Allows a tax deduction up to $750 for ordinary and necessary expenses incurred by a taxpayer under the Internal Revenue Code in making repairs and improvements to his residence during the taxable year. Allows the owner of rental housing to amortize at an accelerated rate (over a 60-month period) the cost of rehabilitating or restoring such housing. Authorizes the taxpayer to switch from such accelerated amortization to the regular depreciation deduction allowable under the Internal Revenue Code for property used in a trade or business or held for the production of income.

Economic Opportunity Amendments - Extends the authorization for appropriations for the following programs under the Economic Opportunity Act: (1) demonstration community partnership agreements, (2) rural and urban community action programs, (3) special programs to combat rural poverty, (4) Headstart and Follow Through, (5) Community economic development, (6) Native American projects, (7) research and demonstration projects, and (9) evaluation programs. Extends the authorization for appropriations administration and coordination of programs under such Act. Sets a minimum size of 15 members for community action agencies and changes the maximum length of service for community representatives on community action boards from six to seven years. Provides for direct community action sponsorship of summer youth recreation program. Sets a permanent Federal/non-Federal funding ratio of 80/20 for community action agencies. Revises administrative authority within the Community Services Administration. Phases out the National Advisory Council. Abolishes the Intergovernmental Advisory Council on Community Services. Authorizes the making or guaranteeing of loans to Community Action Agencies and eligible community-based organizations for business, housing, and community development projects. Repeals authorization for an environmental action program, day care projects, and specified other activities under the Economic Opportunity Act. Revokes authorization for assistance under the Emergency Conservation Service's program for winterization of old or substandard dwellings, improved space conditioning, and insulation.

National Weatherization Act - Title I: Utility Program - Amends the Energy Policy and Conservation Act to promote the voluntary submission by a State to the Administrator of the Federal Energy Administration of a residential energy conservation plan for utilities in such State. Requires such plan to direct utilities to implement a program informing residential customers of suggested measures for saving home heating and cooling costs. Permits the Administrator to require a regulated or unregulated utility in a State to offer such program upon the Administrator's determination that such State has not offered such plan for approval or implemented such plan. Title II: Weatherization Grants for the Benefit of Low-Income Families - Amends the Energy Conservation in Existing Buildings Act of 1976 to permit a raise in the eligible income level for weatherization grants to low-income families. Expands the definition of the term "weatherization materials" in such Act to include additional devices and technologies. Limits the amount of financial assistance available under such Act that may be spent on weatherization materials and specified accompanying costs. Amends the Housing Act of 1949 to require the Secretary of Agriculture to conduct a weatherization program financing the installation of weatherization materials in farm residences occupied by low-income people. Title III: Secondary Financing and Loan Insurance for Energy Conserving Improvements - Amends the Federal National Mortgage Association Charter Act to direct the Federal National Mortgage Association to purchase loans insured under the National Housing Act and made to low- and moderate-income families for the installation of energy conserving improvements in residences owned by such families. Permits the Secretary of Housing and Urban Development to insure a loan for the installation of energy conserving improvements. Specifies the eligibility conditions of such loan. Allows the Government National Mortgage Association to have standby authority to purchase loans for energy-conserving improvements. Title IV: Miscellaneous - Permits the Secretary of Housing and Urban Development to enter into annual contributions contracts for low-income projects to finance the installation of energy- conserving improvements. Directs the Secretary of Agriculture to promote the use of energy saving techniques through minimum property standards established for new rural residential housing assisted under the Housing Act of 1949. Amends the National Housing Act to permit specified increased amounts of assistance if such increase results from increased cost of a residence or project due to the installation of a solar energy system. Directs the Secretary of Housing and Urban Development to conduct a study for determining the necessity of a mandatory Federal requirement that all residential dwelling units meet energy efficient standards.

Community Restoration Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants to local governments for the purpose of funding qualified nonprofit neighborhood organizations engaged in activities designed to improve housing and prevent neighborhood deterioration. Limits to $50,000 any grant made by a unit of general local government to any organization in any fiscal year. Directs the Secretary to oversee the auditing and accounting of all moneys received and spent by units of local government and community organizations.

Urban Trees Act - Authorizes the Secretary of Agriculture to make grants, on a matching basis, to the States, Puerto Rico, the Virgin Islands and Guam in order to provide financial assistance to urban areas for arboriculture programs. Defines "arboriculture" as the planting, growing, maintenance, and protection of trees and shrubs. Authorizes appropriations of up to $10,000,000 for fiscal year 1978 to carry out such grant program. Requires that grants under this Act be made in accordance with an urban arboriculture plan for the selection, planting, and maintenance of trees agreed upon in advance by the Secretary and the State forester or other appropriate official. Authorizes the Secretary to provide technical assistance to urban areas for arboriculture programs under this Act.

Department of Housing and Urban Development - Independent Agencies Appropriations Act, 1978 - Title I: Department of Housing And Urban Development - Makes the following appropriations for fiscal year 1978: (1) Housing Programs: (a) for annual contributions for assisted housing, (b) for housing for the elderly or handicapped, (c) for housing payments (appropriation to liquidate contract authority), (d) for payments for operation of low-income housing projects, and (e) for the Federal Housing Administration Fund; (2) Government National Mortgage Association: for payment of participation sales insufficiencies; (3) Community Planning and Development: (a) for community development grants, (b) for urban development action grants, (c) for comprehensive planning grants; (4) Federal Insurance Administration: for flood insurance; (5) Neighborhoods, Voluntary Associations and Consumer Protection: for housing counseling assistance; (6) Policy Development and Research; (7) Management and Administration: (a) for Salaries and expenses, Department of Housing and Urban Development, (b) for Federal Housing Administration funds by transfer; and (8) Funds Appropriated to the President: Federal Disaster Assistance Administration (disaster relief). Title II: Independent Agencies - Makes appropriations for fiscal year 1978 to the following: American Battle Monuments Commission, Consumer Product Safety Commission, Cemeterial expenses, Army, Environmental Protection Agency, Council on Environmental Quality, Office of Science and Technology Policy, Consumer Information Center, Office of Consumer Affairs, National Aeronautics and Space Administration, National Institute of Building Sciences, National Science Foundation, Selective Service System, Treasury Department, and Veterans' Administration. Title III: Corporations - Appropriates funds for fiscal year 1978 within the Federal Home Loan Bank Board to the following: for the limitation on the administrative expenses; for the limitation on nonadministrative expenses; and for the Federal Savings and Loan Insurance Corporation. Title IV: General Provisions - Sets forth limitations on appropriations including those for travel expenses which shall be limited to budget estimates without express authorization to the contrary.
