affecting their projects. States that this Act does not limit State and local governments from enacting or enforcing laws which do not conflict with the terms of this Act. Allows unit owners to terminate certain contracts which had to be accepted or ratified by the purchasers as a condition of purchase, and were entered into during the period when the developer was in control of the owner's association. Allows owners to seek a judicial determination that any lease or portion thereof is unconscionable if: the lease is for 21 years or contains provisions for automatic renewal for a period of more than 21 years and contains either an automatic rent increase clause or subjects the units to foreclosure for the owner's failure to make payments and contains provisions that shift all obligations and liabilities associated with the maintenance and use of the property to the owners. Provides criminal penalties for violations of the terms of this Act and civil remedies for persons aggrieved by such violations. Makes provisions for the administration of this Act and authorizes the Secretary of Housing and Urban Development to undertake research, education, information, and technical assistance activities designed to protect potential purchasers and owners of condominiums.

Authorizes the Secretary of Housing and Urban Development to make urban rehabilitation grants to severely distressed cities and urban counties for the following purposes: (1) to finance the acquisition of real property by private, nonprofit entities for residential rehabilitation; (2) to finance residential rehabilitation through grants, revolving loan funds, mortgage insurance, high-risk mortgage pools, and low interest loans; (3) to make grants to neighborhood groups to carry out residential rehabilitation; and (4) to finance the rehabilitation of publicly owned building when the recipient of the grant participates in such rehabilitation. Directs the Secretary to issue regulations for the purpose of assuring that rehabilitation activities conducted with grants made under this program are primarily moderate rehabilitation activities and that such activities do not displace low- and moderate-income people. Lists information to be included in applications for such grants.

Establishes an Office of Inspector General within each of the Departments of Agriculture, Commerce, Housing and Urban Development, Interior, Labor, and Transportation, the Environmental Protection Agency, and the Community Services, General Services, National Aeronautics and Space, Small Business, and Veterans' Administrations. Makes it the duty of such Offices to direct the auditing and investigation of the programs of the agency in which each such Office is established and to recommend policies to each respective agency to promote the efficiency and economy of and to prevent and detect fraud and abuse in the programs administered by each agency. Directs each such Office to coordinate the relationships between its agency and other Federal agencies, States, and local government agencies in carrying out its mission. Requires each such Office to keep Congress and the head of the respective agency fully informed concerning its activities and findings. Specifies the frequency and content of reports. Transfers to each Office the functions of specified existing audit and investigation offices within the appropriate agencies.

Veterans' Housing Improvements Act - Increases from $25,000 to $30,000 the maximum amount of assistance available for specially adapted housing for certain disabled veterans. Makes Vietnam era veterans eligible for home, condominium, and mobile home loans, and for automatic 60 percent guaranteed home loans. Increases the amount of a home loan which may be guaranteed by the Veterans' Administration from $17,000 to $25,000. Revises veterans' mobile home and mobile home lot loans provisions with regard to guarantees and removes the restriction against multiple loan entitlements and the requirement that the Veterans' Administration periodically inspect manufacturers and make onsite inspections to ensure compliance with mobile home standards established by the Administration. Provides a formula for determining the maximum amount available for direct veterans' loans for mobile homes and mobile home lots.

Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to terminate the requirement for mortgage insurance premiums with respect to property under the jurisdiction of the Department of Defense.

Authorizes the Secretary of Housing and Urban Development to make grants for the purpose of financing the construction of facilities for congregate services in existing, newly constructed, and rehabilitated federally assisted housing projects for elderly and handicapped individuals and families. Directs the Secretary to designate appropriate members of the Public Health Service to provide health care and nutrition services to residents of such projects and to handicapped and elderly individuals and families residing in housing located in the immediate vicinity of such projects.

Requires every public housing project to which the Secretary of Housing and Urban Development provides financial assistance, and a substantial portion of the tenants of which are elderly or handicapped individuals to include: (1) congregate services consisting of housekeeping aid, meal service, personal assistance, ambulatory health care, and other services necessary for independent living in such individuals' homes so that institutionalization maybe avoided; and (2) facilities for the establishment of community day health services and nutrition centers for those qualified individuals who reside in the project and those homebound elderly and handicapped who reside in the immediate community of the project.

Authorizes the Secretary of Housing and Urban Development to make urban rehabilitation grants to severely distressed cities and urban counties for the following purposes: (1) to finance the acquisition of real property by private, nonprofit entities for residential rehabilitation; (2) to finance residential rehabilitation through grants, revolving loan funds, mortgage insurance, high-risk mortgage pools, and low interest loans; (3) to make grants to neighborhood groups to carry out residential rehabilitation; and (4) to finance the rehabilitation of publicly owned buildings when the recipient of the grant participates in such rehabilitation. Directs the Secretary to issue regulations for the purpose of assuring that rehabilitation activities conducted with grants made under this program are primarily moderate rehabilitation activities and that such activities do not displace low- and moderate-income people. Lists information to be included in applications for such grants.

Homeowners Rehabilitation Assistance Act - Amends the United States Housing Act of 1937 to direct the Secretary of Housing and Urban Development to allocate $30,000,000 for contract authority for fiscal year 1979 to be used for home rehabilitation. Authorizes the Secretary to enter into contracts with local public housing agencies whereby such authorities would make payments to qualified private lenders to cover the costs of rehabilitation loans to low-income homeowners.

Housing Act - Title I: Amendments to Provide Additional Relief To Owners and Tenants of Multifamily Projects and to Insure Fiscal Responsibility in Their Management - Provides financial relief for subsidized multifamily projects including: (1) additional monthly assistance payments to project owners for operating expenses; (2) payments to owners of subsidized multifamily projects under section eight of the United States Housing Act of 1937; (3) mortgage interest reduction payments to a mortgagee on behalf of a project owner who has obtained a supplemental loan for his multifamily project which is insured under the National Housing Act; and (4) deferment or extension of mortgage payments by a project owner. Reduces rent for very low-income persons who are tenants of subsidized multifamily projects by authorizing the Secretary of Housing and Urban Development to make annual payments to owners of projects subsidized under the Housing and Urban Development Act of 1965. Sets forth procedures for rent increases in multifamily projects and relating to the rights of tenants in such projects. Title II: HUD Ownership and Disposition of Subsidized Multifamily Rental Housing Projects - Directs the Secretary to make or cause to be made all repairs and improvements necessary to achieve decent, safe, and sanitary conditions in HUD-owned subsidized multifamily housing projects. Requires the Secretary to employ and train tenants of such projects to perform repair and maintenance to the maximum extent feasible. Provides relocation assistance for tenants displaced by repairs and maintenance. Sets eligibility requirements for tenancy in HUD-owned subsidized housing. Provides criteria for the selection of managers and purchasers of HUD-owned property. Sets forth methods by which such property may be disposed of including: sale at reduced prices to nonprofit cooperatives and other nonprofit organizations, and continued HUD ownership with the possibility of eventual acquisition by a nonprofit cooperative. Title III: Disposition of HUD-Owned Nonsubsidized Projects - Directs the Secretary to dispose of any HUD-owned nonsubsidized project if at the time of the acquisition by HUD a majority of tenants are persons of low-income or if a majority of units in the project are rented for not more than 80 percent of the fair market rent. States that persons residing in such housing at the time of acquisition by HUD shall be permitted to remain in occupancy following disposition. Title IV: General Provisions - Defines terms used in this Act. Directs the Secretary to study the desirability of the establishment by Congress of a body corporate within the Department of HUD to own and manage HUD-owned subsidized Multifamily projects and nonsubsidized projects which are, or may be converted to lower income housing projects.

Congregate Services Act - Authorizes the Secretary of Housing and Urban Development to enter into contracts with public housing agencies for the establishment of congregate housing projects which are supplemented by supportive services for frail and physically impaired residents. Requires assisted public housing authorities to maintain any financial effort they were making in furtherance of congregate services prior to contract authority approval, unless the Secretary waives such requirement. Amends the United States Housing Act of 1937 to permit the provision of congregate services in existing public housing. Makes provisions for the administration of services and requires assisted public housing agencies to employ elderly and physically disabled residents to the maximum extent practicable. Sets forth application procedures, requirements for eligibility for services, and rules for the setting of fees for congregate services. Directs assisted public housing agencies to review this program with eligible residents and with the professional assessment committee within the 12 months period prior to the submission of an application for renewed funding.

Revises the list of officials who are members of the Board of Directors of the Pennsylvania Avenue Development Corporation, and makes similar other revisions to reflect the changes of titles of officials and agencies resulting from the District of Columbia Self-Government and Governmental Reorganization Act. Increases the maximum amount which the Corporation is authorized to borrow from the Treasury of the United States. Extends through fiscal year 1990 the authority of the Corporation to issue obligations. Stipulates that the Corporation, in carrying out its duties (1) shall request the Council of the District of Columbia to close any street or alley when required to implement the plan and shall receive title to such property without cost, barring the existence of a reverter to a private landowner and (2) may transfer title and jurisdiction to real property which is to be dedicated to public uses to the United States or District of Columbia. Increases and extends the appropriation authorization for the administrative expenses of the Corporation. Replaces the set dollar authorization for implementation of the development plan with an authorization for such sums as may be necessary.

Rental Assistance Reform Act - Amends the United States Housing Act of 1937 to permit a State, county, or municipal public housing agency to assist owners or prospective owners of rental property in the construction or substantial rehabilitation of housing for lower-income families pursuant to its annual contribution contract with the Secretary of Housing and Urban Development. Makes provisions for the relocation of persons displaced from a dwelling unit by such construction or rehabilitation. Expands the role of local public housing agencies in the administration (including eviction of tenants) and the management of dwelling units for which assistance payments are to be made. Adds specified provisions to be included in annual contribution contracts.

Housing Conservation Act - Amends the Housing Act of 1964 to authorize appropriations for fiscal year 1979 and to set aside specified amounts for multifamily rehabilitation loans and for urban homesteading including, under certain circumstances, local programs for the homesteading of locally held or acquired tax foreclosed land or vacant single family and multifamily properties. Lists conditions to be placed on the authorization of rehabilitation loans.
